Petitioner seeks approval of a Developmental Standards Variance of Section 16.4.8:
Minimum Ground Floor Area to allow units in a multiple-family dwelling to be smaller
than 800 square feet. The site is located at 751 North Range Line Road. The site is zoned
B-5/business.

The Department recommends that this item be heard in conjunction with Item li.
(Docket No. UV-61-99) under Old Business. The Department recommends favorable
consideration of this petition with the following conditions:

currently exists.

Petitioner seeks Developmental Standards Variances of Sections 25.7.02-8(b):Number& Type
to increase from zero signs to one; 25.7.02-8(d):Maximum Height of Ground Sign to allow an
increase in height from 6' to 10'; and 25.7.01-4(l) to allow an off-premise sign. The site is
located at 1000 East 116th Street. The site is zoned M-3/manufacturing.

Petitioner seeks a Developmental Standards Variance of Section 5.4.2 to decrease the front

zoned S-1/residence.

Petitioner seeks Special Exception approval to establish a 120-foot cellular tower on 0.052t

upon the following:
1) that the architectural design, landscaping and signage of the accessory
structure is acceptable to the Board;

permissible, co-located antennas be of equal or greater architectural quality
than that approved under this petition; and,
3) that the determination of compliance with Condition 2 shall be delegated to
the Director and subject to appeal to the Board.
13h. Carmel's Pro Printers Parking (V-60-00)
Petitioner seeks a Developmental Standards Variance of Section 27.5: Amount of Parking
Spaces Required in order to reduce the number of spaces mandated by the addition of new
storage space. The site is located at 303 West Carmel Drive. The site is zoned I-1/industrial.

It is the Department's understanding that the expansion of this structure is
intended to increase available storage for the existing business, and will not entail an
increase in the number of employees or traffic on this site; therefore, the Department
recommends favorable consideration of this petition.
14h. Merchants' Square—Petco Signage(V-61-00)
Petitioner seeks a Developmental Standards Variance for additional signage for Petco. The site
is located at 2208 East 116th Street within the Merchants'Square shopping center. The site is
zoned B-8/business.

Old Business:
li. Robinson Barber Shop (UV-61-99)
Petitioner seeks approval of a Use Variance of Section 16.1: Permitted Uses in order to
establish a barbershop in an existing residential structure previously used as a sign shop.
The site is located at 751 North Range Line Road. The site is zoned B-5/business.
The Board tabled this petition at the October 25, 1999, meeting in order to allow
time for research into this zoning history of the multi-tenant residential use within the
primary structure to be done. The research conducted by the Department revealed that
this was, in fact, in violation. On October 27, 1999, the petitioner filed a Special Use
petition (SU-92-99) for the multi-family use currently located at this address. The
petitioner then requested that Docket No. UV-61-99 be tabled from the November 22,.
1999, BZA agenda to the January 24, 2000, agenda in order for the two petitions at this
address to be heard on the same night.
The approval of Docket No. SU-92-99 at the January 24, 2000, meeting
necessitated the filing of a Developmental Standards Variance of Section 16.4.8:
Minimum ground floor area for the apartments. Following the approval of Docket No.
SU-92-99, the petitioner's counsel requested that Docket No. UV-61-99 be tabled to the
February 28th meeting in order to allow time for the floor area requirement to be
addressed. The petitioner's counsel later requested in a letter dated February 22, 2000,
that this item be tabled indefinitely, and further requested the continuation of the tabled
status to the April 24, 2000, meeting in a letter dated March 23ra
The Department recommends that this item be heard in conjunction with Item 1h.
(Docket No. V-48-00) under Public Hearings. It is the Department's position that the
question of the barbershop should not be addressed until such time as the question of
space allocation for the apartments has been resolved.
The Department recommends favorable consideration of this petition.
2i. Emerald Crest at Hazel Dell Summit Amenity Area (SU-13-00)
Petitioner seeks Special Use approval per Section 5.2: Permitted Special Uses in order to
establish a private recreational facility. The site is located northwest of East 13184 Street
and Hazel Dell Parkway. The site is zoned S-1/residence.
The Department has received revised drawings of the Site Plan and Landscape
Plan that are under review as of this writing. Assuming that the Landscape Plan is
acceptable to the Department and appropriate Commitments are recorded with respect to
the lifeguarding of the pool, the Department recommends favorable consideration of this
petition.
3i. Kingsborough remainder(V-17-00)
Petitioner seeks approval of a Developmental Standards Variance of Section 5.4.6:
Minimum Lot Width in order to reduce the permissible width from 120 feet to 100 feet on
0.869± acre. The site is located at West 141st Street. The site is zoned S-1/residence.
The Department recommends favorable consideration of this petition.

Petitioner seeks Special Use Amendment approval to alter the existing approval for an
automobile dealership. The site is located at 4140 East 96th Street. The site is zoned B-
3/business.
The Department recommends negative consideration of this petition, i.e. that the
current façade be maintained in its current state.
5i-10i. Bauer Commercial Park- UAG Honda (V-22-00; V-23-00; V-24-00; V-25-00; V-26-00;
V-27-00)
Petitioner seeks Developmental Standards Variances of Sections 25.7.02-7(b):Number&Type
to increase from one sign to eleven; and 25.7.02-7(c): Maximum Sign Area to allow the
following:
V-23-00 one 55.42-square-foot"Honda" sign
V-24-00 one 80-square-foot Honda logo
V-25-00; V-26-00 two 65.625-square-foot"Service Center" signs
V-27-00 one 69.75-square-foot"Dan Young" sign
The site is located at 4140 East 96th Street. The site is zoned B-3/business.
The Department recommends that if the Board approves Docket No. SUA-21-00,
that Docket Nos. V-22-00; V-24-00; V-25-00; and V-26-00 be given favorable
consideration. The Department further recommends that the "Dan Young" and "Honda"
signs be combined into a single "Dan Young Honda" sign consistent with the proposed
"Dan Young Oldsmobile" sign proposed for the adjoining property, and that the resulting
sign be given favorable consideration.
Should the Board deny Docket No. SUA-21-00, the Department recommends that
these petitions be denied in favor of the submittal of a revised Sign Plan specific to the
existing façade.

Petitioner seeks Special Use Amendment approval to alter the existing approval for an
