Re: Waiver request is to Section 302.11 of the City of Carmel Stormwater Technical Standards Manual (STSM) -
Islamic Life Center Carmel
Mr. Kashman:
As part of our submittal for the Islamic Life Center project, we are hereby requesting relief from the Carmel
Stormwater Technical Standards Manual section 302.11. The current ordinance requires emergency overflow facilities
such as a weir or spillway to release the exceptional storm runoff or in emergency conditions.
Due to the existing and proposed conditions of the site a typical adequate emergency flood overflow and routing
could not be designed, since the flow once offsite would cause excessive ponding in 141st street. The Islamic Life
center is proposing to route emergency overflow through the outlet control structure overflow grate at rim level of
908.80’. An additional HydroCAD model was included in the Technical Information Report to show the drain down
through the outlet control structure in a manner that wouldn’t overload the Overbrook Farms stormwater system.
Approving this waiver would be beneficial and relive the property of unnecessary hardship to this project. Thank you
