It just so happens that the planting strip is within the road right of way. I have spoken with the Engineering Dept and the Urban Forester, and they have no issues with this location...all you need now is consent to encroach approval from BPW. (I can put a copy of this email in the Plan Commission and BZA files to show that this determination was made, if you wish.) We offer the following comments: GENERALINFO~ATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: . Street and Right of Way - City of Carmel (Pennsylvania Avenue, Old Meridian Street). . Water - Violia Indianapolis Water Company service area. . Sanitary Sewer - Clay Township Regional Waste District service area. . Storm Sewer - City of Carmel 3. Board of Public Works and Safety Approval Requirements: . Commercial Curb Cut. The request for Board approval should include 8 Yz" x 11" exhibits that will indicate the proposed and/or existing curb cuts and all appropriate data and dimensions including width, radii, etc. Please indicate all existing and proposed opposing curb cuts and their relationship to the proposed curb cuts for this development. ' . Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to be located anywhere other than the site of the permanent curb cuts. . Consent to Encroach approvals for any permanent improvement to be installed within dedicated easements and/or dedicated right of way including irrigation systems. . Secondary Plat approval (if applicable). . Dedication of Public Right of Way (if not platted). Preferred dedication documents are available from this office. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory , Committee. All written requests to be place on the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan COmmission and/or BZA. 4. TAC ReviewlDrawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of three-sets (maximum of five-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set (three-sets if five sets are provided for approval) which is to be maintained on the construction site at all times. If more than the minimum of three-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the three required sets. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated easements and/or right of way will require Consent to Encroach approval. 6. I am including copies of the following with this correspondence: . Performance and Maintenance Guarantees . Commercial Project Approval Procedures. . Building Permits . Permit Data, Contacts, etc. . Commercial Permitting Procedures. 7. We have engaged Crossroad Engineers to review all drainage plans and calculations for all projects submitted to this office for review and approval. We will share all Crossroad reviews as this office receives them If you have not already done so, please submit a set of the plans and a copy of the drainage report to Crossroad. Also submit a copy of the drainage report to the Department of Engineering. BONDING REOUlREMENTS 8. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates Please provide a detailed and itemized Certified Engineer's Cost Estimate for 100% of the cost oflabor and materials for the construction of the following improvements: . Perimeter Road/Street Improvements if applicable. . Monuments & Markers (if platted). . Sidewalks/Asphalt Paths (within dedicated right of way) Individual Performance Guarantees will be required in the amount of the Engineer's Estimate. Please provide the estimates prior to or at least at the same time that they are provided to the Developer to allow review by this office prior to performance guarantees being submitted. Street Cut/Right of Way Permit and Bonding Requirements Any work in the dedicated right of way of Pennsylvania Street or Old Meridian will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way @ $2,000.00 per instance. However, if the work is included in the scope of work of a performance guarantee, the performance guarantee may be used to satisfy the bond requirement ofthe Right of Way Permit. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting and right of way bonding. PROJECTCOMMENTS-ADLS PLANS 9. The Department of Engineering assumes that the storm system will be private. 10. Will this property be platted? 11. No easements are indicated on Site Plan. The Department would expect that all areas outside of public right-of-way would be ingress/egress, drainage, and utility easements. 12. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of- way. 13. Any off-site easements must be secured prior to the Department of Engineering approving the drawings. 14. Please provide ADA ramps where the entrances cross the asphalt path. 15. The 2005 paving policy shall apply to this project. All notes, specifications, and details need to be revised in accordance with this policy. The language from the policy needs to be added to the specification sheet. 16. The new entrances on Old Meridian Street and Pennsylvania Avenue need to be constructed to the existing pavement edge. Thank you for showing the future configuration, but please show the existing and screen back the future. 17. Please provide acceleration and deceleration lanes for the Pennsylvania Avenue entrance acceleration and deceleration lanes and passing blister for the Old Meridian Street entrance that conform to the 20- Year Thoroughfare Plan. 18. In light of the anticipated improvements from the road project, we are not requesting modifications to the existing roadway frontages that would normally be required (widening, milling, resurfacing, and the stone shoulder). 19. Please provide commitments equal to the improvements outlined in the Thoroughfare Plan for half the roadway across each frontage. 20. Please locate the Alternative Transportation Plan path for each frontage one foot from the final right- of-way line. 21. What is the distance between the proposed Old Meridian Street entrance and U.S. 31? 22. Please add a note to the site plan that all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for auxiliary lanes) is to be installed adjacent to existing pavement. 