The Great Frame Up

There were 3 issues that had to be addressed for the committee to approve the plans for
the property at 21 First St. SW.
1. Front parking space backed in to right of way, and possible street curb
improvements.
*Had a meeting with Gary Duncan on Thursday February 23rd. Gary spoke of the
necessity of local business owners to create 3 sided parallel parking sites on the
front of their properties. He mentioned that several businesses in the area had
done this already; the only locations that were given to us were on 1 st Avenue
South West and Main Street, near Muldoon's. We investigated the sites and drew
plans for him that showed what a space like this would look like in front of our
site. The details of creating this space require us to move several utility control
boxes, a utility pole, a sewer grate, and underground gas lines. This would also
redirect foot traffic on the sidewalk. The approximate cost of creating this!
parking space would range between $15,000 and $18,000. Dan Oliver, who is the
Department Head of Construction for Gibraltar Design, provided this figure.
These additional costs were not part of our original budget plan. Relocating these
utilities would place them in very close proximity to the tree in the front yard,
which might in turn require additional maintenance to make clearance for utility
lines.
2. Trash and alley/rear yard set back.
*The rear yard of our structure leaves a setback of 11.5 feet; the typical setback is
15 feet. When we originally began discussions with Matt Griffin we were given
the impression that the alley was to be abandoned. It is our understanding if the
city abandons the alley; the property is split between the property owners. The
city is not sure now whether this alley will be abandoned or not. Gary Duncan
believes that if the alley were abandoned the city would retain possession. On
March 1 st we filed for a variance of Carmel Zoning Ordinance Chapter 12: Bl
Business District 12.04.05 #2.
We have also created other plans for our trash pick up; through close monitoring
of our current waste, we have determined that 2 trash cans, through city services,
would suit our needs, and the glass that we would normally discard will be
recycled through a local company. This eliminates the need for the separate
structure in the rear to house a dumpster.
3. Existing tree/parking to straddle possibly.
*We will honor the Urban Forestry recommendation to keep the tree in the front
yard.
Straddling the tree would not be possible given the amount of available space.
The space nearest the street would also then have to back into the right of way,
revisiting our first issue.
Bruce Westphal opened the Great Frame Up in Carmel in 1991. My wife, Dawn Fraley,
managed the store for him at that time, and up until January of 1999 when we purchased
the store from him. At that time there were 125 Great Frame Ups across the nation.
From the beginning we placed an emphasis on service and offering good quality
products. In 2004 we had successfully doubled the sales volume from the year before we
purchased. There are currently more than 170 Great Frame Ups nationwide and we are
consistently ranked in the top 5 volume stores.
We also have the distinguished honor of being named into Decor Magazines' "Top 1 00
Custom Framers." There are over 14,000 custom framers in the nation, and we are the
only custom framer in Indiana that made that list.
When Carmel began their "Art & Design District" project we immediately began looking
for property in the area. We had discussions with Ped Cor, about leasing or purchasing
from them. Given our experience with leasing, we felt it would be in our best interest to
own rather than lease. There were limited spaces available that suited our needs that
were for sale. This property suits our needs and will be located in, what we believe will
be a very lucrative location.
Our dedication to service and the quality of our products should be a welcome edition to
the Art & Design District.

The attached drawings and photos reflect existing conditions and modifications required
to provide one street parking space on the south side of 1 stAvenue S.W. in front of21 1st
Street S.W. The location of the power pole and utilities are noted in addition to a test well
access point. An effort was made to develop a plan to respond to continuity of the public
sidewalk traffic and still allow for a site access drive and one parking space. Please take
into consideration the fact that all required parking occurs on site.
These drawings are schematic in nature and respond to a "what if?" scenario. They are
not meant to suggest an engineered solution but any solution providing street parking will
involve moving utilities and underground drainage structures, removing and replacing the
relatively new city financed street improvements (curb, gutter. and sidewalk) and a
rededication of Right of Way.
An estimated cost (although schematic) for these improvements was provided by Dan
Oliver, Department Head of Construction for Gibraltar Design ofIndianapolis; who upon
review of this information suggested a construction cost could range from $15-18,000.
Thank you for taking the time to review the site plan for our property. We look forward
to updating the property, and providing our services in the downtown Carmel area. We
feel our business will blend in well with the theme for the area. We have been in
business in this area since 1991, and ofthe 175 Great Frame Up's around the nation we
are consistently in the top 5 for volume. Annually Decor Magazine ranks custom
framing retailers across the nation. In 2003 and 2005 our shop was ranked in the top 100.
With more than 14,000 custom framers in the country, making the top 100 is quite an
honor, and we believe we can achieve it again this year.

The tree is healthy and well formed. It is a silver maple, but it has no apparent injuries and is 1 of only 3 large
shade trees on the block. I feel it would be valuable for the City and the business to preserve the tree and work
any parking around it.
