Appendix – 2013 Village Center Townhomes Report Page 5 of 56 05/11/2022 SECTION 1: PROJECT NARRATIVE AND SUMMARY Page 6 of 56 05/11/2022 W210436 Drainage Report Weihe Engineers, INC. 5/11/2022 Prepared For: Stormwater Technical Report Village of West Clay Block D Parking Lot Expansion Carmel, IN Project w210436 Project Narrative: DB Klain Construction is proposing to expand an existing parking area, based on executing a master plan for the Village of West Clay. This expansion consists of several new and small parking areas, which were planned in the 2013 report, and some new driveway connections. The parking area has been modified slightly from the master plan to accommodate site conditions. This report builds off a 2013 drainage report for Village Center Townhomes, which describes the buildout of this parking area, the two BMPs which are in series that treat this area, and the downstream drainage report. The site is served by a Storm Trap water quality unit for water quality, and a wet pond for secondary stormwater quality treatment and detention. Therefore, no new detention or post construction stormwater quality measures will be required. The purpose of this report is to analyze the modifications to the existing storm sewer to ensure proper function. Summary of Required Permits: IDEM General Construction Permit, City of Carmel Engineering, MS4 Location: Part of Block D, Village of West Clay, South of Broughton Street, East of Broad Street, North of Horseferry Road and West of Bird Cage Walk Part of SW/4, Section 28, Township 18 North, Range 3 East, Clay Township Carmel, Hamilton County, Indiana Flood Zone: The site does not lie in a Special Flood Hazard Area as established by the Federal Emergency Management Agency - National Flood Insurance Program, when plotted by scale on Flood Insurance Rate Map 18057C0205G, effective on 11/19/2014. Assumptions: It has been assumed that around half of the roof drains for the surrounding buildings contribute to the drainage areas of this expanded parking area. The apartments to the east are peaked and it can be reasonably assumed that they are split at their peak to either the parking area or the surrounding roads. The commercial buildings to the west and north are in some cases peaked, and other cases flat roofed. We have used the 2013 existing drainage report to make assumptions about the roof drains to the west which contributes minimally to the existing interior storm sewer. All of this is demonstrated in the calculations and basin map in Section 3 of this report. Our survey did not pick up an invert on the existing storm sewer constituted as line 302 – 204 in the storm sewer analysis. This storm sewer has been assumed to be at 0.50% slope. It may be required to field verify this slope prior to approval or construction. Page 7 of 56 05/11/2022 W210436 Drainage Report Weihe Engineers, INC. 5/11/2022 Pre-Developed Conditions: In the existing condition, the site is mixed use between residential and commercial. The runoff from this site flows generally southeast through existing storm sewers. There are 6 existing basins on the site. The basins are very similar to their full build-out condition which was described in the 2013 Village Center Townhomes Report. The soil types were determined using the Web Soil Survey and a soils report is included in this report in Section 1. Refer to Section 2 for the existing conditions map and survey. Refer to Section 4 - Appendix for the 2013 Village Center Townhomes Report for the previously approved drainage report. Pre-Developed 10-year Flow Rate = 5.21 cfs Analysis Procedure: The pipes were analyzed using the Rational Method, with rainfall intensities, runoff coefficients and other supporting data provided by the City of Carmel Stormwater Manual. The runoff coefficients, times of concentration, figures, and storm sewer design information are included in Section 3 of this report. Post-Developed Conditions: To accommodate the proposed parking area, some modifications will be made to the existing storm sewer. Three new storm structures will be installed, two box inlets and one manhole These will allow cleaner grading overall in the parking area. The modified storm sewers were analyzed using the Rational Method for the 10-year return period. Times of concentration were calculated using the TR-55 method, and runoff coefficients were calculated via composite using inputs from the City of Carmel Stormwater manual. Grate capacity calculations were performed to determine capacity of the inlets at 50% clogged, all existing and proposed inlets function properly under those conditions. Refer to Section 3 of this report for more information. Release Rate Summary: 10-year = 8.42 cfs, calculated capacity is 10.15 cfs. Coverage Comparison: 2013 Report C value = 0.80. This appears to have been an assumed value, and it was also used in the 1999 mater plan report. (2013 report pages not numbered, page titled: STORM SEWER DESIGN CALCULATIONS RATIONAL METHOD) Current C value = (a*C)/Total Area = 1.74/2.57 = 0.68. Less than the master plan value of 0.80. Evaluation Downstream Receiving System: The receiving system of the site is an existing 18” RCP storm sewer. The proposed 10-year flow rate is lower than the capacity of the storm sewer and should have no adverse effect on the downstream drainage systems. Page 8 of 56 05/11/2022 W210436 Drainage Report Weihe Engineers, INC. 5/11/2022 Storm Sewers: The proposed storm sewers have been analyzed to accommodate the 10-year proposed runoff rates. The storm sewers have been analyzed to accommodate a minimum velocity of 2.5 fps for the purposes of conveyance. The hydraulics grade line will be kept below the castings during 10-year events. Water Quality: This site is served by a downstream Storm Trap Water Quality unit and an existing wet pond, which appears to be in good condition. The Village Center report used a hard surface percentage of 85%, our