John Scott variance petition
John Scott has been a Carmel resident since 1997. He owns property at 211 East
1st Avenue SE, which today consists of two vacant parcels. John has plans to combine the
parcels into a one-lot plat and construct a four-bedroom 9061 square foot home. Earlier
this year, the Carmel City Council approved the vacation of 2nd Street SE (now Supply
Street) east of 1st Avenue SE, which forms the north boundary of this real estate.
Four development standards variances are being sought:
• An increase in the maximum home width from 55 feet to 72 feet
• An increase in the maximum lot width from 90 feet to 167.16 feet
• A reduction in the roof pitch standard from 8:12 to 6:12
• An increase in the maximum driveway width from 12 feet to 41 feet
The two parcels have historically been one property, under single ownership.
Standards were established after the original home was built. The original home was
demolished in 2017 after determination that it was not a Character Building. The
proposed home was designed in scale with the property and mindful of the recently
constructed home to the south. The roof pitch is characteristic of the Prairie style of
architecture, popular in the Midwest in the early twentieth century. The driveway serves
a three-care, side load garage off of a private street. The short length of the drive would
not allow for sufficient vehicle maneuvering with a 12-foot width limitation.
This proposal is consistent with the intent of the Old Town Overlay in that it fosters
rehabilitation and development in the district, increase property values, and retains
neighborhood vitality. We believe this residence will be a welcome development to the
area, and will complement surrounding uses. We respectfully seek the Board’s approval.
