Emergency Overflow Spillway Detail PROJECT NARRATIVE Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 Stormwater Technical Information Report Prepared For: Liberty Ridge Section 1 Westfield, IN Project #W16-0063 Project Narrative: CalAtlantic Homes of Indiana, Inc. is proposing to develop a 142 lot subdivision to be known as “Liberty Ridge” on a 61.9 acre tract of undeveloped land. Section 1 of Liberty Ridge is 41 lots on 13.59 acres. Said development is located south of 151 Street approximately 660 east of Towne Road. Refer to Figure 1.1 The proposed development is on a site at a Latitude of N 40° 00' 21" and Longitude W 86° 11' 57", falling within Washington Township. The site is generally located in the Southwest Quarter of Section 16, Township 18 North, and Range 3 East, in Hamilton County, Indiana. Floodzone: Based upon a scaled interpretation of the Flood Insurance Map Nos.18057C0115G for Hamilton County, Indiana, dated November 19, 2014, the subject tract IS NOT located within Zone AE (Special Flood Hazard Area inundated by 100-year flood-Base Flood Elevations determined). Refer to Figure 1.2. Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 Pre-Developed Conditions: Currently the tract is covered with agricultural land with a treeline along the southern and eastern boundaries. There are existing wetlands located in the southern and eastern portions of the site. The site is adjoined by agricultural land on the north, south and southeast, a large barn with additional outbuildings, a gravel drive and parking lot, grass and trees to the northeast, and a church (Central Christian Church) to the west which is currently under construction. The agricultural land north of 151st Street is planned to be a single-family residential subdivision in the future. Refer to Figure 1.1. The tract consists of the following soil types: Crosby Silt Loam, Miami Silt Loam, and Brookston Silty Clay Loam. A soil map has been included with this report. An abbreviated NRCS Soils Report can be found in Section 1 of this report. Detailed topography from survey work by Weihe Engineers, Inc. was used to determine the Pre-Developed Basin Map, Figure 2.1. The entire tract is a part of the Williams Creek watershed. The site drains primarily to the south and east. The western 24.17 acres of the site drains through the wetlands near the southern boundary of the site and continues draining south to 146th Street. The eastern 37.74 acres of the site drains through the wetlands near the eastern boundary of the site and continues draining east into an existing pond in the Harmony Subdivision. Hamilton County GIS contours show that offsite drainage from agricultural land north of 151st Street will flow onsite and impact the proposed drainage improvements. An existing 12” CMP (“East Culvert”) under 151st Street 78’ west of the eastern boundary drains approximately 37.19 acres of land. A second existing 12” CMP (“Middle Culvert”) under 151st Street 656’ west of the eastern boundary drains approximately 8.03 acres of land. Last, an existing 15” CMP (“West Culvert”) under 151st Street 607’ east of the western boundary drains approximately 14.15 acres of land. Additionally, a 0.72 acre grassy area will drain onsite from the adjacent church site at the northwest corner. An ICPR model was created to analyze the existing drainage conditions at the three culverts and can be found in Section 2 of this drainage report. Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 Post-Developed Conditions: The development will be a single family residential subdivision that consists of 142 lots, 41 of which will be in Section 1, with associated roads, sidewalks, driveways and multi- use asphalt paths servicing the lots in the subdivision. There are two proposed wet ponds on the site. Pond 1 has a normal pool area of 2.14 acres and lies in the southern portion of the site. Pond 2 has a normal pool area of 1.83 acres and lies in the eastern portion of the site. Pond 1 will be constructed with Section 1 and Pond 2 will be constructed with a future section. Pond 2 will drain into Pond 1, which will be controlled through an outlet control structure and drain into the reconstructed O.F. Henley Regulated Drain from the southern boundary of the site to the south side of 146th Street. The reconstructed Henley Drain will consist of a concrete horizontal elliptical culvert with a minimum opening area of 34.6 square feet at 146th Street and a 6’ flat bottom open channel at 0.25% slope from the culvert to the southern boundary of the site. The detention pond outlet constructed with the Central Christian Church site, the existing onsite southern wetland (which will remain undisturbed), and Pond 1 will all outlet into the upstream end of the reconstructed Henley Drain. The existing outlet of the Central Christian Church will be extended east and outlet near the proposed Pond 1 outlet. Pond 1 will drain 43.29 acres of the middle and western portions of the site, with the exception of 0.14 acres at the southwest corner and 3.65 acres draining directly into the existing southern wetland. Pond 2 will drain the remaining eastern portion of the site with 9.13 acres draining directly into the pond and 5.43 acres draining into the existing eastern wetlands (which will also remain undisturbed except for minor impacts at the perimeter), with the wetlands eventually draining into Pond 2. Ponds 1 and 2 will work together with the eastern wetlands to provide the required detention for the site. During large storm events, Pond 2 will stage up into the wetlands which will provide additional storage volume. A proposed berm along the eastern property line will prevent runoff from this area from flowing east. The outlet to the east has been deemed inadequate and the Hamilton County Surveyor’s Office has requested that no proposed runoff from the site flow offsite in this direction. 