Larkspur Ph a s e 1 S e c o ri d a r t' P 1 a t Technical aspects of the Secondary Plat of Larkspur Phase 1. Plat involves 18 lots on 20 acres of land. Site is located at 116th and Shelbourne Rd. and is zoned S-1. Petitioners Present: Bruce Nicholson, Wayne Kelley o Septic systems are proposed. o Indianapolis water will be used. o Covenants need to be submitted. o Building setback lines need to be added to plat and road measure- ment at entrance. o Add subsurface drains to lots 13, 14, 17, and 18 per Soil Conser- vation Service. o County Surveyor would recommend future section storm sewer be in- stalled now to eliminate drainage problem along Shelbourne Rd. o All rear sub surface drains along east border of subdivision lots 11 through 18 to promote drainage in swales. TAC recommends approval of this project per the above comments. Kirigswood Sectiorz 4 Secondary Plait Technical aspects of the Secondary Plat of Kingswood Section 4. Plat in- volves 65 lots on 29 acres of land. Site is located at 110th and Gray Rd. and is zoned S-2. Petitioners Present: Ray Roehling o Covenants need to be submitted. o Carmel water and sewer will serve this section. 1 o Soil Conservation Service recommends erosion control blankets on slopes of more than 3%. TAC recommends approval of this project per the above comments. 136tl- and Meridian RezonEa Docket No. 83-88Z, a Rezone application for 6.136 acres of land located at the south west corner of U.S. 31 (Meridian St. ) and 136th Street, Clay Township, Hamilton County, Indiana. Site is currently zoned R-2 and S-2. Rezone request is to zone this site to a B-2 zone classification. No com- mitments or covenants have been submitted as a part of the applicaiton. Petitioners Present: Jack Henry o Will need regulated drain on site with reinforced concrete pipe. o Storm water detention proposed in parking lot. o 136th St. road side ditch per County Surveyor. o Recommend Oak Ridge Rd. be extended to south, which would estab- lish first phase of U.S. 31 frontage road for this area. Access to this site should be from this frontage road, not off of 136th St. o Improvements needed on 136th St. , will have to be upgraded by developer per Ordinance requirements. o D.O.C.D. staff will prepare for Land Use Committee short and long range improvements needed for 136th. o U.S. 31 and 136th St. intersection needs to be upgraded for in- creased traffic, due to any development and any change in land use in this area. AD T o r M e r i d i a n Docket No. 84-88 DP/ADLS, a Development Plan/Architectural Design, Lighting, Landscaping and Signage application for a 2.9 acre parcel of land located at 12166 N. Meridian St. (U.S.31), formerly the Aero Drapery Building, now the ADT Security Building located within the U.S.31 Corridor Overlay Zone. Site is currently zoned B-6. Petitioner is requesting ap- proval of an additional parking lot, additional landscaping, drainage changes and signage. Petitioners Present: Jack Sutherland, Mark Olnick o Approved by Plan Commission on August 16, 1988 per T.A.C. recom- mendations and approval. o Add 15' drainage and utility easement along North and West property lines. 2 o Recommend engineers, Jack Sutherland and Joe Sharp, get together to work out resolution with drainage along west property line. Recommend storm water not go to U.S. 31, although will need ap- proval from Kent Ward on solution. Carmel Wa1k Facade CYiar Aca Docket No. 86-88 ADLS, an Architectural Design, Lighting, Landscaping and Signage Plan Application for the remodeling of Carmel Walk Shopping Center located at 1305-1329 South Range Line Rd. , Carmel. Site is zoned b-8. Petitioner proposes to upgrade facade of building, amend the sign package, add landscaping, parking areas and curbs. Petitioners Present: o New Sign Package: Cranberry individual lexon letters with silver edges. Soffit lighting of signs size per sign ordinance Most letters to be 2' 0" in height o Add Landscaping per plans on file. o Sign package, soffit lighting, trash enclosures, curbing, parking layout. o Existing pole sign to be painted only to match new building sign package. o Status of lighted window sign was discussed. TAC recommends approval of technical aspects of project. The Greerls Subdivisior1 Docket No. 77-88 P.P. , a Primary Plat Cluster Housing for the Greens Subdivision. This plat includes 316 lots on 101.8 acres of land located at the Northeast corner of 96th and Shelbourne Road. Site is zoned R-1, single family residential. and Docket No. S66-88 Special Use Application for Basic American Industries, Inc. Parcel in question is located on W. 96th street, that property sur- rounding Twin Lakes Country Club. Petitioner is requesting special use ap- proval to construct a private sewage treatment plant to temporarily serve the Green development until public sewers are available, as required by Section 7.2 of the zoning ordinance. The proposed facility will have a capacity of 61-62,000 Gallon/Day Waste Water Treatment. Parcel is zoned R- 1. No additional information has been submitted. Therefore, there was no dis- cussion on the above project. 