MEETING MINUTES
MONDA Y, MARCH 20, 2006 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Acting Council President Fredrick J. Glaser ,Council Members Brian D. Mayo,
Joseph C. Griffiths, Ronald E. Carter, Mark Rattermann, Clerk-Treasurer Diana L. Cordray and Deputy
Clerk-Treasurer Lois Fine.
Council President Richard L. Sharp and Councilor Kevin Kirby were absent.
Mayor Brainard called the meeting to order at 6:00 p.m.
Pastor Paul Swartz, King of Glory Lutheran Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:

Mayor Brainard presented to Jeff Huffman, CEO and President of Janus Developmental Services,
a Proclamation, March 2006 - Disability Awareness Month.
APPROVAL OF MINUTES:
Councilor Griffiths made a motion to approve the Minutes of the March 6, 2006 Regular Meeting.
Councilor Mayo seconded. There was no Council discussion. Acting Council President Glaser called for
the question. The motion failed 3-2 for lack of a majority (Councilors Carter and Rattermann abstained).
The Minutes will be returned to the April 17, 2006 meeting.
Councilor Griffiths made a motion to approve the Minutes of the March 7, 2006 Special Meeting of the
Carmel City Council and The Carmel-Clay School Board. Councilor Mayo seconded. Councilor Mayo
made a motion to amend the Minutes to include additional verbiage from Mr. Roger McMichael,
Assistant Superintendent for Business Affairs, regarding Tax Increment Financing, to read: Mr. Roger
McMichael was very much in favor of Carmel 's redevelopment and the use of TIF as an economical tool.
Councilor Griffiths seconded. Acting Council President Glaser called for the question. The motion failed
3-2 for lack of a majority (Councilors Carter and Rattermann abstained). The Minutes will be returned to
the April 17, 2006 meeting.

Councilor Griffiths discussed the seminar that was held at the Ritz Charles entitled Next Disaster - Can
Local Government Respond?
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Mayo made a motion to approve the claims in the amount of $2,053,816.76. Councilor
Rattermann seconded. There was brief Council discussion. Acting Council President Glaser called for
the question. Claims were approved 5-0.
COMMITTEE REPORTS:
Councilor Rattermann reported that the Finance, Administration and Rules Committee did not meet
tonight for lack of a quorum.
Councilor Glaser reported that the Land Use, Annexation and Economic Development Committee met on
March 9, 2006 and discussed Ordinance Z-487-06 which was referred to the full Council with a 3-0
favorable recommendation.
Councilor Carter reported that the Parks, Recreation and Arts Committee met on March 14, 2006. Scott
Brewer, City Forrester, made a presentation regarding the emerald ash borer, an exotic insect pest of
North American ash trees. The committee also discussed the progress on Central Park and the Monon
Covenants. The next meeting will be Tuesday, April!l, 2006 at 3:00 p.m.
Acting Council President Glaser reported that the Utilities, Transportation and Public Safety Committee
had not met.

NEW BUSINESS
Acting Council President Glaser announced the First Readinl!: of Ordinance D-1800-06; An Ordinance
of the Common Council of the City of Carmel, Indiana, Enacting and Adopting A supplement to the code
of Ordinances ofthe City of Carmel, Indiana (Fourth Quarter 2005 Codification). Councilor Carter
moved to introduce this item into business. Councilor Rattennann seconded. Clerk-Treasurer Diana L.
Cordray presented this item to Council. Councilor Mayo made a motion to suspend the rules and vote on
this item this evening. Councilor Griffiths seconded. Acting Council President Glaser called for the
question. The motion was approved 5-0. Acting Council President Glaser referred to City Attorney,
Doug Haney, for verification that his office has reviewed the documents from American Legal Publishing.
Acting Council President Glaser called for the question. Ordinance D-1800-06 was adopted.
Acting Council President Glaser announced the First Readinl!: of Ordinance D-1801-06; An Ordinance
of the Common Council of the City of Carmel, Indiana, Authorizing the Acceptance of Utility Payments
Made by Credit Card (Water and Sewer Payments by Credit Card). Councilor Griffiths moved to
introduce this item into business. Councilor Mayo seconded. Councilor Carter presented this item to
Council. There was brief Council discussion. Councilor Carter referred to John Duffy, Director, Utilities
Department, for clarification. Acting Council President Glaser referred Ordinance D-180l-06 to the
Finance, Administration and Rules Committee for further review and consideration.
OTHER BUSINESS
Council Appointments
City of Carmel Cable TV Advisory Committee - Mayor Brainard stated that the new telecommunication
legislation may affect the cable committee.

12/19/05. This ordinance remains tabled.
ANNOUNCEMENTS
Acting Council President Glaser reminded Council that the meeting on April 3, 2006 will be cancelled.
There will be a Special Meeting Monday, March 27, 2006 at 8:00 a.m.
