TECHNICAL ADVISORY COMMITTEE
MARCH 19, 1997
Members present were: Mark Monroe, Department of Community Services; Kate Boyle, City
Engineer; Paul Arnone, Carmel Utilities, Water, Stan Puckett, Carmel Fire Dept.; John South,
Hamilton County Soil& Water, Steve Cash,Hamilton County Surveyor's Office; Jim Neal, Hamilton
County Highway Dept; Mary Shultz, Indiana Gas Co.; Pam Waggoner, Indianapolis Water Co.; and
Linda Rhea and Kevin Walker, Indianapolis Power& Light. Also present was W. W. Harris of Metro
North Bureau. By way of letter, Sharon Prater advised that Panhandle Eastern Pipe Line Co. had no
company facilities involved in any of the named Agenda items.
CARMEL CORPORATE CENTER, (DP/ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting, Landscaping and
Signage) to construct two 26,000 square feet buildings on 11.68 acres. The site is located on the
southeast corner of Guilford Road and Carmel Drive. The site is zoned M-3/Manufacturing.

Atapco Carmel—current request is to amend development plan and construct two remaining buildings
on site(block 3, Cannel Technology Park). Original development plan was for construction of four
buildings—there are two in existence. Each building would increase in size to 29,110 square feet of
floor area. Building 3 will be increased from 24,300 square feet to 26,990 square feet; building 4 is
being increased from 32,168 square feet to 35,041 square feet. The mechanical are now located on
the rooftop. The cooling tower has been replaced with a concrete pad and the electrical transformer
will be located in this area. The petitioner has revised the sign package consistent with the
Ordinances--no variance is being sought. One center identification sign located at eye level off
Carmel Drive, a building directory sign located at the end of the entrance. two tenant directory signs
(one for each building), and building address signs. There are minor changes in the landscape plan
due to the fact that the buildings have been moved 8 feet toward the parking lot. The trash dumpster
has also been relocated.
COMMENTS:
- Carmel Fire Dept., Stan Puckett says if building is to be sprinkled, petitioner to contact Fire
Dept. for location of Siamese connection; Fire Dept. requests knocksbox at each building
location; will review hydrant locations.
- County Surveyor, Steve Cash requests overall detention plan of Carmel Science &
Technology Center, petitioner tying into existing storm sewers—need permit forms (outlet
request) for Fertig regulated drain.

- County Soil & Water, John South erosion control comments: 1) recommend existing storm
water inlets have silt fence or some other type of protection; 2) maintenance requirements on
erosion control practices; 3) short construction sequence regarding how the project functions
with erosion control. Drainage plan looks OK. John South will provide written requirements.
- Indiana Gas, Mary Shultz says gas is available--will need full set of plans if gas is urili7ed.
- Carmel Engineer, Kate Boyle says no curb cut approval needed. Request performance bond
for sidewalks. Drainage: will tie into master plans already approved. Existing pipes are
undersized and a concern because of ponding—dangerous situation. Petitioner to provide area
for water to pond or make some accommodations, perhaps double inlet—make certain no
ponding near roadway.
- Clay Township Regional Waste, letter from Jay Alley stating no plans have been received—
petitioner will contact. Sewer permit required before building permit issued.
- DOCS, Mark Monroe asked for traffic pattern for delivery trucks on site. Petitioner says
area in front of both buildings will accommodate deliveries, probably only local delivery
trucks. Petitioner says 402 parking spaces required, 412 provided. Dept. will forward
comments on landscape plan; landscaping on property line, no fencing.
- Indianapolis Water Co., Pam Waggoner says water available and ready to service.
EAGLE RIDGE SUBDIVISION (PP)
Petitioner seeks approval(Primary Plat)to plat 280 lots on 153 acres. The site is located on the north
side of 116th Street, south of 121st Street,just east of U.S. 421. The site is zoned S-1/Residence.

Appearing for petitioner, Chris Badger of Schneider Engineering. Developer: Paul Shoopman.
Project located on 116th street between Zionsville and Carmel. In 1990, lakes were created on
property—current plans are to develop a subdivision. Of necessity, two lakes to be drained. All
utilities available at site. Subdivision will consist of 279 lots.
COMMENTS:
- Carmel Fire Dept., Stan Puckett says comment letter sent to Rich Henderson. Plans for
existing house? Chris says will be a custom home.
- County Surveyor, Steve Cash will send comment letter; storm sewers for subdivision
will need to be petitioned to be maintained by the County. Will need petition and all
procedural items accompanying non-enforcement. Requests drainage calcs; require 15 foot
easement from top of bank for maintenance purposes and accessibility.
- County Highway, Jim Neal says comment letter sent. Require accel/decel lanes at entrance
on 121st and 116th. Request petitioner eliminate hump in road at County line--petitioner will
respond.
- County Soil & Water, John South says current topography should include lakes until they
are drained. Request letter from the Corp. as to whether or not lakes are a wetland; need
design construction. Drainage improvements should be shown on 116th and 121st Streets
(drainage arrows and catch basins). Wells on property need to be properly abandoned and

