I. Public Hearing:
li. Commission to consider Docket No. 89-96 PP, a Primary Plat application for
Cheswick Development. Petitioner seeks approval to plat 60 lots on 40 acres. The site
is located south of 141st Street and east of Ditch Road. The site is zoned S-1/residential

2i. Commission to consider Docket No. 95-96 Z, a Rezone application for Hills
Development. Petitioner seeks approval to rezone 8.44 acres from R-3/residential to R-

4i. Commission to consider Docket No. 2-97 PP/SP, a Replat application for C.P.
Morgan Co. Petitioner seeks to reduce the required passing blister at the entrance to the
subdivision from 400 feet to 235 feet. This request also requires a variance of Section
6.3.22 of the Carmel/Clay Subdivision Regulations. The site is located on the southeast
corner of 116th Street and Gray Road. The site is zoned S-1/residential.

5i. Commission to consider docket No. 3-97 ADLS, an Architectural Design, Lighting,
Landscaping, and Signage application for Dauby, O'Connor, and Zaleski, LLC. Petitioner
seeks approval to construct a 20,000 square feet general and medical office complex on
2.6 acres. The site is located within the Pro Med Office Complex, southeast of the
existing Tri-County Building. The site is zoned B-6/business.

lj. Commission to consider Docket No. 69-96 DP/ADLS, a Development Plan and
Architectural Design, Lighting, Landscaping, and Signage applications for Currise and
Carlson. Petitioner seeks approval to construct a total of 9,700 square feet additions to the
existing office and retail buildings. The site is located at 9840, 9850, 9860, and 9870
North Michigan Road. The site is zoned I-1/industrial and is located within the Michigan
Road Overlay Zone.

2j. Commission to consider Docket No. 88-96 O.A., a zoning ordinance amendment to
require that lots abutting or fronting on main thoroughfares be required to gain
access from that main thoroughfare by means of an alley or frontage place.

K. New Business:
lk. Commission to consider Docket No. 93-96 ADLS, an Architectural Design, Lighting,
Landscaping, and Signage application for Carmel/Clay School Corporation (Carmel High
School). The petitioner seeks approval to construct 10 tennis courts on 1.4 acres. The site
is located approximately at the northwest corner of Keystone Avenue and 136th Street.
The site is zoned R-1/residential and is located within the Keystone Overlay Zone.

2j. Alley/Frontage Place Ordinance Amendment (88-96 O.A.)
This ordinance amendment would require that lots and houses within a certain distance
of a main road be required to face the street and gain access to that main street by means of an
alley or frontage road.
A few amendments to the ordinance were suggested and discussed at the January 7th
Subdivision Committee meeting. These amendments include the following:
•The First sentence of Section 6.5.3 was amended to read: "Double frontage lots (through
lots) shall not be platted, except that where desired along an arterial street, parkway, or
collector, the principal structure shall face such thoroughfares."
•The second sentence of Section 6.5.7 was deleted.
•Paragraph (4) of Section 6.3.19 was added to read:
If lots are designed within 200 feet of a major arterial. parkway, or collector thoroughfare
they must conform to Section 6.3.24 or Section 6.3.25; or
If lots are designed beyond 200 feet of a major arterial, parkway, or collector thoroughfare
the area between such thoroughfare's right-of-way and lot lines shall be reserved for
natural open space or maintained common area.
-Various spelling and grammatical errors were corrected.
The Department was also asked by the committee to provide some examples of how this
ordinance would apply to a few properties in the Carmel area. Those examples will be presented
at the Plan Commission meeting. A copy of the revised ordinance is attached.
K. New Business:
1k. Carmel/Clay School Corporation (93-96 ADLS)
The petitioner seeks approval to construct 10 tennis courts on 1.4 acres of land. The
proposed site is located at the northwest corner of 136th Street and Keystone Avenue.
The Department recommends approval as submitted.
