Docket No. 46-01 ADLS; Dan Young Chevrolet Petitioner seeks Architectural Design, Lighting, Landscaping & Signage approval for an auto dealership. The site is located northeast of East 96th Street and Keystone Avenue. The site is zoned B-3/business and is located partially within the SR 431/Keystone Avenue Overlay Zone. Filed by Charles D. Frankenberger of Nelson & Frankenberger for D. Young Chevrolet, LLC. The applicant is requesting approval to renovate the Dan Young Chevrolet site north and east of SR 431 and 96th Street. Please refer to the applicant's informational booklet distributed with the June Plan Commission packet for a complete illustration of the proposed changes. The Department is not in agreement with the applicant regarding their proposed signage for this property. The renovation of the site, which includes changing the number and location of signs on the property, requires that the site meet the signage requirements. The property is only permitted by right one 40-square-foot, eight-foot-tall sign. This is due to the fact that the property is zoned B-3 and requires special use approval. Specifically, the Department will not support the retention of the two existing ground signs that are approximately located along the Keystone side of the property. The applicant has proposed signs located on the main building that are closer in conformance with Ordinance requirements. These proposed building signs appear to serve the same purpose as the existing ground signs (see exhibit in informational packet). Concerns raised at the June 19th Plan Commission meeting included the existing flagpole, the west elevation of the building, and the landscaping along Keystone Avenue. Ultimately, any deviation from the permitted level of signage will be at the decision of the Board of Zoning Appeals as to the number and size and location of signs that will be permitted on the site. The Department recommends that this petition, as proposed, be forwarded back to the full Plan Commission with an unfavorable recommendation. Committee Report 2001-07-10.rtf