151st Street will be reconstructed along the entire frontage of the site as a part of the Section 1 construction. The reconstruction will include complete replacement of the existing pavement, raising the profile of the road in many locations, constructing passing blisters at both the Section 1 and future section entrances, re-grading roadside swales, and removal and replacement of the three existing culverts. The existing East Culvert (12” CMP) will be removed and replaced with a 12” RCP with the culvert being lengthened to match the proposed roadside swale locations and elevations. A new 12” RCP culvert will be constructed 264’ west of the East Culvert. At the time of Section 1 construction, these two culverts will discharge overland and will drain through a proposed temporary swale into the existing eastern wetland. When the eastern portion of the site develops, these culverts will be collected with underground storm sewers and routed into Pond 2. The second existing 12” CMP (Middle Culvert) will be removed and replaced with an 18” RCP 110’ west of its current location. The existing West Culvert (15” CMP) will be removed and replaced with an 18” RCP 230’ west of its current location. The new 18” Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 RCP Middle and West Culverts will drain to Pond 1 through underground storm sewers. The Westfield Engineering Department is requiring the culverts pass the 50-year storm event without overtopping the road. Additionally, with portions of the road being raised, the culverts were designed to not adversely impact the land north of 151st Street by staging higher than they did under existing conditions. The east culvert stages lower during all events. The middle culvert stages lower during the 1-year and 2-year storm events, is about the same during the 10-year storm, and has a small increase during the 50-year and 100-year storm. The western culvert stages lower during the 1-year to 10-year storm events, is about the same during the 50-year storm, and has a small increase to the 100-year storm. In the larger storm events, the emergency overflow of the culverts is from west to east down the northern proposed roadside swale and eventually into a 30” storm pipe recently constructed with Harmony Section 4. With the future expansion of the Harmony Subdivision to the west, the runoff from the offsite basins north of 151st Street will be greatly reduced as the land will be developed and the runoff will be accounted for in the Harmony drainage system. Stormwater from the site will be detained to meet the allowable release rates based on the Hamilton County Stormwater Technical Standards Manual. Allowable release rates were Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 calculated by multiplying the existing watershed area draining to an outlet point by 0.1 cfs/acre and 0.3 cfs/acre for the 10-year and 100-year storms, see Section 3 for calculation. The existing basins draining south and east were both used to calculate the allowable release rate as they are a part of the same overall watershed (Williams Creek) and because runoff from the eastern land is being rerouted away from the inadequate eastern outlet as requested by the Hamilton County Surveyor’s Office. Since areas along the southern and eastern boundary of the site will not be drained by the proposed detention basins, these areas were subtracted from the allowable and proposed release rate calculations. See Figure 3.1 in Section 3 for existing and proposed watershed delineations. The City of Westfield Stormwater Technical Standards Manual requires the detention to be designed addressing the Channel Protection Volume (CPV). This methodology requires the detention to be designed in a series of steps, which are outlined below. Step 1: The proposed detention model was executed modeling only the onsite watersheds and allowing no runoff to discharge from Pond 1 during the 1-year, 24-hour storm event. This creates an extended detention storage volume in the detention system. In this scenario, Pond 1 stages to 911.14. Step 2: A weir was set just above the extended detention storage volume (at elevation 911.15). The 10-year, 24-hour and 100-year, 24-hour storm events were then executed with the detention model and the weir was sized to release runoff per Hamilton County Surveyor’s Office Standards (a 15” wide by 12” high rectangular weir was sized for Pond 1). A table comparing allowable versus proposed release rates for this scenario is below. Storm Event Allowable Release Rate (cfs) Proposed Release Rate (cfs) 10-YR 5.79 3.38 100-YR 17.36 7.54 Step 3: The CPV weir is set at the normal pool of Pond 1 and the 1-year, 24-hour storm is executed with the drainage model again. The CPV weir is then sized to release no more than 40% of the peak storage volume of the detention system within 12 hours of the peak time while also having no more than 10% of the peak storage volume remaining within 36 hours of the peak time. For this scenario, the weir for Pond 1 is rectangular and is 25.5” wide by 6” high. The calculations for this scenario are included near the end of Section 3 of this report. The weir for the detention system at the 12 hour time functions per the standards, releasing less than 40% of the peak volume at the 12 hour mark. However, at the 36 hour mark, the weir does not release 90% of the peak volume. The drainage model indicates that 80.2% of the peak volume is released 36 hours after the peak. However, this weir is also used to control the 10-year, 24-hour storm event, and if it is increased it will exceed the allowable release rate. Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 Step 4: Typically, the weir designed in Step 2 above is then resized to work with the CPV weir during the 10-year, 24-hour and 100-year, 24-hour storms. The weir from Step 2 typically remains at the same invert elevation, to regulate the release rates for the larger storms. For this situation, however, the rectangular CPV weir was also used to control the 10-year, 24-hour storm. A second rectangular weir was added to the outlet control structure measuring 26” wide by 10” high at elevation 911.79 to control the 100-year, 24- hour storm. This scenario determines the final 100-year stages of the ponds. A summary of the detention pond elevations is shown below. This report only includes detailed storm sewer design for all gravity storm sewer systems that will either be partially or completely built with Section 1. Detailed storm sewer design for sewers being constructed with future sections will be submitted when those Sections are proposed for construction. Refer to Section 4 for the pipe and inlet sizing calculations and Figure 4.1-4.6 for the Pipe Sizing Basin Maps. Liberty Ridge Section 1 Weihe Engineers, INC. 4/4/2017 Water Quality: Liberty Ridge will utilize two (2) extended Wet Detention Basins to meet the standards for Water Quality as defined in Chapter 03700 of the City of Westfield’s Stormwater Technical Standards Manual. These features were designed to address the Channel Protection Volume using the methodology described in said manual. Per the Manual, the volume provided for the channel protection would also satisfy the water quality volume (WQv) requirement. The water quality volume is calculated with the following equation: WQv = (P)*(Rv)*(A) /12 WQv = Water Quality Volume P = 1 inch of rainfall Rv = Volumetric runoff coefficient (0.05 + 0.009 (I)) A = Area A value of 38% was used for the impervious percent in the Volumetric Runoff coefficient calculations. The 38% is a typically impervious percent for a 0.25 acre residential lot. Refer to Section 5 for calculations and maps.
