3. Docket No. PZ-2022-00080 ADLS Amend: Tom Wood Jaguar Land Rover Volvo – Service Addition.
The applicant seeks site plan and design approval for a 16,815 sq. ft. building addition. The site is located at 4620
E 96th St. and is zoned B-3/Business. It is not located within any overlay zone. Filed by Roger Ward with Roger
Ward Engineering on behalf of Tom Wood.
Project Overview:
The Petitioner proposes to construct a building addition on the east side of the existing dealership. The overall site layout
will remain as it is today. To the north are a S-1/Residential zoned lot and the North Haven development: zoned R-
5/Residential with commercial buildings, apartments, and a large lake. To the east and south are B-3/Business zoned
properties with car dealerships. West across the White River are single story office buildings, also zoned B-3/Business.

Site Plan and Parking:
The proposed building addition will be placed over an existing parking area to the east of the building. Today there are
about 583 total spaces. After construction, there will be 554 spaces. About 270 will be left alone, 259 will be
reconfigured, and 25 spaces will be added back. Currently all inventory parking located on the east portion of this parcel
runs west to east. The inventory parking areas will now be rotated 90 degrees to run north to south.
The building addition is 16,815 sq. ft., bringing the new total size of the building to 62.143 sq. ft. Because the site is
currently covered by asphalt, the lot coverage percent is not changing significantly. The coverage ratio is 69% and up to
80% coverage is allowed in the B-3 District.
A new underground detention area is proposed under the pavement on the east side of the lot. The Petitioner is continuing
to work with the Engineering Dept. on finalizing the details of that detention through Project Dox.
Architectural Design:
The building addition will be designed to match the style, color, height, and texture of the existing building. It will be
constructed of concrete block and then covered with EIFS to mimic the look of the precast concrete panels currently
installed. Upper-level windows and recessed decorative “medallions” will be the significant design features of the new
south wall. The east and north facades of the addition will be simpler with only the decorative medallions at the top to
match the existing details on the precast concrete panels.
Lighting:
New wall mounted down lights will be installed around all sides of the new building addition. Six parking lot pole lights
will be removed as part of the construction of the new building. The rest of the parking lot pole lights will remain as
installed today.
Landscaping:
Existing landscaping will be minimally impacted. The Urban Forester has signed off on the plan.
Signage:
No signage is proposed for this addition.

Recommendation:
The Department of Community Services recommends the Commercial Committee votes to Approve this item.
