Wheeling Avenue Muncie, IN 47304 Dear Mr. Kirkland: It has come to our attention that the McOuik's Oilube Shop at 1495 Keystone Way, Carmel, Indiana, has been leaving the signs illuminated throughout the night. Attached, you will find the minutes from the April 18, 1995, Carmel/Clay Plan Commission meeting. Item 2j is for the above location of McQuik's. As you see the commitment made by McQuik's to the Plan Commission was that the sign would be turned off within one hour after the close of business. Please see that this commitment is made. Commission to consider Docket No. 31-95 ADLS, an Architectural Design, Lighting, Landscaping and Signage approval application for McQuik's Oilube. The site is located at 1495 Keystone Way, Carmel. The petitioner is requesting approval to place a lighted canopy and updated signage on the existing facility. Site is zoned B-8. Filed by Gary Kirklin. Gary Kirklin, 3861 N. Wheeling Avenue, Muncie, Indiana 47304 appeared before the Commission as Construction Manager for Q-Lube Inc., a Quaker State Company, which had purchased the McQuik's in Indiana. The proposed plans for the site at 1495 Keystone Way are for a new facade system which will be a backlit canopy, updated signage, and remanicuring the present landscaping. In response to questions from Paul Spranger, Mr. Kirklin stated that the level of illumination will be consistent with the area. Alan Klineman asked about the hours of the business. Mr. Kirklin stated that McQuik's was open until 6:00 PM and the timer could be set to go off at 7:00 PM. Dick Klar moved to suspend the rules, seconded by Tom Thompson. The vote was 11 in favor, none opposed. Motion Passed. Dick Klar moved to approve Docket No. 31-95 ADLS for McQuik's Oilube, seconded by Tom Thompson. After discussion among Plan Commission Members regarding the hours the sign would be illuminated, Dick Klar amended his motion to provide that the sign would be turned off within one hour after the close of business. This motion was not seconded as amended. The vote was ten in favor, one opposed, MOTION APPROVED. There being no other business to come before the Commission, Dick Klar moved for adjournment at 10:45 PM, seconded by Dave Cremeans. UNANIMOUSLY APPROVED. Barbara Myers, President Ramona Hancock, Secretary • 17 Lubec A QUAKER STATE COMPANY April 21, 1995 City of Carmel One Civic Square Carmel, IN 46032 Re: Docket No. 31-95 ADLS Facade change for McQuik's Gentlemen: On April 18th the Carmel/Clay Plan Commission approved our plans to upgrade the exterior of our McQuik's building. The only concern expressed related what time the backlit facade lights would be shut off. After discussing this matter with other people involved, we would like to set the timer to shut off the lights at a time that is consistent with other businesses in the area. This would be around 11:00 p.m. This is a later than we discussed at the meeting on April 18. If you feel that this request is not acceptable please contact me at 317-282-2183, and we will come to an agreeable time. Dear Ms. Hancock: Q Lube Inc., a Quaker State Company, has purchased the McQuik's in Indiana. A part of this change is going to be an image improvement. The enclosed sketches show the majority of the work,a new facade system. The facade will be back lit similiar to other businesses in the area, such as Steak-N-Shake. Wheeling Muncie, IN 47304 Re: Mc Quik's Oil Lube ADLS Dear Mr. Kirklin, The plans as submitted April 4, 1995, have been reviewed by this office. The following is a list of items will need to be addressed; - Two copies of a detailed site development plan showing: 1. Reduced Site Location map and site drawings on an 8 1/2" x 11" sheet of paper to be included in the Commissioner's information packets. 2. Have plans been submitted to the City Engineer's office for review? 3. Landscaping plan - overall, I believe that the landscaping for this development needs to be updated, we would like to work with you through the project on refinements to the plan 4. Signage plan and details - Please include all setbacks of signs and dimension of building for the signage submittal - I assume no directional signage is anticipated for the drive-thru? Once all information is presented to DOCD and a review completed for compliance, a docket number will be released upon the filing fee ($100.00 for ADLS) being submitted. The above comments will need to be addressed and updated plans need to be submitted no later than April 7, 1995, to assure our office adequate time to review your proposed project.