identified on construction plans. Agrees with Dept. that plan lacks creativity.
- Indiana Gas, Mary Shultz says gas in area and happy to serve.
- Indianapolis Water, Pam Waggoner; plans submitted for hydraulics-20 inch water main on
Michigan not on 116th.
- Clay Township Regional Waste, letter from Jay Alley confirming receipt of plans—now
under review; application to be submitted prior to Reg. Waste District sending to IDEM for
approval.
- DOCS, Mark Monroe sent comment letter, revised plans received; request traffic study;
copy of final covenants and restrictions; details of proposed signage; landscape plan; fencing;
lot requirements. Plan lacks creativity and innovation. Comp. Plan statement is incorrect.
WILLIAMS MILL, (PP)
Petitioner seeks approval(Primary Plat)to plat 47 lots on 20 acres using the Residential Open Space
Ordinance. The site is located on the west side of Springmill Road,just across from the intersection
of 111th Street and Springmill Road. The site is zoned S-2/Residence.

Appearing for petitioner: Steve Pittman (overview) and Neal Smith. Also in attendance Bruce Hagen
of Paul Cripe. Subject property is part of former soccer field at Springmill Road and 116th St.
Proposed is a development similar to Reserve @ Springmill. Two plats submitted: one utilizing
Residential Open Space Ordinance; other under S-2 Ordinance.
COMMENTS:
- Carmel Fire Dept., Stan Puckett has not received plans
- County Surveyor, Steve Cash will send comment letter. Need petition to regulate drain.
Outlet needs to be available for ground east of site (easement) for future drainage.
- County Highway, Jim Neal says under Residential Open Space, plat needs to go to
Commissioners for narrow streets, narrow right-of-way and private drives. Streets to be
inspected during construction. Main concern with S-2 plan is location of entrances.
- County Soil & Water, John South requests drainage be addressed along Springmill Road—
appears to be potential wetlands in flood plain of Williams Creek that should be identified.
Would support Open Space Ordinance over S-2 plan for better preservation of natural area.
- Indiana Gas, Mary Shultz no comment
- Indianapolis Water, Pam Waggoner says 20 inch main on east side of Springmill.
- Indpls. Power & Light, Linda Rhea says if public street, require 15 ft. easement; private
requires 25 foot easement behind right-of-way.
- Clay Township Regional Waste, letter from Jay Alley states two different plans submitted
for review--comments to be provided to developer.
- DOCS, Mark Monroe requests petitioner submit landscape plan; request traffic analysis by
March 31st; hydrant locations to be approved; any proposed signage to be presented;
proposed street lighting and fencing to be submitted.

COUNTRY MEADOWS AT HAVERSTICK (SP)
Petitioner seeks approval (Secondary Plat) to construct 30 lots on 17 acres. The site is located on
the north side of 131st Street, just west of River Road. The site is zoned S-1/Residence (cluster
option subdivision.)
Filed by Tom Kutz of Centex Homes and Ed Fleming of Stoeppelwerth and Associates.
Tom Kutz, Overview—Tim McMahon, project manager, also in attendance Ed Fleming and Dennis
Olmstead of Stoeppelwerth& Assoc. 30 lots to be developed on 17 acres. Revised plans have been
submitted to TAC members and the Dept.; some comments received.
COMMENTS:
- Carmel Fire Dept., Stan Puckett says comment letter sent
- County Surveyor, Steve Cash needs outlet request form for each section. Steve states
requirement for berm is at least 30 feet from top of berm to top of berm—petitioner to
doublecheck.
- County Highway, Jim Neal no comment
- County Soil & Water, John South sent comment letter. Erosion control: recommend
maintenance schedule for all practices to be incorporated on standard drawings. Permanent
erosion control needed due to fluctuation of lake with water table; (natural vegetation; or
armoring such as stone, sheet piling, etc..) Soil Reinforcement needed.
- Indiana Gas, Mary Shultz needs full set of plans.
- Indianapolis Water; Pam Waggoner no comment
- Carmel Utilities, Paul Arnone recommendation letter sent--too many valves; plans for sewer
fine.
- City Engineer, Kate Boyle, petitioner will need sewer&water availability--calculations look
fine; plans for sewer OK .
- DOCS, Mark Monroe, any changes must be presented to Plan Commission (reduction in lot
size, change from open space to lake area, etc.)
NOTE: The following three projects were reviewed simultaneously:
WESTON RIDGE (at WESTON COMMUNITIES) Section 2, (SP)
Petitioner seeks approval (Secondary Plat) to construct 32 lots on 17 acres. The site is located on the
west side of Shelborne Road, north of 106th Street. The site is zoned S-1/Residence.

