The comments from the City review have been satisfactorily addressed with the following exceptions: COMMENTS CONSTRUCTION PLANS 13. Sheet CIOl and C102 . Comment on previous review: "Please make the flood route arrows from the off-site to the west match the arrow in the legend." The flood route arrows have been removed. Please add them back to the drawings. . Comment on previous review: "It is apparent that the roadway area draining to Structures 674 and 675 is not being detained." Thank you for your response. Please confirm that this is acceptable to the Hamilton County Surveyor's Office. . Comment on previous review: "It is apparent that there are concentrated discharges from most of the aIleys into the main streets. It is also apparent that there are long distances in the alleys themselves without drainage inlets. Please provide calculations that demonstrate the ability of the alleys to convey the runoff generated to the proposed inlets without overwhelming the alley "gutter". Also, please provide calculations for the gutter capacity of the main streets to convey the concentrated discharges from the alleys to the inlets in the main streets." The Department of Engineering has not received the requested calculations. 18. Sheet C601-C603 . Comment on previous review: "There is not the required minimum cover over the pipe at structures 609,660,661,674,675,713." The pipe between structures 674 and 675 does not have the minimum one foot of cover between the bottom of the pavement aggregate course and the top of the pipe. By the Department's calculations, 8 inches of additional cover is required. The Department requests that this piping network be lowered and the outlet pipe extended to daylight such that minimum cover is provided. . Comment on previous review: "Please demonstrate on plans or in the Drainage Report that unmatched pipe crowns does not have a negative effect on the HGL and that the HGL remains below the top of castings for the design storm." Please indicate where in the plans or the drainage calculations this has been addressed. 20. Sheets C801-C803 . Please revise typical water main installation detail noted on Sheet C703 and note 3, G on Sheet C703 to comply with the requirements outlined in paragraph 4 of article 20 of project review letter # 1. . Revise Detail 1/C803 to indicate B-borrow for structure backfill in lieu of#8 stone noted in text with leaders (general note is acceptable). 21. Sheets LlOl and LlO2-Landscape Plans . Please remove Landscape Plans from this set of plans. Approval oflandscaping does not come from the Department of Engineering. These comments represent the Department of Engineering's second review of the construction plans for this project. We request that all responses to our comments be provided in \Hiting. Failure to provide written responses may result in delay of the review process. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: . Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel. . Individual Performance Guarantees will be required for the following subdivision imRrovements: . Streets (base, binder and surface). You may bond perimeter street improvements separately. . Curbs . Water Mains . Street Signs . Sidewalks (builders lot sidewalks and perimeter right of way sidewalks/perimeter right of way asphalt paths/common area right of way sidewalks may be bonded separately). The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release' of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements: Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's/CertifiedlOfficial Checks. Please reference the enclosures for more detailed explanation of our procedures. AVAILABILITY AND CONNECTION FEES 10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to the approved start of construction activities. Availability Fees are based upon total platted acreage for the development at the current rate of$I,01O.00 per acre (Water Availability Fee). Based upon the secondary plats indicated acreage, the following Water Availability Fees would apply: Section 10012 - 20.09 Acres @ $1,01O.00/Acre = $20,291.00 Water Connection Fees are currently $1,310.00 per single-family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for building permits. Water Connection Fees are paid on a oer-Iot basis. . If all irrigatioll system, swimming pool or clubhouse is planned for this, or any future section of the development, additional Water Connection Fees will be assessed based UpOIl the recommendatioll of the Director of Carmel Utilities. Additiollal Board of Works approval is also required. COMMENTS SECONDARY PLAT II. The 20- Year Thoroughfare Plan indicates West 13151 Street as a Residential Parkway with a total right of way requirement of 100-feet, 50-feet half. The plat indicates a right of way of90-feet. 12. Please indicate corner monumentation symbols in the legend. - .,' COMMENTS CONSTRUCTION PLANS 13. Sheet CIOI and CI02 . The width of most streets where subsurface drain is required is typically 30-feet or less from back of curb to back of curb. In this section on Broad Street, with the median, there is a separation of 56-feet between parallel subsurface drain runs. Please demonstrate that the subsurface drain is as effective with the 56-foot separation with medians as it would be at the 30-feet or less separation without medians. . Please label alleys as private. . It appears that sidewalks do not continue through the alley pavement but instead abut each side of the pavement. WiII the entire entrance apron be concrete like a commercial drive entrance? Is it possible to construct as concrete now and not have to consider this in the future? . The