3 Dr - L ix-ICI ermari o Site development plans were submitted and reviewed by all TAC members. o Curbs not required on west of parking lot, not increasing parking lot area, will interfere with drainage. o On building sign to be re-installed. o Landscaping to be added per plans on file. o Mechanical equipment to be landscaped for screening. o Front of parking lot and entrance to be curbed. o Exterior of building addition to match existing building. TAC recommends approval of technical aspects of project. Nc rt/iview Christiari Church Docket No. v 61-88, a Developmental Standards Variance application for Northview Christian Life Church and their property located at 4710 E. 131st St. , Carmel, IN. Petitioner is requesting an extension of a previously ap- proved variance. On January 29, 1986 a two year variance was approved from Sections 27.4.1 and 27.4.2 of the Carmel/Clay Zoning Ordinance requiring paved off-street parking and curbing surrounding the parking lot. Parcel is zoned S-l. Petitioners Present: Bill Wendling TAC approves of this project as submitted. TAC approves of project as submitted. 4 � I Trinity- Tab ea r n a c 1 e C hu r c h Docket No. SU 59-88, a Special Use Application for carl B. and Ora Lee Terry and their property located at 10220 N. Michigan Rd. Petitioner is requesting permission to use an existing commercial structure as a meeting hall for the Trinity Tabernacle Church. The duration of the request is only for that time that Trinity Tabernacle Church has occupancy. Property is zoned I-1. Refer to July TAC/BZA Minutes. S11var Cc rivenience Technical aspects for a 13,400 square foot convenience center. Site is zoned B-3 (Special Use) and located at the N.W. corner of Main and Guilford. Petitioners Present: Jim Nelson, Paul Smith, Jud Hanaker, Chris White. o Three (3) commercial curb cuts are proposed, will need Board of Public Works approval, and Board of Public Works approval for sewer availability. o North side of building will have shielded down security lighting; there will be four (4) light standards on the parking, rest of lighting will be done by soffit lighting. o 88 parking spaces proposed, 70 required. o Signage will be one (1) identification sign on MAIN STREET ENTRANCE, tenant signage will be handled by canopy. o Awning will either be canvas or metal - sign area will be canvas, and will let light through only in the sign letters. o Carmel Sewer o Carmel Water o Detention will be handled in east end grass and will need to be moved a minimum of 10' away from right of way and dimension detention area from property lines. o Petitioner is working with adjacent neighbors to obtain an ease- ment to improve off-site drainage swale to the south. o Traffic signals will need to be relocated per City Engineer. Detailed intersection plan will need to be submitted and Board of Public Works approval will be required. o Petitioner will submit maximum number of tenants possible. 5 o Show water shed boundaries and overflow elevation. o Fire Chief Couts recommends rear access road. TAC approves project per above comments. R o s i e s Technical aspects for a 1.39 acre Garden center located at 10402 College Avenue. Site is zoned B-1 and B-3. Petitioners Present: Kawrence Hughes o Dedication of additional right-of-way per Carmel/Clay Comprehen- sive Plan. o Will need variance for non pavement (graveling) of access roads. o Sidewalks will be installed when deemed necessary by proper authorities. o Trash enclosure will be screened by landscaping. o 10' drainage and utility easements on north, west, and south property lines. o Letter of commitment stating landscaping used for screening will not be sold off. o Recommend that accel-decel not be installed until: 1) Clara Knotts drain is constructed. 2) Hearing for the Clara Knott's is heard and denied. which would cause the roadside pipe under accel-decel to be ex- tended to the property lines. o Elevations of proposed storm drainage both inverts from detention area. o If Clara Knotts not constructed, alternate drainage outlet needs to be shown now and implemented then. o No lighting will be used on this project. TAC approves this project per the above comments. Luca s a n d Technical aspects of a 16200 sq. ft retail addition to the Meridian Mall.
