I STATEMENT OF PURPOSE I
Drees Premier Homes, Inc. submits this request for primary plat
approval in order to develop the subject 29 +/- acres into a high-end
single-family subdivision to be known as Stafford Lane (see site location
map at Tab B). As proposed, Stafford Lane will consist of 50 home sites
(see site plan at Tab C).
The average price of homes in the community is expected to be
over $480,000. Single-story homes will include at least 2300 square feet
on the ground floor level. Multi-story homes will include an overall
square footage of at least 3200 square feet.
Exterior building materials will include four-sided first floor brick
wrap and cement fiber siding. Sample home elevations of some of the
Drees models expected to be built in Stafford Lane are included at Tab D.
Drees voluntarily also is proposing architectural commitments (see Tab
G).
At the Committee level, neighbors and the Committee requested
Drees to relocate the entrance street to the east. Another neighbor
requested Drees to relocate its eastern stub street to the north. Drees
made both of these requested changes (which also resulted in reducing
the number of home-sites from 51 to 50.
If approved, Drees anticipates beginning development work later
this year. Thank you for your consideration.

Drees Premier Homes, Inc. (the "Developer") makes the following commitments (the
"Commitments") to the Carmel Clay Plan Commission (the "Commission") regarding the use
and development of the following described real estate (the "Real Estate") located in Hamilton

Statement of Commitments:
All homes will have extensive brick, stone or other masonry products on
front elevation.
All homes will have first floor brick wrap on both sides and rear
elevations.
All siding will be cement fiber siding; no vinyl other than soffits,
windows.
All windows will have architectural treatment such as shutters, wood trim,
or brick details (soldiers or keystones).
Garages will be side entry with two windows facing the street.
Entranceways, not garages will be the dominant feature of the front fa~ade
and will include appropriate architectural detailing.
Fireplaces will be direct vent with a foundation.
All roofs will have a 12" overhang, reduced to 8" ifbrick extends to
roofline.
If the existing ingress/egress easement that currently provides access to the
existing home is released or otherwise removed, then the Developer agrees
to restrict vehicular access along the existing drive except for those areas
where public streets cross the easement.
Binding Effect
A.
These Commitments are binding upon the Developer, each subsequent owner of
the Real Estate and each other person acquiring an interest in the Real Estate,
unless modified or terminated.
These Commitments may be modified or terminated only by a decision of the
Carmel Plan Commission following a public hearing held by the Carmel Plan
Commission wherein notice has been given as provided by the Plan
Commission's rules.

Section 6.
Effective Date
The Commitments contained herein shall be effective upon approval of the Developer's
primary plat, identified as Carmel Docket No. 06020010 PP, and secondary plat
proposals by the Carmel Plan Commission and any other necessary approvals.
Section 7.
Recording
The undersigned hereby authorizes the Secretary of the Carmel Plan Commission to
record these Commitments in the Office of the Recorder of Hamilton County, Indiana.
Section 8.
Enforcement
These Commitments may be enforced by the Carmel-Clay Plan Commission and the City
Council of Carmel, Indiana.
