HomeMy WebLinkAboutMinutes TAC 05-17-95 1) MULLIGAN PLACE PRIMARY AND SECONDARY PLAT Petitioner seeks approval (Primary and Secondary Plat) to construct 1 lot on 2.1 acres. The site is located on the east side of Towne Road just north of 131st Street. Site is S- 1/Residential. Field by Kraig Kenworthy. Kraig A. Kenworthy appeared before the Committee as attorney representing Kevin and Jill Pugh, also present. Greg Rasmussen of Weihe Engineers was also in attendance. Kraig Kenworthy gave a brief overview of the site. Drainage solutions and right-of-way are main issues. Drainage has been explored for possible solutions; Kenworthy states easements are in place for properties going north, but not east/west properties. Weihe Engineers believes that 12" pipe would alleviate situation and post development of property will discharge less water than pre-development. COMMENTS: - County Surveyor, Steve Cash states if tile would follow existing track to open drain and no adverse problems arise, no objection (concept OK). Greg Rasmussen to revise drainage plans and submit to Steve Cash. - Kraig Kenworthy reported that a compromise had been reached with Mike Howard, County Attorney; the petitioner will dedicate 10 feet of additional right-of-way along 131st Street for a total of 26 1/2 feet; balance of right-of-way would be reserved or purchased by County at price to be determined. Future right-of-way to be kept free of improvements; petitioner commits to keep the future right-of-way clear of improvements and free of septic field, and will do nothing to increase the County's cost for right-of-way. Petitioner willing to commit to installation of sidewalks at such time as a sidewalk plan is in place for the area. - County Highway, Jose Kreutz requests right-of-way and septic show on plans. ITALIAN COTTAGE (SU) NO SHOW HOPE CHURCH (SU) Petitioner seeks approval (Special Use) to add a fellowship center and gymnasium to the existing church facility. Site is located at 2500 East 98th Street and is zoned S-2/Residential. Filed by Hope Church. Present for the petitioner were: Paul Landis, Building Committee of Hope Church; Chirag Patel, Brandt Construction; Kevin Callahan, Callahan Associates; and Dave Coots of Coots, Henke & Wheeler. 7 -TA G m ;; ,04-,,s 5- 11 -q s- Dave Coots gave a brief overview of the proposed construction. Parking is presently at 288 spaces, proposed is additional 22 (one space per four sanctuary seats or 175 existing plus 22 for proposed expansion.) No curbing is intended for the parking area. No lighting is proposed, other than existing; no signage is proposed other than existing. Landscaping will be consistent with existing, in-place. Height of the structure per zoning is restricted to 25 feet; proposed structure to be 30 feet and petitioner will apply for a variance. Weihe Engineers has prepared a statement (calculations to follow) which concludes that a relatively small increase in storm water runoff is insignificant in the overall watershed when the overall size of the parcel is taken into consideration along with the proposed addition. COMMENTS: - City Surveyor, Steve Cash states no drainage concerns; will look at plans and check for regulated drain. - DOCD, Terry Jones questioned anticipated usage; will be weekly and monthly for athletic purposes, youth meeting, and family life activities. (No Day Care) - Kevin Callahan, Contractor, stated that the amount of traffic in and out of the church will closely equal the present activities and will not be anywhere near a major difference. - DOCD, Mark Monroe requests existing landscaping show on plans in order to evaluate list and number of species proposed.
