D Department of Community Services One Civic Square Carmel, IN. 46032 Attention: Jim Blanchard March 31, 2006 To Whom It May Concern: Please consider my request for an extension on Building Permit #05020017, issued for Lot # 5 in Shelbourne Estates, 12989 Pontell Place. Unfortunately, I found it necessary to delay starting construction on the property. By the time the required documents were completed and the permit issued, there were nineteen completed 'spec' homes in a subdivision with only forty-two building sites. Extensive over building in an area causes a loss of value to all the homes/properties. It not only harms the businesses that are building but also the individual homes and properties that are already sold. I had three existing sold homes and concerned homeowners in Shelbourne Estates. I decided that I should not contribute to the problem. The 'spec' homes did not start to sell at an acceptable rate until the start of 2006, but are now generating interest and selling. The prices and values are stabilizing and beginning to appreciate. I am ready to begin construction immediately with an approximate finish date around August 31, 2006. The type, size, and price range of my home will be an asset to the area. It should be noted that no work, other than plan review, was performed by the DOCD on the existing permit. There should be no loss of time or money to the City of Carmel. Also, this is my company's first extension request in thirty-eight years of building in Carmel. Please consider my request.
