Plan Commission Resolution PC-04-19-22-c: CRC Res.2022-5 created a new"Concourse Allocation Area" within the existing Old Town Economic Development Area and adopted a supplement to the plan for the area. 4. Plan Commission Resolution PC-04-19-22-d: CRC Res.2022-6 created a new"ERS Old Meridian and Main Allocation Area"within the existing Old Meridian Economic Development Area and adopted a supplement to the plan for the area. Christine: What TIFF funds will be used for the Flora development?Bruce Donaldson: Funds will be used for costs related with infrastructure. The applicant seeks site plan and design approval and a variance for a new apartment community consisting of 260 units in 5 buildings. The site is located at the northeast corner of Springmill Road and 111th Street,on about 12.5 acres. It is zoned The Bridges PUD,Ordinance Z-550-11. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson&Frankenberger on behalf of Cityscape Residential,LLC. Petitioner:Jon Dobosiewicz: • The motion from last month's PC meeting was 4-2,where majority failed. We are here tonight to ask for approval of this Variance request. • The City Engineer,Jeremy Kashman is present tonight to answer any questions Department Report: Alexia Lopez • The new street within the Bridges development,will connect to 111th Street • The City Engineer and Planning Staff are both in favor of this roundabout connection • The roundabout will act as a traffic calming device and help with traffic flow • Staff recommends to approval of this Variance request Committee Comments: Kevin: Mr. Kashman, if this wasn't approved,would the City still construct this roundabout?Jeremy Kashman,City Engineer: A roundabout would eventually be built here. Our recommended design will work for school buses.It will not be the smallest roundabout in the City. This would have an 80-ft diameter.Kevin: What is the estimated cost for this roundabout?Jeremy Kashman: $500k.Kevin: I prefer to have this cost paid by the Developer and not the City. Josh: Is it accurate to say this roundabout is a safer option than a right-in,right-out?Jeremy Kashman: Left turns are the most dangerous turns. It will act as a traffic calming device.Vehicles will have to travel slowly between each roundabout in this area.Josh: If you lived in this apartment complex,where would you exit this development to travel to downtown Cannel?Jeremy Kashman: Most of the traffic out of this development will travel north. Brad: What is the diameter of the roundabout at Spring Mill Road and Dorset Blvd?Jeremy Kashman: We were trying to find the drawings for that one. The issue with this one is the speed. The speeds on Spring Mill Road are faster than 111th Street. Jeff Hill: I was absent at the last meeting.What are the reasons the two people voted no?Brad: I was one of the no votes, and the other was Sue,who is not present tonight. I was concerned if there would be enough traffic flow traveling south out of the Bridges. I didn't see any problem with having a right-in,and right-out.My position on this is evolving. A Motion made by Rider and seconded by Kirsh to approve PZ-2021-00247 V. Approved 7-0, absent Potasnik, Westermeier. 4. Docket No.PZ-2021-00139 DP/ADLS: Oberweis—That Burger Joint—Woodgrain Pizzeria. The applicant seeks site plan and design approval for a restaurant on a 1.15-acre vacant parcel. The site is located at 10920 N.Michigan Road,which is the SW corner of Weston Pointe Blvd. and Michigan Rd./US 421. It is zoned B-3/Business and is located in the US 421 Overlay Zone.Filed by Joe Oberweis,owner. Petitioner: Eric Longoria,Project Architect: • We discussed the overall building height,signage details,and landscaping at the Commercial Committee • We removed all signage on west elevation,facing Redd Road. We removed the Woodgrain Pizzeria signage on 2 Plan Commission Meeting Minutes 4-19-22 south elevation. We are proposing one of each sign on the east elevation and to keep one sign on north elevation. • Original proposed building height was 25'8"and we decreased it to 24'4".We can't lower the height anymore because of the design of the parapets that block the view of the rooftop units. We will seek a variance for building height. • We worked out the number of plantings on the site with the Urban Forester.32 trees are required for this site,and we are meeting that standard. We removed all the maple trees,by request of the Urban Forester. • Menu Board signs were reduced to meet the threshold standards • We reduced the height of the monument signs to meet the 6-ft overall height standard • We have answered all outstanding items in ProjectDox Department Report: Rachel Keesling: • This is a unique restaurant concept with 3 different food groups under one building • They will need a variance for the number of signs they are proposing. Staff is supportive due to their 3-in-1 restaurant concept. • The drive-thru location will need a variance. This site has 3 street frontages so there's no way to hide the drive- thru in the rear part of the building. Staff is supportive of this variance. • They will need a variance for building height.20' next to residential is the requirement. They are asking for 24'4". Staff is supportive.They need the additional height to hide the rooftop mechanical units. • The architectural design of the building was discussed,and we are happy with the outcome of the design • Staff recommends approval contingent upon approval of their variance requests from the BZA Commercial Committee Recap: Dubbie Buckler: • We are very pleased with all the changes that were made Committee Comments: Josh: Will I be able to order a pizza,burger,and ice cream in one order?Joe Oberweis: There's a uniqueness to this Irestaurant format.Yes,the customer will be able to order from all of our menus at once. Ordering is centralized. Brad: Is there more work needed for the ground sign?Rachel Keesling: Staff can work this out during the sign permit process. We are asking them to scale down the columns and reduce the width. Brad: Is a variance needed for this? Rachel Keesling:No variance is needed for this.Variance is needed for the number of signs they are proposing. A Motion made by Rider and seconded by Zoccola to approve PZ-2021-00139 DP/ADLS contingent upon BZA variance approvals and Staff approval of the signage. Approved 7-0,absent Potasnik,Westermeier. 5.
