We are proposing 25 cluster housing units on this site. The estimated average daily flow for the 25 units would be as follows: 1984 4,000 gallons per day 1985 4,000 gallons per day We would anticipate serving the site with a lift station, which would be located on the Range Line Road frontage running north to the existing sanitary sewer at 116th Street. The site is currently in the Clay Waste Regional Sanitary Sewer District, however, they have indicated through former Board action that they could not serve this site in the near future (see attached letter) . Therefore, we hereby petition Carmel for service. We would appreciate formal action by the Board on this request. Should you require further information, please let us know. Of course, we will be willing to pay the usual availability charges and annex this ground to the City if you so desire. Coordination with Comprehensive Plan: Creekside is being proposed as a Cluster Housing development within the framework of existing residential zoning classification of R-1 . We feel that this use is consistant with the plan use of the area as related to the existing zoning. Cluster Housing is an excellent transitional use between commercial uses as are found north and west of the project at the corner of 116th and Range Line, and the lower density residential uses that exist south of the project. The project has been laid out consistant with existing thoroughfare plan requirements and will be served by community water and sewage facilities (Carmel ) . 2. Service Reports: Service reports have been forwarded along with a plan to police and fire departments, water and sanitary sewer requirements (Carmel ), electric, gas, telephone and the Carmel-Clay schools. Further, flood elevation is being confirmed with the Department of Natural Resources. The source of the elevation shown on the map is by virtue of their Flood Hazard Maps. 3. Water System: We anticipate being served by the City of Carmel . This would include fire protection, and the location of the main is at 116th and Range Line Road. 4. Sanitary Sewer: It is anticipated serving this project by Carmel sewer located at the corner of 116th and Range Line Road. The subject property is within the Clay Regional Waste District service area, however, they have declined service in favor of the City of Carmel . Storm Drainage System: The immediate site will be served by underground conduit directly to Carmel Creek. The storm sewer will be restricted, such that increases in flow due to this project will be minimal . Carmel Creek and its related flood plain will be unaltered so as to minimize any effect of this development on areas either upstream or downstream of Carmel Creek. 6. Water Consumption: It is estimated that this project will generate a maximum daily average flow of 8,000 gallons per day. This would occur over an approximate two year period from start of construction. 7. Service Roads: In order to properly serve lots in the northeast and southeast corners of the project, we are suggesting an 18 foot service road to serve local units. This would extend slightly in excess of 100 feet from the loop interior road. We are requesting a variance for road width in these two areas to 18 foot from the required 26. The variance arises out of the need, because of topography, to utilize the land more frugally. Because of the closeup proximity of these service roads to the main loop system, we feel that this will not be detrimental to health, safety and welfare. A variance from the Cluster Ordinance regarding this point is requested. Chuck, it is felt this letter, along with the attached drawings and Declaration of Restrictions and Covenants, will meet the requirements for filing a Cluster Housing project within the framework of the new Cluster Housing Ordinance. Tucker Company appeared before the Board of Trustees for the Clay Township Regional Waste District on June 25 , 1984 , regarding the possibility of securing a temporary release for the above subject property so that Carmel can serve the parcel pending the completion of our sewer project sometime in 1987. Please be advised that the Clay Township Regional Waste District has determined that it has no grounds to object to Carmel servicing this area temporarily. We do wish to remind you, however, that if and when we bring our own sewer line to within 300 feet of the property line of the subject parcel , we will require connection.
