Mr. Poyser gave a brief history of Saint Christopher's which was first built in 1972 and expanded in 1984. Today, the Church serves a growing parish of over 300 families and 700 parishioners. A columbarium is a burial structure with recesses in the wall that will receive the ashes of the dead. There will be 42 "niches" in the proposed columbarium which will hold two sealed urns. Mr. Poyser gave locations in Indianapolis of churches where columbariums exist today. The addition of the columbarium would not add additional traffic to the area, since it would be used by the membership of the church exclusively. The second request of the petitioner is to construct a columbarium (cemetery) within a residential district. Members of the public were invited to speak in favor or opposition to the proposed project; none appeared and the public hearing was closed. Bill Ensign moved to approve Docket No. V-47-95, a variance from Section 23B.5 of the US 31 Overlay Zone, seconded by Bud VanDyne. The vote five in favor, none opposed, MOTION APPROVED. Diana Cordray moved for the approval of Docket No. SU-46-95, Special Use Approval, seconded by Bill Ensign. The vote was five in favor, none opposed, MOTION APPROVED. NOTE: Items 4h. and 5h. were heard together but voted on separately. 4h. Hope Church Fellowship Center (SU-48-95) Petitioner seeks Special Use approval to add a fellowship center to the existing church in a residential district. The site is located at 2500 East 98th Street, just west of Keystone Avenue. The site is zoned S-2/Residential. Filed by Mr. E. Davis Coots on behalf of Hope Church. 5h. Hope Church Fellowship Center (V-49-95) Petitioner seeks a variance of Section 6.4.1 of the Carmel/Clay Zoning Ordinance to construct the proposed fellowship center at 30 feet instead of the required height of 25 feet. The site is located at 2500 East 98th Street, just west of Keystone Avenue. The site is zoned S-2/Residential. Filed by Mr. E. Davis Coots on behalf of Hope Church. Dave Coots of Coots, Henke & Wheeler, 255 East Carmel Drive, Carmel, appeared before the Commission representing the applicant, Hope Christian & Missionary Alliance Church. Also present were: David Brandt, contractor; Kevin Callahan, architect; Pastor David Bryant; and 3 Paul Landis, Chairman of the building project. The petitioner is seeking to expand an existing church facility by more than 10% and special use approval is required. The present facility has been in existence for approximately 30 years; its boundaries are 98th Street on the south, Haverstick on the west, Pleasant Way on the east, and by a residential community on the north. The current application is for a 6500 square foot fellowship hall which will be used to house church activities such as athletic events, Sunday School classes, small groups, youth and children's groups, and church wide meetings. The hall will not be used for purposes of day care or parochial schooling. The fellowship will not add to the size of the overall congregation and there will be no change in the exterior of the 8.2 acre existing parcel which comprises parking area, landscaping, playground area, etc. A request is also being made for a developmental standards variation to construct a building in an S-2 district in excess of 25 feet in height. The 30 foot high structure is consistent with the existing facility and with other churches in the Community. A plan was shown of the existing landscaping; it is believed that the proposed structure does not necessitate a considerable change in the landscaping other than foot plantings around the building. Members of the public were invited to speak in favor or opposition to the proposed project; the following appeared: Clay Crocker, 2511 Colony Court , located directly north of the building site, stated no opposition; however a request was made of the contractor to take sufficient precaution to prevent children from wandering into the construction area. The public hearing was then closed. In response to questions from Dick Klar, Mark Monroe stated that the parking requirements are based on the church facility and congregation, and the indoor area of the fellowship hall. The current parking plan meets the requirement. David Brandt, 3426 Briar Creek Lane, Carmel, stated that precautions would be taken during the construction process to see that children in the area are protected. In fact, a snow fence has already been installed around materials stored on site. Diana Cordray specifically asked about the use of the facility as previously stated by Mr. Coots. Mr. Coots referred to a letter from Pastor Bryant regarding use and purpose of fellowship hall which has become a part of the official record. Again, the hall will not be used for daycare, parochial schooling, or other outside, additional projects. Alan Klineman moved for approval of Docket No. SU-48-95, seconded by Diana Cordray. The vote was five in favor, none opposed, MOTION APPROVED. 4 Bill Ensign moved for approval of Docket No. V-49-95, seconded by Bud VanDyne. The vote was five in favor, none opposed, MOTION APPROVED. It was made known that there may be difficulty in getting a quorum for the July meeting. Gordon Byers stated that the statute does provide for the appointment of a temporary substitute.