23. Any new pavement placed in the Old Meridian Street or Pennsylvania Avenue rights-of-way for widening, for auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate this section with hatching on the plans and appropriate reference in the legend. Please replace the "typical pavement section within City public r/w" detail on Sheet C10.0 with this pavement section. 24. Please remove the note "RIW PAVEMENTS FOR DRIVES MUST CONFORM TO EXISTING OLD MERIDIAN STREET AND TO PENNSYLVANIA STREET P A YEMENTS" from Sheet C1.0. 25. Please add an Asphalt Path Detail that requires 1 inch HMA #11 surface on 2 inches HMA #8 binder on 5 inches #53 stone. 26. Please indicate and label all streets, driveways, and entrances along Old Meridian Street and Pennsylvania Avenue for a distance of 500 feet in each direction from the proposed Old Meridian Street and Pennsylvania Avenue entrances. 27. Please indicate and label existing and proposed Old Meridian Street and Pennsylvania Avenue rights- of-way. Please dedicate right-of-way to the Thoroughfare Plan requirements for each frontage if the existing is less than these requirements. 28. Indicate and label40-foot curb return radii at the Old Meridian Street and Pennsylvania Avenue entrances. 29. Please provide separate maintenance of traffic plans for the Pennsylvania Avenue entrance and the Old Meridian Street entrance. 30. Please provide City of Carmel standard subsurface drain, chair back curb, roll curb, and sidewalk details. 31. Please add a note with the subsurface drain standard that the subsurface drain shall be double wall Hancor Hi-Q or equivalent. 32. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in developing secondary plat and that design effort. 33. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the Old Meridian Street and Pennsylvania Avenue frontages. This requirement shall apply regardless of watershed limits. Please provide adequately sized pipes to carry w~r from the street to the proposed ponds. 34. Sheet CIO.O - In the curb joint detail, please revise the maximum transverse expansion joint spacing to 50 feet and the maximum contraction joint spacing to 10 feet. 35. Please make provisions for connection to the property to the south. 36. Please include the note "THERE SHALL BE NO WATER VAL YES OR MANHOLES WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS OF THE CITY RIGHT-OF-WAY" on all appropriate sheets. 37. Please remove Sheet C5.0, Landscape Plan, and Sheet LI01, Site Illumination, from sets of plans submitted to the Department of Engineering for approval. " , ..-' -"..4 38. Please contact the City GIS Department for new City standards related to primary and secondary plat electronic submission requirements. The City expects that submittals will be made in accordance with these requirements. 39. On-site detention must be provided. 40. Please sign the Pennsylvania Avenue entrance as a right inlright out only. 41. As a part of this review, the Department of Engineering will review the previous file for this project. As the previous file has not been reviewed at this time, the review may result in the addition or deletion of some of the comments in this letter. 42. Please indicate the water connections and the existing water mains. 43. How will existing drainage be maintained under the new drives until Old Meridian Street and Pennsylvania A venue are improved? 44. Are easements required for the sanitary sewer and storm sewer connections? 45. Connection to the City of Carmel's storm sewer curb inlet requires a contractor holding a current plumber's bond with the City. Restoration of any curbing or other improvements damaged by the installation shall be to the satisfaction of the City. These comments represent the Department of Engineering's initial review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval. Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must. be obtained prior to Engineering Department approval. The Department of Engineering reserves the right to provide additional comments based upon subsequent reviews. If you have questions, please contact me at 571-2441. In that plan it identifies any proposed building at this site to be located at the northern point of the property, with parking to the south. This building (footprint and surrounding hardscape features) must be redesigned to accommodate this plan. Old Meridian and Pennsylvania are both identified on the 20 Year Thoroughfare Plan, and as such, these streets must be upgraded to match the plan. These upgrades can be installed at the time of construction or the equivalent value can be paid to the City for the future installation. A combination of both is also permitted. These details must be worked out through the Department of Engineering. Please provide proposed signage details. Provide elevation details of the trash screening enclosure. Pedestrian connections from the adjoining pedestrian paths to the building must be made. Bike parking should be placed on the northern side of the building, and easily seen. Given the context, most pedestrianlbike traffic will be coming from the north to this site. Additional handicap parking should be placed adjacent to the building. The desired locations will be identified at the T AC meeting. A landscape plan meeting the requirements of23B 10.01 must be provided. The cut sheet provided is not referenced on the lighting plan (nor is the actual type identified on the options sheet attached to it). The lights shown in the cut sheets should be referenced on the plan and identified on the site plan. 11. Lighting intensity can not exceed .3 footcandles at the property line. Please revise to meet this standard. 12. As per 23B.09 C., a minimum of 3 materials as designated must be used for the building exterior. This list includes stone, brick, architectural pre cast, architectural metal panels, glass, and ornamental metal. As proposed this building only utilizes precast stone and brick. Please add an additional material from this list. 13. The west and east elevations (ground floor, center) need additional detailing. Windows placed next to the door would help to balance the fac;ade. J 4. The metal roof "arch elements" that face out to the south and north should connect and be an architectural element of this bulding.
