re: projects scheduled to be heard on July 28, 1997
Public Hearings:
111., 2h. Cellular One Tower(UV-30-97, A-33-97)
The petitioner wishes to construct an 80-foot telecommunications tower. Also, by way of
letter, the petitioner has requested this project be considered as a special use application in
accordance with the recently approved tower ordinance.
The Department recommends the project be tabled for an additional thirty days pending
the proposed plan's having been brought into compliance with all ordinance requirements and its
review by the Technical Advisory Committee.
3h., 4h. Prairie View Subdivision (V-45-97, V-46-97)
The petitioner seeks approval to reduce the required side aggregate and side yard setbacks
for lots within the Chapman's Claim at Prairie View and Moffitt Farm at Prairie View
Subdivisions.
The Department recommends denial. The lots within the subdivisions can accommodate
houses without practical difficulty. If the developer is desirous of creating wider lots, the
subdivisions should be replatted through the Plan Commission.
5h-8h. Heartland Child Development Center (SU-48-97, V-49-97, V-50-97, V-51-97)
The petitioner seeks approval to construct a 22,000 square-foot day care center on 3.12
acres. The petitioner also seeks approval for the following three variances:
1. To reduce the required lot size from 5 acres to 3.12 acres.
2. To reduce the required parking spaces by 20.
3. To incorporate a cupola into the height of the building.

This project was approved in March of 1996, however, the Board's approval was only valid for
a year from that date.
The Department recommends approval pending resolution of the location of the proposed
Illinois Street in relation to this site.
9h-12h. King of Glory Church (SU-52-97, V-53-97, V-54-97, V-55-97)
The petitioner seeks approval to construct a 12,000 square-foot addition to the existing
church and to do other site improvements. The petitioner also seeks approval for the following
three variances:
1. A variance to increase the allowable height of the church expansion from 25 feet to 31
feet.
2. A variance to increase the allowable height of the church spire and bell tower from 25
feet to 60 feet.
3. A variance to eliminate the need for curbs around the new parking lot area.
The Department recommends approval of the Special Use and the Variance for the height
of the church addition pending resolution of the proposed landscape plan and all Technical
Advisory Committee issues. The Department recommends denial of the variances relating to the
height of the church spire and curbs. The proposed height of 60 feet for the church spire is
excessive for this area and the curbs should be installed as the ordinance requires.
13h. Parkwood Crossing, Buildings 4, 5 and the Parking Garages (V-56-97)
The petitioner seeks approval of a variance to reduce the required side yard setback from
60 feet to 9 feet. The Development Plan and Architectural Design, Lighting, Landscaping, and
Signage applications have been previously approved through the Plan Commission.
The Department recommends approval.
14h, 15h. Sycamore Farm Recreation Center (SU-57-97, V-58-97)
The petitioner seeks approval to construct a pool and bathhouse for the Sycamore Farm
Subdivision. The petitioner also seeks a variance to reduce the required lot width from 200 feet
to 35 feet. The petitioner will also be required to replat the existing subdivision through the Plan
Commission. ,
The Department recommends denial of the Special Use and the Variance. The recreation
center is an appropriate use within the subdivision, but it should be located in an area that does
not interfere with adjacent housing and has adequate frontage on a public street.
16h. L & W Construction Office Building (SU-59-97)
The petitioner seeks approval to construct a 6,000 square-foot office building.
The petitioner will also be required to replat the existing subdivision through the Plan
Commission in order to maintain the proper setbacks for the building.
The Department recommends approval pending resolution of all Technical Advisory

17h. Twin Lakes Golf Course (SU-60-97)
The petitioner seeks approval to reconstruct part of the golf course, construct a new
maintenance building, and to construct a chipping green.
The Department recommends approval pending resolution of the landscape plan and all
Technical Advisory Committee issues.
18h. Huntington Bank (V-61-97)
The petitioner seeks approval for a variance to allow an additional sign on the ATM
building.
The Department recommends denial. The ATM sign could be constructed within 3 square
feet, which would exempt the sign from ordinance requirements.
Old Business:
li., 2i., 3i. Days Inn Variances (V-38-97, V-39-97, V-40-97)
The petitioner seeks approval of three developmental standards variances:
1. A variance to reduce the required minimum lot size from 3 to 2 acres. (This
item may be withdrawn pending the petitioner showing compliance with the
Overlay Zone requirements.)
2. A variance to reduce the required side yard setback from 120 to 75 feet
(measured from hotel structure to the existing house to the north).
3. A variance to reduce the required side yard landscape yard from 30 feet to 10
feet.
The Department recommends approval as submitted.
(This project had been tabled at the previous Board meeting and also has been tabled at
the Plan Commission.)
