Re: Replat Application for Sycamore Farms
Dear Mark:
The Replat application filed for Sycamore Farms has been reviewed by our office. The
following comments need to be addressed and plans updated accordingly:
Application:
•A variance application will need to be submitted for the proposed passing blister
configuration. An application is attached for your use.
•The subdivider agreement form needs to be signed and submitted.
Plat:
•No plat was filed.
Construction Drawings:
'No comments on the construction drawings at this time.
If not already done, please distribute the plans to the members of the Technical Advisory
Committee immediately in preparation for the December 18th meeting. Our office will need to
receive a copy of any correspondence from the committee members. If you have any comments

RE: Sycamore Farms Passing Blister
Dear Mark:
In regards to our conversations about the variance you are considering requesting from the City
of Carmel Plan Commission and Board of Public Works and Safety for a shortened passing blister
at the Sycamore Farms entrance, this office would support such a variance request if it were to
include certain appropriate design features as described below.
As previously explained to you, the City of Carmel's preferred interest would be in PSI relocating
this pole. However, as it has been discovered, the expense associated with relocation at this time
is considered excessive, and site modifications are going to be necessary if the pole is to remain.
The blister, as shortened, will be causing a situation in which drivers will need to be aware of the
limits of horizontal clearance and the requirements of maneuvering a quicker return to the
southbound lane, passing at a slower speed, and the potential hazard of obstacles immediately
outside of this passing lane. This site warrants special traffic warning signs to guide the traffic
back into the thru lane. Possible signage and traffic control devices may include Chevron
Alignment signs, Lane Ends sign, Watch for Left Turns sign, Striped Object Markers and a
Guardrail.
This office and the City of Carmel's Street Department are willing to work with you on finalizing
which signs/features we would ask to be installed. Beside the addition of these items to the
entrance plan, you will still be required to request a variance of the CarmeUClay Subdivision
Control Ordinances for this modification to the regulated passing blister and taper lengths. If such
a variance request is not made, or approvals are not received, you will be required to put in the
passing blister as required by ordinance.

Finally, at the time in which the neighboring property across Gray Road is being considered for
development, the City would require that any entrance to such a development along Gray Road be
aligned with this Sycamore Farms entrance, and the expense of the pole relocation in question be
included as part of this (future) proposed plan. At that time, regulated taper lengths will be
installed, and any guard rail and/or signage may be removed.
