DEPARTMENT REPORT

(V) Rangeline Crossing Sign Height Variance.
The applicant seeks the following development standards variance approval:
5. Docket No. PZ-2022-00122 V UDO Section 5.39.I.4 Maximum 6’ tall ground sign
allowed, 8’ height requested. The site is located at 1342 / 1392 S. Rangeline Rd. It is zoned B3/Business
and Range Line Road Overlay District. Filed by Tony Halsey of Kite Realty Group on behalf of KRG
Centre LLC.
General Info & Analysis:
Kite Realty Group is the owner of Rangeline Crossing, a retail shopping center located at 1392 S. Rangeline
Road, at the northwest corner of Rangeline Road and 116th Street. In 2019, the City of Carmel acquired street
Right-of-Way from Kite for the construction of a roundabout at Medical Drive and Rangeline Road. The prior
monument sign for Rangeline Crossing was located within that acquired street R/W, in a landscape island north
of the main entrance to the shopping center.
Since the construction of the Medical Drive roundabout began in spring 2022, the shopping center has
been without a monument sign on Rangeline Road. Kite would now like to construct a new monument sign in
what remains of the landscape island, now at the northwest corner of the roundabout.
The elevation of the remaining landscape island is lower than the elevation of Rangeline Road, so to make the
sign visible from the road, it is necessary to raise the grade of the island to that of the roundabout and install a 2’
tall retaining wall between the island and the shopping center parking lot. The result is a situation whereby the
sign meets height requirements (i.e., 6’ from surrounding grade) when viewed from the south but is 2’ taller
than the UDO allows as viewed from the north.
The Petitioner, KRG Centre, LLC, requests a variance from Unified Development Ordinance Section 5.39.I.4.
This section prescribes a maximum ground sign height of 6 feet. The request is to allow a sign that is 6 feet
tall on the south side and 8 feet tall on the north side. This is a variance of 2 feet, or a 33% change. Please see
the Petitioner’s info packet for more detail on the variance request.
The sign will be 8-ft tall and made out of masonry and have a trim cap and base. Rangeline Crossing will read
in black letters, and the individual tenants names will read with white letters. The area around sign base will be
landscaped with perennials and shrubs, as required by the sign ordinance. The sign will be internally illuminated
through the letters.
The Petitioner addressed all planning/zoning review comments. The Planning Dept. supports the variance
request.

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of Docket No. PZ-2022-00122
V, and with adoption of the findings of fact submitted by the Petitioner.
