Filed by Mark Fraley for The Great Frame Up. The applicant is requesting ADLS Amend approval for a building addition, parking, landscaping, and signage for an existing commercial site. While it is in close proximity to the Old Town Overlay, this parcel is not affected by it. See the packet included with this mailing for full details. After a thorough review of the submitted information, staff has the following comments and concerns: 1. As per Carmel Engineering, the front yard parking can not require patrons to back into the right of way for maneuverability. As such, it may be necessary to eliminate the northern most space. 2. As per Carmel Engineering, the petitioner is required to do street/curb improvements along their frontage of First Street SW. These improvements must include parallel parking (one space). 3. Need more detail on the access to the dumpster. Provide proof of feasible truck maneuverability. 4. How does this site fit in with the circulation and access plans of the future Indiana Design Center to be built to the east? 5. Landscape plan is currently being reviewed. Staff will provide an update at the committee meeting. As proposed the signage and lighting are compliant. Staff supports the renovations to the existing building. The Department recommends that the Subdivision Committee continue the request to the March 7th meeting to allow for plan revision, submittal, and review.