calculations show the 2.5 acres covered by this analysis is around 73%. The curve number used for the water quality unit was 98.2 according to the 2013 report, so none of the proposed improvements will have any negative effect on the existing water quality features. They highlight soil limitations that affect various land uses and provide information about the properties of the soils in the survey areas. Soil surveys are designed for many different users, including farmers, ranchers, foresters, agronomists, urban planners, community officials, engineers, developers, builders, and home buyers. Also, conservationists, teachers, students, and specialists in recreation, waste disposal, and pollution control can use the surveys to help them understand, protect, or enhance the environment. Various land use regulations of Federal, State, and local governments may impose special restrictions on land use or land treatment. Soil surveys identify soil properties that are used in making various land use or land treatment decisions. The information is intended to help the land users identify and reduce the effects of soil limitations on various land uses. The landowner or user is responsible for identifying and complying with existing laws and regulations. Although soil survey information can be used for general farm, local, and wider area planning, onsite investigation is needed to supplement this information in some cases. Examples include soil quality assessments (http://www.nrcs.usda.gov/wps/ portal/nrcs/main/soils/health/) and certain conservation and engineering applications. Great differences in soil properties can occur within short distances. Some soils are seasonally wet or subject to flooding. Some are too unstable to be used as a foundation for buildings or roads. Clayey or wet soils are poorly suited to use as septic tank absorption fields. A high water table makes a soil poorly suited to basements or underground installations. The National Cooperative Soil Survey is a joint effort of the United States Department of Agriculture and other Federal agencies, State agencies including the Agricultural Experiment Stations, and local agencies. The Natural Resources Conservation Service (NRCS) has leadership for the Federal part of the National Cooperative Soil Survey. Information about soils is updated periodically. Updated information is available through the NRCS Web Soil Survey, the site for official soil survey information. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit. A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils. On the landscape, however, the soils are natural phenomena, and they have the characteristic variability of all natural phenomena. Thus, the range of some observed properties may extend beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic class rarely, if ever, can be mapped without including areas of other taxonomic classes. Consequently, every map unit is made up of the soils or miscellaneous areas for which it is named and some minor components that belong to taxonomic classes other than those of the major soils. Most minor soils have properties similar to those of the dominant soil or soils in the map unit, and thus they do not affect use and management. These are called noncontrasting, or similar, components. They may or may not be mentioned in a particular map unit description. Other minor components, however, have properties and behavioral characteristics divergent enough to affect use or to require different management. These are called contrasting, or dissimilar, components. They generally are in small areas and could not be mapped separately because of the scale used. Some small areas of strongly contrasting soils or miscellaneous areas are identified by a special symbol on the maps. If included in the database for a given area, the contrasting minor components are identified in the map unit descriptions along with some characteristics of each. A few areas of minor components may not have been observed, and consequently they are not mentioned in the descriptions, especially where the pattern was so complex that it was impractical to make enough observations to identify all the soils and miscellaneous areas on the landscape. The presence of minor components in a map unit in no way diminishes the usefulness or accuracy of the data. The objective of mapping is not to delineate pure taxonomic classes but rather to separate the landscape into landforms or landform segments that have similar use and management requirements. The Custom Soil Resource Report 8 Page 18 of 56 05/11/2022 delineation of such segments on the map provides sufficient information for the development of resource plans. If intensive use of small areas is planned, however, onsite investigation is needed to define and locate the soils and miscellaneous areas. An identifying symbol precedes the map unit name in the map unit descriptions. Each description includes general facts about the unit and gives important soil properties and qualities. Soils that have profiles that are almost alike make up a soil series. Except for differences in texture of the surface layer, all the soils of a series have major horizons that are similar in composition, thickness, and arrangement. Soils of one series can differ in texture of the surface layer, slope, stoniness, salinity, degree of erosion, and other characteristics that affect their use. On the basis of such differences, a soil series is divided into soil phases. Most of the areas shown on the detailed soil maps are phases of soil series. The name of a soil phase commonly indicates a feature that affects use or management. For example, Alpha silt loam, 0 to 2 percent slopes, is a phase of the Alpha series. Some map units are made up of two or more major soils or miscellaneous areas. These map units are complexes, associations, or undifferentiated groups. A complex consists of two or more soils or miscellaneous