2g. ?: 30 P.M. , Public Hearing on Docket No . 29-84 PP, Commission to consider
a Preliminary Plat (Cluster Housing Project) Application for Creekside
Subdivision, 25 attached living units on 7.68 gross acres located
740 ft . south, on the east side of Range Line Rd. , directly south of
Carmel Creek in Clay Twp. Indiana. Petitioner also requesting a sub-
division variance from Section 7.1.9, Private Streets (new Cluster
Housing Ordinance) and Section 6.3.6, Minimum Roadway Widths. Required
is 26ft. wide pavement. Proposed is 18 ft. wide pavement.

The public hearing opened at 8:22 with Mr. Jim Nelson making the present-
ation for the Diddle family.
Mr. Al Oak was present.
The request is for the Creekside development to be constructed under the
Cluster Housing Option.
A portfolio of the project was passed to members.
Exhibits were shown and explained for-'the site plan, surrounding area, plat,
landscape plan, signage, lighting and parking. An artist' s rendering of a pro-
posed unit was shown.
The access to the property will be from Range Line Road.
Mr. Jim Lahr, 11451 Westfield Blvd. .and neighbor on the south side of this
project, stated concern for safety due to heavy traffic from the corner shop-
ping center, concern for drainage and his property value.
Mr. Will Oliver, directly to the east, stated concern for drainage and
property values and questioned the width of the buffer zone.
Mr. Oak responded that there are about 140 ft. between the creek and the
nearest building and further explained the plans.
Mr. Don Pollick, who resides next door to Will Oliver, expressed concern
about children cutting through on his property, drainage problems and
erosion.
Alma Latham,. 13 Woodalnd Dr. , expressed concern about density and drainage.
Linda Lahr, property owner to the south, stated concern about water and
sewer.
Mr. Keith Cox, 11011 Westfield Blvd. , stated concern about traffic on
Range Line Road.
Mr. Nelson made closing remarks.
The public hearing closed at 9:00.
Mrs. Badger questioned why they are requesting a variance for street widths.
Mr. Nelson said they are not really sure they need to do that and explained.
This item was sent to the Subdivision Committee for August 7, 1984 at 8:30
P.M. at the City Meeting Hall.
3g. 7:30 P.M. , Public Hearing on Docket No. 32-84 Z, Commission to consider
a rezone application requesting a rezone from an existing R-1 Zoned
District to a B-2 Zoned District. The property to be rezoned is 7.33
acres in size and located at 770 N. Range Line Rd. , Carmel, Indiana.
Filed by Ron Young.
The public hearing opened at 9:10 with Mr. Dave Coots making the present-
ation, stating that this rezone request only affects the northern half of the
property (4 acre tract) . The southern half (31 acres) will remain R-1 as
zoned.
The petitioner is requesting to use this property for asphalt paving equip-
ment storage in a barn to be built by the petitioner.
Mr. Coots explained the surrounding area uses.
Mr. Tom Megan, an immediate neighbor, stated opposition to the business
and asphalt dumping in the creek.
Mr. Keith Douchman, friend of Lyn Rice, whose property borders on the south
side, stated opposition for Ms. Rice, citing dumping into the creek. Mr.
Douchman presented photos for the record.
