L Public Hearings:
li. Cheswick Place, Sections 5 (89-96 PP)
The petitioner seeks approval to plat 61 lots on 40 acres. The site is located on the south
side of 141st Street, just west of the existing Buckhom Subdivision.
The plan as proposed does not meet the recommended density level of 1 unit per acre of
the current Comprehensive Plan; however, it did meet the recommended density level of 1.5 units
per acre of the previous Comprehensive Plan when the plan was filed in September of 1996.
The Department is currently reviewing the proposed landscape plan. The Department
recommends the project proceed to the Subdivision Committee on February 4th for further
review.
2i. Hills Development (95-96 Z)
The petitioner seeks approval to rezone 8.44 acres of land from R-3/residential to R-
4/residential. The site is located on the south side of 126th Street between the Westpark
Subdivision to the west and the Meridian Corner Shoppes to the east.
The plan as proposed does not meet the recommendations contained within the current
Comprehensive Plan. The land use plan recommends this area be developed as Medium Density
Residential with a density level of 3-5 units per acre. The current proposal exceeds 8.5 units per
acre.
In addition, the Thoroughfare Plan calls for a frontage road along the entirety of the
Meridian Street Corridor. The State of Indiana's plans also call for a frontage road along Meridian
Street which would dissect this property.
The Department recommends denial of the project as proposed.

3i. Executive Commons, Inc. (1-97 PP/SP)
The petitioner seeks approval to replat 2 lots into 1 lot. The site is located within the
Carmel Centerpointe Subdivision, just two lot east of the existing Walgreens.
The Department recommends approval as submitted.
4i. Sycamore Farms (2-97 PP/SP)
The petitioner seeks approval to reduce the length of the passing blister located at the
entrance to the Sycamore Farms Subdivision from 400 feet to 235 feet. This is being proposed
in order to accommodate the location of an utility pole.
The Department recommends approval with the following conditions:
•Proper signage and/or guard rails are installed for safety purposes; and
•Once the property on the west side of Gray Road develops the passing blister
be removed so that the entrance to the development can properly align with
entrance to the Sycamore Farms Subdivision, or the utility pole be moved to
accommodate the full-length passing blister.
5i. DOZ Office Complex (3-97 ADLS)
The petitioner seeks Architectural Design, Landscaping, Lighting, and Signage approval
to construct a 20,000 square feet medical and general office complex on 2.6 acres.
The Department recommends the project proceed to the Special Study Committee on
February 4th pending further review of the landscape plan and additional review by the members
of the Technical Advisory Committee.
J. Old Business:
lj. Carison Office and Retail Buildings (69-96 DP/ADLS)
Petitioner seeks approval to construct a total of 9,700 square feet in additions to the
existing buildings. The petitioner will also be appearing before the Board of Zoning Appeals for
three variances for the required greenbelt, the required curbing around any new parking areas,
and the required landscaping around the buildings.
The Department has presented an alternative plan to the petitioner for their consideration
that complies with the ordinance.
The Department is continuing to negotiate with the petitioner and will offer a report at
the Plan Commission meeting.
