Dear Mr. Schoeff:
The Hamilton County Surveyor's Office has received your "TAC submittal" for the
January 18, 2006 Carmel TAC meeting. Tbe Hamilton County Surveyor's Office WILL
NOT provide a review for this project because inadequate information was submitted for
review. Without review and approval from this office, the Carmel Plan Commission
should not grant approval for this project and IDEM will not issue an NO! for earthwork
to commence.
The Hamilton Comty Surveyor's Office has jurisdi~on over the stonn water drainage
and erosion control review (Phase II) of this project because it is located in
unincorporated Hamilton County and we are the reviewing MS4 entity. Any attempt to
begin site development on the Hamilton County portion of project without receiving
approval from this office, will result in an immediate Stop Work Order being issues by
our office.
To conduct a review of this site, the Hamilton County Surveyor's Office needs a full set
of construction plans. including the storm Water Pollution and Prevention Plan, and
complete drainage calculations. Once these are received. a review will be complete and a
comment letter issued.

Dear Mr. Calderon:
This letter is in response to your development plan application and architectural design, lighting,
and signage application for the Gateway Pavilion. Comments and concerns are as follow:
1. Please provide scalable elevations, indicating materials used.
2. The request is part of a larger overall development. Please provide contextual
information, such as site plans and elevations, relating the subject request to the
overall development.
3. Blank panel signs are indicated on the gasoline station canopy. Please clarify their
size and intended nature/use. Please note that signs with moveable elements are
not permitted in the City of Carmel.
4. Buildings in the US 421 Overlay are required to be one of the following styles:
Federal, Georgian, Italianate, or Greek Revival. Please reflect one ofthese four
styles in the design.
5. Building entrances are required to be articulated with lintels, columns, pilasters, or
other elements. Please provide architecturally appropriate articulation on the
doors.
6. Windows need to have architecturally appropriate articulation.
7. Michigan Road is proposed to have a separated multiuse path, as indicated in the
Alternative Transportation Plan. Please continue sidewalks to the subject
structure to preserve pedestrian continuity and safety.
8. Please indicate whether a car wash facility is planned for this location, and where
it would be placed on the site.

We are proposing a fuel station and parking for a Wal-Mart Supercenter to be developed
in Carmel and located on approximately 6.98 +/- acres as part of a larger development
located in Boone County. The proposed tract of ground lies north of 106th and south of
Bennett Parkway. The entrance into our site will be off of US 421 (Michigan Road).
With the above mentioned Wal-Mart Supercenter, we are proposing to connect all
available utilities located within the general area.
Enclosed please find a preliminary layout of our site plan for your review. Weare
scheduled to go to the January 18, 2006 meeting and would like to get a comment/service
letter prior to, or at that meeting. We look forward to working together with you to make
this commercial development another outstanding addition to the Carmel/Hamilton
County area.

While the proposed Wal-Mart structure is not within the City of Carmel's jurisdiction, it would directly abut a
portion of the proposed retail development that is within that jurisdiction. That portion, which would contain six
outlot buildings and a portion of a seventh, is also within the US Highway 42 I-Michigan Road Corridor
Overlay Zone, which has additional requirements with regards to site and building design.
As the proposed Wal-Mart would abut the Overlay Zone, and as it would be located in an area known for high-
quality architecture, the City of Carmel, Division of Community Services staff would like to address certain
design conCerns, with the proposed elevations and site design.