PARK AT WESTON, Section 3, (SP)
Petitioner seeks approval (Secondary Plat) to construct 41 lots on 18 acres. The site is located on
the west side of Shelborne Road, north of 106th Street. The site is zoned S-i/Residence.

Appearing for petitioner: Ken Brasseur and Tim Walter of Estridge Development Co., Bill Bryant
of Stoeppelwerth& Associates. With development of these three sections, Weston development will
be virtually complete.
COMMENTS:
- Carmel Fire Dept., Stan Puckett has no location on plans for fire hydrants on Weston Ridge
Sections 2 & 3.
-County Surveyor, Steve Cash requests verification of detail sheets for secondary plat. Need
petition and non-enforcement--all procedural items necessary for creating newly regulated
drains; letters of credit, etc. Petitioner will need County Commissioners' approval for
Secondary Plat.
- County Highway, Jim Neal sent comment letter, petitioner will send revised plans.
- County Soil & Water, John South sent comment letter; petitioner says all comments have
been addressed.
- IPL, Kevin Walker says ready to start service, petitioner hopes early part of April.
- Indiana Gas, Mary Schultz no comment
- Indianapolis Water Co., Pam Waggoner says all 3 Sections submitted for layout, will send
to petitioner asap.
- DOCS, Mark Monroe says most all procedural items addressed for all 3 sections. Need final
landscape plan approved with primary plat; easement labels should include landscaping.
Request complete set of covenants. Parks at Weston 3--front building lines not labeled,
otherwise most concerns addressed. Request revised plans and filing fees by Fri. in order to
schedule for April Plan Commission meeting.
- Clay Waste, letter from Jay Alley stating district engineering review complete--plans ready
to be submitted to IDEM for approval.
DELLEN MOTORCYCLES BUILDING (SU)
Petitioner seeks approval (Special Use) to construct a 22,000 square feet building on an existing
complex of 14 acres. The site is located on the northwest corner of 96th Street and Bauer Drive.
The site is zoned B-3/Business.

Bill Keller of Keller Engineering gave brief overview. Additional 22,000 square foot building to be
constructed on current complex at 96th and Bauer Drive. Building to be masonry, split face block
building on exterior and painted to match existing. South side of building to be glass with Harley
Davidson sign and logo on front; east and north sides to be block; west side will have some glass and
doors. Building to be landscaped around perimeter; no lighting fixtures will be added: minor

modifications to be made to parking lot with net loss in spaces of 10—spaces will total 780. Building
will consist of showroom area and bike storage to the front; back 40% is service area and parts
storage.
COMMENTS:
- City Engineer, Kate Boyle says only issue is additional connection fees for sewer. Drainage
calcs. banished are confusing and incorrect. Water to be held back in parking lots; no curb
cuts required; City sewer--no water.
- Carmel Fire Dept., Gary Hoyt did not receive plans and has not reviewed. Petitioner not
sprinkling building; petitioner receptive to knocksbox.
- County Surveyor, Steve Cash no comment
- County Soil & Water, John South does not have plans--would recommend appropriate
erosion control measures.
-LPL, Kevin Walker says will service from transformer—current overhead pole on 96th Street,
then underground to property to be abandoned.
- Indianapolis Water, Pam Waggoner did not receive plans; 12 inch main on south side of
96th Street; no private hydrants.
- DOCS, Mark Monroe questions: separate parcel, splitting off, remain intact?? may have to
subdivide property—petitioner to advise. Existing parking lot curbed; proposed bike storage
area to be permanent-60 foot front yard setback required on Bauer Drive. Service signage
proposed on west elevation would not be allowed by ordinance; two signs allowed, one on
service door. Dumpster facilities on Oldsmobile site to be utilized. Petitioner says no outside
storage of motorcycles intended. Landscaping to be "beefed up" specifically along 96th
Street--low lying shrubbery along curb line; street trees on Bauer Drive.

SPRINT TOWER. (UV)
Petitioner seeks approval (Use Variance) to construct a communications tower. The site is located
at 1270 South Rangeline Road. The site is zoned I-1/Industrial.

commercial, mobile radio antennas; presently none in existence in Carmel/Clay. Proposed sites:

- DOCS, Mark Monroe reports County Highway Dept. says access drive to be permitted thru
County Highway Office and any incidental construction within the right-of-way will require
approval of County Highway. Dept. comments mirror those given on Spring Tower.
