DEVELOPMENTAL STANDARDS SIGN VARIANCE
The Linder Company ("Linder") is the contract-purchaser of the real estate previously known as
Keystone Square Mall and Shopping Center and recently renamed Merchants' Square ("Merchants'
Square"). Linder has filed with the Carmel Plan Commission its plans for redevelopment of the real
estate.
Per the terms of §25.7.01-2 of the Carmel Clay Township Sign Ordinance ("Sign Ordinance"),
Merchants' Square is defined as a Multi-Tenant Building Complex. As such,per the terms of§25.7.02-11,
Merchants' Square is entitled to a Center Identification Ground Sign according to the terms and conditions
of the Sign Ordinance's Sign Chart.
In furtherance of the planned redevelopment of Merchants' Square, Linder desires to remove the
existing sign near the intersection of 116th Street and Keystone Avenue, and replace it with an off
premises Center Identification Ground Sign. Enclosed as Exhibit "2" is a photograph of the sign which
now exists near the intersection of 116th Street and Keystone Avenue. Enclosed as Exhibit "3" is an
aerial photograph of Merchants' Square and enclosed as Exhibit "4" is the site plan for the redevelopment
proposal. The proposed location for the new sign is indicated on the enclosed site plan as "New Center
Identification Sign with Message Center".
Linder is seeking a variance from all provisions of §25.7.02-11 and the Sign Chart. Enclosed as
Exhibit "5" is Linder's proposed off premises Center Identification Ground Sign. The proposed off
premises Center Identification Ground Sign will be constructed primarily of brick, it will be landscaped,
internally illuminated, and will contain a logo, interchangeable copy and a reader board/message center.
Enclosed as Exhibit "6" is a technical drawing of the proposed off premises Center Identification Ground
Sign.
The proposed sign is only, approximately, sixty (60) square feet larger than the existing sign.
Further, the design of the sign is consistent with the redevelopment of Merchants' Square and is a
significant architectural and aesthetic improvement in comparison to the existing sign. Linder envisions
the proposed sign as a benefit to the community as a whole. In this regard, Linder is willing to allow
non-profit groups from throughout Carmel and Clay Township to display their announcements, free of
cost, a minimum of 1/3 of the total daily operating time of the message board, up to eight (8) hours daily.
This may eliminate the need for the unsightly collection of signs that now occupy space on the dilapidated
chain-link fence facing the intersection of 116th Street and Keystone Avenue.
Historically, one of the significant barriers to the commercial success of this site has been the lack
of adequate visibility from Keystone Avenue. The proposed sign would provide adequate and effective
notice to motorists traveling north and south on Keystone Avenue as to the location of Merchants' Square.
Linder believes such clear notice is fundamentally critical to the long term success of Merchants' Square
and its anchor tenants and in retaining quality tenants and regional consumers.
