Buddenbaum RE: 750 East 106th Street • Westel-Indianapolis Company d/b/a Cellular One ("Cellular One") Antenna Structure Project DATE: March 13, 1997 Enclosed is: 1) A reduced copy of the site plan which includes a landscape plan; 2) A copy of a photograph of the type of commercial mobile PCS antenna structure to be utilized; 3) A copy of a photograph of the type of radio equipment building to be utilized; 4) An area map indicating the location of the proposed project; and 5) Copies of photographs of the area surrounding the site. Cellular One is licensed by the Federal Communications Commission ("FCC") and is certificated by the Indiana Utility Regulatory Commission ("IURC") as a public utility to provide commercial mobile radio telecommunications service known as cellular telephone service This includes providing this service in and around the Carmel/Clay community. In order to provide the adequate and reliable service necessary and required by its FCC license, Cellular One must locate its relay antennas throughout its service territory as dictated by its system engineering and customer demand. In this particular case, Cellular One proposes to construct and maintain a 80' "monopole" commercial mobile radio telecommunication service antenna with a 12' X 22' fully automated unstaffed radio equipment building. • Carmel Technical Advisory Committee March 13, 1997 Page 2 By its petition, Cellular One is appealing the administrative determination that an antenna of this kind is not a permitted or special use in the B-2 zoning classification.' If and to the extent required, Cellular One is also requesting a variance of use from the B-2 zoning district to construct and maintain this antenna. The proposal does not create health safety or other negative community concerns. If the Technical Advisory Committee has additional questions or if you need additional materials, please contact me. I will also attend the March 19, 1997 meeting to answer questions.
