The total site area is 6.18 acres, with the proposed improvement area consisting of only ±12,100 square feet. The stormwater analysis was performed based on the requirements of the City of Carmel Technical Standards Manual. SOILS Per the USDA NRCS Web Soil Survey, the primary soil types inside the project limits are Urban-land Crosby Silt Loam (UcfA) and Urban land Treaty complex (UmyA). A soils map is included in Appendix A. FLOODPLAIN Per the Flood Insurance Rate Map (FIRM) 18057C0225G, the site is not located in a floodplain (Zone X). A floodplain map is in Tab A. EXISTING CONDITIONS The existing site parcel is 6.18 acres and is currently developed as the Dreyer & Reyer Reinbold Racing facility. The existing building is ±52,000 square feet and is surrounded by concrete pavement on all sides that form parking areas, truck courts, and drives. The existing drive connection is to W. 99th Street. The west side of the building, which is where the proposed addition will be built, currently drains to an existing storm sewer system consisting of inlets and reinforced concrete pipe. Runoff is collected in the storm system and discharged to the south to an existing swale on the south property line. The entirety of the existing drainage areas is comprised of hard surface (roof, concrete pavement). The existing drainage areas and runoff calculations were analyzed for the areas of the proposed addition. The analyzed portion of the site drains to two different inlets, which combine to the same storm system. Individual runoff rates and the combined total are summarized in Table 1. Calculations can be seen in Appendix B. The addition will be constructed over the existing concrete pavement. The existing pavement will be sawcut and removed only where necessary for the installation of the building foundations, which corresponds to less than 5,000 square feet of land truly being disturbed. The only drainage improvement to be made is the addition of ADS Duraslot pipe to provide a small trench drain in front of all overhead garage doors on the addition. The new piping will be connected to the existing system at a proposed manhole over the existing RCP. No stormwater detention is proposed since the site improvements do not add any new impervious areas. The theoretical proposed runoff is only negligible higher due to the “C” value for roof areas being 0.90 and pavement being 0.85. This is a negligible increase since both areas are impervious. Proposed individual runoff rates and the combined total are summarized in Table 2.
