SECTION 1
PROJECT NARRATIVE
Keeler -Webb Associates is acting as agent surveyor/engineer for Mr. David Klain who is the
owner/developer/General Contractor of the above project. Park Place Centre was master planned and built
in 1999 and has two remaining building sites in the Commercial Office HPR. Currently, the building pad
sites are vacant with all utilities available and all other site improvements in place (i.e., curb cut, signage,
site lighting, parking, mailboxes, trash enclosure, etc.). The newly proposed buildings will be constructed
by db Klain Construction. Building 4 is a 2-story masonry office building at 712 Adams Street with a 4,382
sq.ft. footprint and Building 6 is a 2-story masonry office building at 708 Adams Street with a 5,255 sq.ft.
on the final phase of Block 2, Lot 2, containing 0.835± Acre.
There will likely be multiple tenants in each of the office buildings. Other site improvements will include
connection to all utilities, installation of ADA ramps and sidewalk in front of the buildings and a new
sidewalk between the buildings connecting to the Adams Street sidewalk, mechanical equipment, and
concrete patio adjacent to the breakrooms in each building for employees.
Parking for employees, and customers will be provided in the spaces shown in the shared parking for all of
the buildings in Park Place Center. The building elevations have been designed to match the architectural
design elements of a modern federalist theme per the Park Place Centre Master plan approved by the Plan
Commission in 1999.
Storm water will be collected via gutters and downspouts and directed to a new SWQU structure which is
the on -site BMP. Stormwater will be discharged towards Adams Street via an existing private storm sewer
and directed to the off -site BMP which is the regional detention pond for Carmel Science and Technology
Park.

SE — The existing watershed will sheet flows across the turf, roof, and pavement. The storm water flows
directly into CATCH BASIN SE or 631. Then stormwater flows through the existing 15" RCP under
Park Place Center parking lot to the existing curb inlet 1280 in Adams Street. Then stormwater flows
through public storm sewer and outlets into the regional detention pond for Carmel Science &
Technology Park.

The Notice of Intent (NOI) letter submitted to the Indiana Department of Environmental Management
(IDEM) for the above -mentioned project is sufficient to comply with the NOI letter requirements of 327
IAC 15-5 (Rule 5). Enclosed please find a copy of Rule 5, the NPDES General Permit for Storm Water
Runoff Associated with Construction Activity. You must comply with all of the requirements of this
rule. In accordance with 327 IAC 15-5-10, you are required to implement your Soil Erosion Control
Plan, maintain the erosion control structures until your project is complete, and amend your NOI as
dates or other facts are altered.
The name of this project is Park Place Centre and is located in Hamilton County. This name and county
name should be included on any type of correspondence that is submitted to IDEM pertaining to this
project.
_ If marked with an X, please review the enclosed sheet titled "Developer's Continuing Responsibility"
and submit an amended timetable which includes home or building construction, installation of roads and
utilities, and revegetation of cleared areas after all construction is complete.
This Notice of Sufficiency does not constitute approval of your Soil Erosion Control Plan, nor does it
supersede the requirements of your local Soil & Water Conservation District Office (SWCD) or the Indiana
Department of Natural Resources. Questions regarding the development or implementation of the Soil
