The first check is for $1,544.64 for the DP/ADLS Application Fee, reference number 05040008 from 3/18/2005. The second check for $16,576.37 is for 250/0 of the $66,305.54 for the Future Road Improvements fee. As agreed with Mike McBride, Crawford Development, will pay the balance of the fee, $49,729.17 in six equal payments starting March 15th, 2006 and paid on the 15th of each following month until paid in full. In acceptance of this agreement, Mike McBride assured me that the secondary plat for section two would be released as soon as possible so we may obtain building permits. The remaining balance of $49, 729.17 is to be paid to the City of Carmel in installments per your letter dated February 23,2006 with the balance being paid in full no later than August 15,2006. DeBoy DeBoy Land Development Services, Inc. 501 South 9th Street, Suite 100 Noblesville, IN 46060 RE: Brownstone Homes at Guilford Reserve, Section 2 - Secondary Plat Dear Mr. DeBoy: We have reviewed the secondary plat for this project submitted for review for the November 16, 2005 Technical Advisory Committee. We offer the following comments: GENERAL INFORMATION . 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: . Street and Right of Way - City of Carmel (Guilford Road). . Water - City of Carmel . Sanitary Sewer - Clay To\vnship Regional Waste District. . Storm Sewer - City of Carmel/Hamilton County Surveyor's Office 3. Board Of Public Works and Safety Approval Requirements: . W ater Availability. . Commercial Curb Cut. The request for Board approval should include 8 W' x 11" exhibits that will indicate the existing curb cut, the proposed curb cut and all appropriate data and dimensions including ~dth, radii, etc. Please indicate all existing and opposing driveways and their relationship to the proposed curb cut for this development. . Temporary Construction Entrance. Separate BPWS approval will be- required if this entrance is to be located anyWhere other the site of the permanent curb cut. . Consent to Encroach approvals for any permanent improvement to be installed within dedicated easements and/or dedicated right of way. If an irrigation system is planned for this project; additional W ater Availability approval will be required from the Board and additional Water Connection Fees will be due. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission amI/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All writtell requests to be place 011 the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission mid/or BZA. 4. Water Availability and Connection Fees: Water Availability Fees - 2.412 Acres @ $1,OlO.OO/Acre = $2,436.12 \Vater Connection Fees - Assuming that these are townhomes, the following would be applicable to the calculation of Water Connection Fees: DEPARTMENT OF ENGINEERING ONE CIVIC SQUARE, CARMEL, IN 46032 OFFICE 317.571.2441 FAX 317.571.2439 EMAIL engineering@ci.carmel.in.us ::J -. o u 1 Bedroom Unit - 0.54 EDUs per unit 2 Bedroom Unit - 0.81 EDUs per unit 3 Bedroom Unit - 1.00 EDU per unit The Water Connection Fee is $1,310.00 per EDU. Please provide this office with a listing of the buildings, units per building and bedrooms per unit for calculation of Water Connection Fees. 5. TAC Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of four-sets (maximum of six-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive one-set. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. If more than the minimum of four- sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the four required sets. 6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated easements and/or right of way will require Consent to Encroach approval. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main locations. 8. Carmel Utilities will provide a separate review of this project for water issues. 9. I am including copies of the following with this correspondence: . Commercial Project Approval Procedures. . Permit Data, Contacts, etc. . Commercial Permitting Procedures. BONDING REOillREMENTS 10. Upon initial review, it appears the following bonding requirements may apply to this project: Performance GuaranteeslEngineer's Estimates Please provide a Certified Engineer's Cost Estimate for 100% of the cost oflabor and materials for the construction of the following improvements: . Right of Way Improvements to include the entrance, acceleration lane, deceleration lane, passing blister, asphalt path, appropriate thermoplastic striping, etc. . Water Mains Individual Performance Guarantees will be required in the amount of the Engineer's Estimate. If the interior streets are to be private, we will not require Performance Guarantees for Streets, Curbs & Gutters, Storm Sewers, Street Sign and Interior Sidewalks. Street Cut/Right of Way Permit and Bonding Requirements Any work in the dedicated right of way of Guilford Road, not included in construction covered by a Performance Guarantee, will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way @ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange permitting and bonding. PROJECT COMMENTS-CONSTRUCTION PLANS 11. The Department of Engineering requests that you separate the 15' utility easement from the landscaping area on both the north and south sides of the property. 12. Please contact the City GIS Department for new City standards related to primary and secondary plat electronic submission requirements. The City expects that submittals will be made in accordance with these requirements. 13. The developer was asked to provide a commitment equal to $66,305.54 for future improvements to Guilford Road in lieu of the construction of auxiliary lanes, connection of existing auxiliary lanes on the west side of Guilford Road, and road widening. Normally, this commitment must be in place prior fi ~. o u to receiving construction drawing approval. The developer must provide this commitment to the City prior to the approval of the secondary plat. The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed construction plans. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review.
