li. Merchant's Square Center Identification Sign (V-60-96)
Petitioner seeks variances to construct a center identification sign for the proposed
Merchant's Square Mall. The sign will be located at the northwest corner of 116th Street and
Keystone Avenue. The petitioner received Architectural Design, Lighting, Landscaping, and
Signage approval for the sign at the November 19th Plan Commission meeting.
The Department feels the uniqueness of this project supports the need for high-quality,
well-maintained signage. The community will gain from the ability to utilize the community
bulletin board feature, as will the development from increased viability of the shopping center
from Keystone Avenue. Given the assurances on uniform color of the tenant store signs made by
the petitioner to the Plan Commission, the department has no objection to the variances.

Developmental Standards Sign Variance
Dear Ernie:
For the permanent records of The Linder Company, please be advised that the Carmel
Board of Zoning Appeals, meeting on the 25th day of November, 1996, unanimously approved
the developmental standards sign variance filed with the Board under Docket No. V-60-96. The
variance permits the Center identification sign at the northwest corner of 116th Street and
Keystone Avenue,pursuant to the plans on file with the Department of Community Services, and
subject to the following:
1. The logo will be non-illuminated;
2. One-third of the operational time of the message center will be devoted to use for
community messages;
3. For a period of two years, The Linder Company will provide to the Department
of Community Services, on a quarterly basis, its records substantiating the
requirements set forth in paragraph 2, above; and
4. The community message center will contain no price advertising.

In connection with the Developmental Standards Sign Variance Request of The Linder
Company,please find enclosed for filing with the Carmel Board of Zoning Appeals informational
booklets. The applicant requests approval to remove an existing sign on the parcel of real estate
located at the intersection of 116th Street and Keystone Avenue known as Merchants' Square
and replace it with an updated off-premises Center Identification Ground Sign, and is requesting
a variance from all provisions of Section 25.7.02-11 of the Carmel/Clay Township Sign
Ordinance, pursuant to the plans filed with the Department of Community Services.
By way of a copy of this letter to Mark Monroe, I am also providing him with a copy of
the informational booklet for the permanent file of the Department of Community Services.

As you may be aware, I am representing the Linder Company in regard to the above-
referenced matter. The purpose of this correspondence is to supplement the Linder Company's
variance application. Per your office's request, below is a comparison of what Section 25.7.02-11
of the Carmel-Clay Township Sign Ordinance (hereafter "Sign Ordinance") permits as to a center
identification ground sign for a multi-tenant building complex and the type of sign that the Linder
Company proposes to construct as part of its redevelopment of Merchants' Square.

In connection with the Developmental Standards Sign Variance Request of The Linder
Company, please find enclosed for filing with the Cannel Board of Zoning Appeals informational
booklets. The applicant requests approval to remove an existing sign on the parcel of real estate
located at the intersection of 116th Street and Keystone Avenue known as Merchants' Square
and replace it with an updated off-premises Center Identification Ground Sign, and is requesting
a variance from all provisions of Section 25.7.02-11 of the Carmel/Clay Township Sign
Ordinance, pursuant to the plans filed with the Department of Community Services.
By way of a copy of this letter to Mark Monroe, I am also providing him with a copy of
the informational booklet for the permanent file of the Department of Community Services.

Board of Director's Statement in Support
of the Merchant' s Square Project
The Board of Directors of the Carmel Clay Chamber of Commerce
have reviewed the preliminary plans proposed by The Linder
Company for the improvement and renovation of the existing
Keystone Square Mall . Linder's proposal would enhance and
improve an existing community asset by bringing new and varied
retail shopping choices, increasing tenant retail location
choices, visually improving the area, improving traffic patterns
at the site, and most importantly, retaining and reinvesting
local retail dollars in the community. These benefits would be
accomplished, and the tax base would be increased, by
revitalizing an existing commercial facility with minimal impact
to residential areas .
The Chamber Directors endorse Linder's plan. The Chamber
Directors encourage Chamber members, residents and elected and
appointed officials of the Carmel Clay community to review
Linder's proposal and to lend cooperation and support in its
implementation.
