We have researched the potential of adding the adjoining out-parcels to our petition but found that this would be a violation of state law. We do not represent over 50 percent of the owners or 75 percent of the assessed value of the total property. 2) We will install a consistent fencing along Gray Road and will ensure that this is maintained by the Homeowner's Association. The fencing plan is described on our landscape plan. 3) Soils report has been submitted by Schneider Engineering. 4) See response number 1. 5) Schneider has submitted TAC responses 6) Zoning, acreage and total lots have been added to the plat. 7) Attached is the variance application for Section 6.3.22. 8) Gray Road will be improved with a passing blister and accel-decel lanes. 9) A sidewalk has been added along our property frontage on Gray Road and 116th Street. 10) Adequate ROW will be provided by the Morgan's along the westside of Gray Road to accomodate the passing blister only. 11) We have reviewed the capacity of the utility systems with the respective offices. 12) The common area on the north end of the property is in excess of 7 acres and will be improved with perimeter sidewalk and seating areas. 13) Two street trees will be provided on each homesite. 14) Our landscape plan within the common area is to retain the existing trees. 15) Sidewalk details will be provided in the final construction plans and will fulfill ADA requirements. 16) We intend to meet the following sections of the ordinance - 6.3.15,.6.3.16, 6.3.17, 6.3.18. 17) The city engineer has not requested additional improvements to surrounding roads. 18) Monuments, etc. have been added to the plat. 19) A non-access easement has been added to the plat. 20) Although not required under the S-1 classification, a landscape plan will be submitted by November 14. 21) The signage design has been submitted and is also represented on the landscape plan. 22) The property is 48 acres with 65 homes for a density of 1.35 homes per acre. The plan includes approximately 8 acres of common area. 23) We appreciate your concern regarding the recommendation of the Comprehensive Plan to provide a greenway adjacent to Cool Creek. Our plan reserves this as a private open space for the residents of Sycamore Farm. The Park Board has demonstrated no interest in acquiring this property for public use. Therefore, we do not feel compelled to grant a public right of way through this area. Should we ask Ms. Dolan in the City of Tigard what she thinks about this request? The first four points are a result of our discussions with the Kingswood Homeowner's Association and the final points are in response to requests made by Staff at the TAC meeting of November 16, 1994. 1) We are concerned about construction traffic flowing through the Kingswood Subdivision from our connection at Regency Lane. Our plan for construction traffic is to direct into the project along the existing driveway of the homestead. Signage and physical barriers which meet the approval of the Carmel Fire and Police Departments will be used to discourage construction traffic on Regency Lane. 2) C.P. Morgan and the Kingwood Homeowners Association are petitioning the City of Carmel to allow for a three way stop sign at the intersection of Pendula Drive and Regency Lane. 3) The two homes that are adjacent to Kingwood will have driveway access on the north side of the lots. 4) A minimum of 25 foot set back of the southern most corners of the homes on Lots 12 and 33 that are adjacent to Kingswood. 5) The conservation easement will be placed on the wooded ridge line located on the northwest corner of the project. 6) We have submitted a conceptual landscape plan for the Gray Road frontage. Per discussion with the County Highway and the City Engineers Office, it is understood that this is the case and that the County would not have any requirements on the project. 2. It is the intent of the developer to remove the greenbelt from the lots that front either Gray Road or 116th Street. 3. The developer is intending to install fencing along Gray Road, if used, with the site development and not leave it to the homeowners. 4. We have had a meeting with the Carmel Utilities department and their consultant in regards to the water and sewer services to the site. John Duffy indicated the water line layout is adequate at this time but will need detail plans when construction plans are filed. In the meeting we had with the utility department, they are inclined to have the sewer connected to the offsite sewer line as depicted on the masterplan. I explained that this may not work due to elevations but that we will look at this in more detail. If it is decided to connect to Kingswood with the sewer, then the Kingswoods lift station and force main will need to be analyzed for capacity. S. Landscaping plans have been submitted for this project with the original filing. At this time the landscaping plans have not been revised and are to bepff considered current. If this is not possible, then a variance will be requested and approval from the engineers office and the Board of Public Works will be pursued. 10.
