Cannel Plan Commission COMMERCIAL COMMITTEE Thursday, May 5,2022 Meeting Minutes Location: Carmel City Hall Caucus Rooms,2nd Floor, 1 Civic Square,Cannel,IN 46032 Members Present: Alan Potasnik(Chair), Kevin Rider,Dubbie Buckler,Jeff Hill Staff Present: Rachel Keesling(Planning Administrator),Lisa Motz(Recording Secretary),Mike Hollibaugh (Director of DOCS) Legal Counsel: Sergey Grechukhin,Allison Lynch-Mcgrath Time of Meeting: 6:00 PM The Commercial Committee met to review the following items: 1. TABLED to JUNE 7—PZ-2022-00034 ADLS Amend: Circle K Rebrand—College Plaza. The applicant seeks approval for signage and brand modifications/updating.The site is located at 10598 College Ave. It is zoned B-1Business and is located in the Homeplace Business Sub-Area Overlay District. Filed by Amy Leska of Corporate Identification Solutions on behalf of the owner. 2. TABLED to JUNE 7—PZ-2022-00036 ADLS Amend: Circle K Rebrand. The applicant seeks approval for signage and brand modifications/updating. The site is located at 545 S. Rangeline Road.It is zoned B-1Business and is located in the Rangeline Road Overlay District. Filed by Amy Leska of Corporate Identification Solutions on behalf of the owner. 3. Docket No.PZ-2022-00001 DP/ADLS: Culver's. The applicant seeks site plan and design approval for new Culver's restaurant. The site is located at 431 E. Cannel Drive. It is zoned B-8/Business and is not located in any overlay zone. Filed by Bob Goins of K&J Investments XVL,LLC. Petitioner: Jim Shinaver,Jon Dobosiewicz Jon informed committee the changes that were made since the last meeting per Staff additional requests.On the front façade facing Carmel Dr. stone material came down in the area behind the sign and the columns with EIFS above. The stone material on the columns was elevated to the parapet wall just below the band there and then the material behind the sign was changed from the stone materials to brick to mimic the other areas that are between the columns.This was also done on the elevation that faces South.Everything that can be seen as masonry brick was stone material.Other adjustments were to match the height of the"towers"—the element above the Drive-thru,the element at the front of the store,the rear,and the costumer entrance on the West side.These changes satisfy,based on our discussion with Staff,the remaining comments,and concerns item#1.Regarding item#2,Parking Lot Pole cut sheets have been supplied per ordinance requirements,we have sent Staff this copy, it is a standard Pole height light,downward lighting LED full cut-off per the ordinance requirements. With regards to the Landscape plan approval,Rachel asked that we double check with the Urban Forester.A copy of the most current Landscape Plan,which hasn't substantially changed but added a few plants/trees on the South side of the development,has been sent to Daren Mindham. Signage under tab 8 complies.The menu order board complies in all respects to the requirements in the Ordinance. Staff has requested that we use a masonry base rather than a metal base,which would match the materials on the building, stone or brick, the materials have not been selected yet. We would request that the committee make its recommendation subject to that change being made. We will come back to you on the 17d'with a plan that shows how that masonry base would be Iestablished on the sign.Finally,there are two items included in the recommendations made by Staff;the petitioner is agreeable that we would ask for approval from the Plan Commission(PC)of the DP/ADLS subject to us contributing to the Non-Reverting Thoroughfare Fund after determining the cost of the asphalt path rather than tearing down the existing walk that is there today. 1 Commercial Committee Meeting Minutes 3-29-22 Department Report: Rachel Keesling • Jon covered all the changes well. We really wanted to make sure that the pilasters looked like columns and previously they had stopped right at the line of the awnings. That did not make sense visually. I am happy with the way it turned out by taking the stone to the top. • The back side of the building previously had fake windows and the awnings over those,this change happened while I was on vacation and was happy to see that change. It was a unique way to put some life back into the back part of the building. • The canopy over the drive thru lane now matches the building cornice better. Previously it was all dark.Now the top is dark,and the bottom is light and that better matches the building. • Signage,we had a question about an item labeled as a Pre-sale sign, and usually that means that there is another menu sign after that. In this case there is not. We also had questions about clearance signs on the canopy or any other signage.No other signage will be on canopy. • Lighting specifications are there now. I looked over the landscape plan approval on Daren's notes and there are some species change-outs and some caliper sizes that needed to be changed.I will touch base with him before the PC meeting to make sure that he is ok to sign off on this. • Recommend positive consideration back to full PC subject to the monetary commitment for the Non-Reverting Thoroughfare Fund and landscape plan approval which we will have before the PC meeting. Committee Comments: Alan Potasnik • North/Front Elevation: It has a door on the left side,I don't see the door there.Jon: It's recessed back, it's the door that is below that side canopy. The canopy location was clarified. • Is that door a public entrance? Bob Goins: it is not prohibited,but it is mainly used for food runners for the drive thru. • Concerned about there being no Signage at drive thru canopy. Is that in the form of a commitment or they are just saying that we are not going to do it. Rachel: they could have clearance or directional signs.Accessory structures are not allowed to have signage other than informational, safety type signage that would be 3sf or less. There could not be any additional Culver's signage.Alan: So,on the canopy roof itself,and the columns they can't add any signage. Bob Goins: usually we would put safety markings,clearance,etc. on there.Kevin: that is permitted under a certain size. Rachel: when you submit for your sign permits you can add that in. • We were told at the public hearing that the changeable copy sign was going to be manual,do you have a preference?Rachel: It still has to be manual;they can't have an electronic reader sign out there.Alan: So,no matter what that's the way it is.Jon: Because it is prohibited in the ordinance. Rachel: The drive thru menu sign could be electronic.Alan: And on top of the Pre-sale boards,there is not going to be any type of advertising,you can't add any. Rachel: You can't have any extra signs tacked on to the sides or top. Jeff Hill • On the building we have the parapet walls to hide the equipment that might be up there,on the drive thru canopy, is there's nothing on the roof? Bob Goins:No,there is nothing on that roof. A Motion made by Kevin Rider and seconded by Jeff Hill to forward Docket No.PZ-2022-00001 DP/ADLS back to full Plan Commission with a positive recommendation subject to a contribution to the Non-Reverting Thoroughfare Fund,Staff approval of the material on the base of the Menu Board Sign,and Landscaping approval by the City.