areas in such an intricate pattern or in such small areas that they cannot be shown separately on the maps. The pattern and proportion of the soils or miscellaneous areas are somewhat similar in all areas. Alpha-Beta complex, 0 to 6 percent slopes, is an example. An association is made up of two or more geographically associated soils or miscellaneous areas that are shown as one unit on the maps. Because of present or anticipated uses of the map units in the survey area, it was not considered practical or necessary to map the soils or miscellaneous areas separately. The pattern and relative proportion of the soils or miscellaneous areas are somewhat similar. Alpha-Beta association, 0 to 2 percent slopes, is an example. An undifferentiated group is made up of two or more soils or miscellaneous areas that could be mapped individually but are mapped as one unit because similar interpretations can be made for use and management. The pattern and proportion of the soils or miscellaneous areas in a mapped area are not uniform. An area can be made up of only one of the major soils or miscellaneous areas, or it can be made up of all of them. Alpha and Beta soils, 0 to 2 percent slopes, is an example. Some surveys include miscellaneous areas. Such areas have little or no soil material and support little or no vegetation. Rock outcrop is an example. The project site is approximately 1.44 acres in size located in Section 28 – Township 18 North – Range 3 East in Carmel, Indiana. EXISTING SURFACE CONDITIONS The existing condition of the site is an existing vacant parcel within the Village of West Clay master planned community. The Village of West Clay has been under continuous development since 2000. The site has relatively flat grades, but generally drains from the northwest to the southeast to existing onsite storm sewers within the parcel and along the perimeter street. ADJACENT LAND USES North: Existing Single Family Residential & Attached Townhomes South: Mixed Use Retail, Commercial, Office West: Mixed Use Retail, Commercial, Office East: Vacant, proposed mixed use SOIL TYPES Soil maps from the Natural Resource Conservation Service (NRCS), Soil Conservation Service, indicate the presence of Brookston (Br) and Crosby Silt Loam (CrA) soils on site. Brookston is in hydrologic group B. Crosby is in hydrologic group C. WATERSHED Elliot Creek DRAINAGE DESIGN SUMMARY EXISTING DRAINAGE The proposed townhome site lies within an area of the planned Village of West Clay development which was previously platted and constructed to accommodate a mixed use development. Storm sewers currently draining the site were previously designed and constructed to accommodate the proposed use and the proposed townhome project will tie into the existing infrastructure. Existing storms sewers located within and adjacent to the site currently collect the onsite runoff, then flows southeasterly to one of several detention ponds located within the Village of West Clay. The existing pond (known as Druid Pond) is located at the southeastern corner of Horseferry Road and Bird Cage Walk, approximately 350-400 feet south of the proposed site. Note: Druid Pond is labeled “Pond 8” in the Masterplan Drainage Calculations noted below. Included in Appendix A of this report are the Drainage Master Plan Calculations for this area of the Village of Clay: • Drainage Calculations - Village of West Clay Masterplan for “Middle Section” prepared by The Schneider Corporation dated February 19, 1999 o Contains drainage pond routing models/design • Drainage Calculations – Village of West Clay Section 3004, Supplement to Masterplan for “Middle Section” prepared by The Schneider Corporation dated March 19, 1999 o Contains pipe sizing calculations for section 3004 Both of the Masterplan calculations noted above have been highlighted to denote items such as proposed townhome site location, storm sewer inlet connection points, etc… PROPOSED DRAINAGE As previously noted, the proposed townhome site has been design to tie into the existing storm sewers located on the site. Due to a conflict with the location of an existing storm sewer run, a portion of the existing piping is proposed to be removed and relocated to accommodate the one of the proposed townhome buildings. Consistent with the City of Carmel and Hamilton County Surveyor’s office requirements for stormwater management, the existing storm sewer system was previously designed and constructed to accommodate a 10 year storm event and detention facilities were designed and constructed to accommodate a 100 year event. As a result, the existing storm sewers with the Village of West Clay were designed and constructed to accommodate proposed use without the need for further detention on individual sites. In addition, a review of the attached Drainage Masterplan Calculations will confirm the subject site area was intended to drain into existing storm sewers at the southeast corner of the site (which then flows south into Pond 8 (Druid Pond). The drainage design and storms sewers included in the proposed townhome site is consistent with the Masterplan Calculations. (See attached Drainage Masterplan Calculations for more information.) Included in the body of this report are storm sewer pipe calculations verifying the capacity of the existing tie-in point and estimated runoff from the proposed project. Drainage from the proposed project, along with areas to the west, are proposed to tie into an existing 18” RCP at existing structure EX1 located in the drive along the south side of the site. The existing 18” RCP lies at a slope of 1.22% and has a capacity of carrying approximately 11.67 cfs while the calculated 10 year design flow is estimated to be 7.72 cfs as noted in the table below: Proposed Onsite 10 Yr Q Capacity of Existing 18” RCP @ 1.22% Slope 7.72 cfs 11.67 cfs Summary: The existing storm sewer tie-in point has capacity to accommodate the proposed site.
