HomeMy WebLinkAboutCorrespondenceCl June 5, 2024 Mr. John Crabtree Coram Deo Academy 525 Congressional Blvd Carmel, IN 46032 SUE FINKAM, MAYOR L Re: Use Variance - Coram Deo Academy, PZ- 2022-00079 UV Dear Mr. Crabtree: This letter is confirmation of our meeting on April 19, 2024, regarding the fulfillment of Unified Development Ordinance (UDO) requirements and the Board of Zoning Appeals Conditions of Approval for Docket PZ-2022-00079 UV as referenced in the Letter of Grant for that petition dated June 29, 2022. It is the belief and understanding of this office that the Coram Deo Academy has met the provisions of LIDO Article 9.15, including the need for continuous construction within three (3) years, and including completion of the landscape installation and approval by the City's Environmental Planner, Daren Mindham, which occurred on June 20, 2023. While it was clearly communicated by the Board of Zoning Appeals (BZA) that all site and building improvements were to be completed by June 27, 2025, the Coram Deo Academy has requested an extension for completion of the sidewalks and multi -use path requirement which includes: 0 425' of 5' sidewalk along E. 117th Street • 600' of 10' multi -use path along Congressional Avenue • 810' of 10' multi -use path along College Avenue The Department of Community Services (DOCS) supports the extension request, due in part to the significant investment already made on building and site improvements. Based on our phone conversation earlier this week, it is my understand that you and the Coram Deo Academy Board agree to a three-year phased construction plan for completion of the improvements, as follows: Phase I - completion not later than August 1, 2025 Phase II - completion not later than August 1, 2026 Phase III - completion not later than August 1, 2027 DEPARTMENT OF COMMUNITY SERVICES ONE CIVIC SQUARE, CARMEL, IN 46032 OFFICE: 317-571-2417 WWW.CARMEL.IN.GOV Construction details for the improvements will require plan submittal to and final approval by Carmel's Engineering Department and the Board of Public Work and Safety. He will accept the commitment to install the path in the summer of 2024 if a performance bond for the cost of installing the path is provided to our department. In order to determine how much the bond should be for, please have an engineer’s estimate provided for the expected cost of the path. The estimate should breakdown the cost and amount of each individual material that will be necessary for construction. Once we have approved the estimate, a non-reverting performance bond for the approved amount will need to be provided to Caleb Warner in our office. Please let me know if you have any questions regarding this. I have marked the status of the use variance on ProjectDox as “Approved with Conditions/Commitments” so the process can continue as we work on this item. As part of the variance approval, we are to have a multi -use pathway and sidewalk installed around the property and dedication of right-of-way consistent with the Carmel Thoroughfare Plan. We look to have this requirement started by the Summer of 2024. Please let us know if you have any questions or need additional information. As part of the variance approval, we are to install bike racks on the property. In agreement with your office, we currently offer interior, locked bike storage. We plan to keep this storage area even as we reconfigure the space in future years. For exterior storage, we are working with a contractor to install long-term, permanent bike racks near the main school entry doors. Please see the included diagram showing the planned placement of these bike racks. We anticipate having the bike racks installed by the end of June 2023. TO: CARMEL TECHNICAL ADVISORY COMMITTEE FROM: ANDREW WERT, LAND USE PROFESSIONAL DATE: 5/16/2022 RE: Coram Deo Academy Use Variance Attached is a site map regarding a Use Variance petition by Coram Deo Academy. Coram Deo is a private school offering pre-kindergarten through 12th grade instruction. They are seeking a Use Variance with the Carmel Board of Zoning Appeals to operate their facility at 525 Congressional Boulevard, Carmel, IN 46032. This is an existing building that is currently vacant. There will be no changes to the exterior of the property except for a fencing of the grass area and changing the sign panel on the existing monument sign. We have been advised by the staff of the Carmel Community Development Department that this will not be reviewed by the Carmel Technical Advisory Committee. However, we have been asked to seek your comments and approval. Please contact me with any questions you might have on this. Otherwise, we would appreciate acknowledgment of your review. - - -