Department assumes that Lots 144-149 and Lots 156-160 are being served by existing sanitary service laterals and that the Clay Regional Waste District is agreeable to the lengths of some of the service laterals. . Please delete General Note 4 from these sheets. . Please add curve data for each of the horizontal curves. . Please indicate the Flood Route for Pond No.3. . Please make the flood route arrows from the off-site to the west match the arrow in the legend. . Please indicate a MFPG for Lot 184. . Please define MFPG in the legend with the same note as in Section 9007. . Please label the swale slope between Structures 678 and 676 and label the swale to Structure 679 to have a I % minimum slope. . Please indicate the pond spillway. . The City recommends that subsurface drains be provided under inverted crowns. . It is apparent that the roadway area draining to Structures 674 and 675 is not being detained. . Is it possible to locate this opening further to the s01.l;th? . The Department will not allow the proposed alley access to 13151 Street. Please contact the Department to review this matter. . Should the lots adjacent to the flood route from the west be provided with an MFPG based on the highest point of the flood route? . Is it not possible to align the alley entrances behind Lots 15- I 52 and Lots I53-155? . The Department assumes that there wiII be no drive cuts on the main streets and that all access wiII be from the alleys? . 'Why does the 9-foot multi-use path only come part way into Broad Street? 14. Sheet C I 07 - Please add note that all regulatory signs and their placement require ordinances approved by the City Council of the City of Carmel. The Contractor shall coordinate the purchase and installation of the proposed signs with the Developer and the Carmel Street Department: 15. Sheets C201-C203 . Please add the following note to each sheet: "For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals, Sanitary Service Laterals under City streets, regardless of the jurisdiction of the utility, the minimum cover from the top of the installed pavement to the top of the instaIled pipe shall be the pavement section thickness (all bituminous and aggregate material above the subgrade) plus 1-0". If the standard practice of the utility that has jurisdiction over the installation has a more stringent cover requirement, the more stringent requirement shall govern." . Please indicate the water main crossings on the street profiles. 16. Sheet C301-C302 . According to the 20- Year Thoroughfare Plan, 13151 Street is a Residential Parkway with a total right of way requirement of 100-feet. The plans indicate a right of way of90-feet. . A 9-foot multi-use path is indicated. Please show a I O-foot multi-use path. . Please add a note that requires the existing pavement to be sawcut to a clean edge where new pavement will be placed adjacent to existing pavement. . Please add a note requiring all striping to be thermoplastic. p . Please add a pavement detail or text to the legend that requires the following pavement section for all paving within the 13151 Street right-of-way: 1.5" HAC. Surface #11 over 2" HAC. Binder #8 over 3" H.A.C. Base #5D over 7" #53 Stone over 4" #2 Stone. . Please revise Maintenance of Traffic notes to be specific to this project. 17. Sheet C401-C403 . Please revise backfill note in legend to include the following: "Bedding, haunching and initial backfill materials, placement and compaction for water mains, water service laterals, sanitary mains and sanitary service laterals under and within 5-feet of pavement shall be in accordance with the standard practice of the utility that has jurisdiction over the installation. Final backfill for water mains, water service laterals, sanitary mains and sanitary service laterals under and within 5-feet of pavement shall be B-Borrow for Structure Backfill meeting the material requirements of the INOOT and shall be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for the entire depth of the material placed. The backfill for the top 6-inches of the excavation below the start of the aggregate subbase of the pavement shall beNo. 53 Stone meeting the material requirements of the INDOT and shall be compacted to not less than 95% Standard Proctor Density. Ifthe standard practice of the utility that has jurisdiction over the installation has a more stringent final backfill requirement, the more stringent requirement shall govem." . Please add General Note 9 as follows: "For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals, Sanitary Service Laterals under City streets, regardless of the jurisdiction of the utility, the minimum cover from the top of the installed pavement to the top of the installed pipe shall be the pavement section thickness (all bituminous and aggregate material above the subgrade) plus 1-0". If the standard practice of the utility that has jurisdiction over the installation has a more stringent cover requirement, the more stringent requirement shall govem." 18. Sheet C601-C603 . There is not the required minimum cover over the pipe at structures 609, 660, 661, 674, 675, 713. . Is it not possible to make the slope of all pipes between Structures 640-644 0.3% minimum slope? . Add General Note 5 to each sheet as follows: "For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals, Sanitary Service Laterals under City streets, regardless of the jurisdiction of the utility, the minimum cover from the top ofthe installed pavement to the top of the installed pipe shall be the pavement section thickness (all bituminous and aggregate material above the subgrade) plus 1-0". If the standard practice of the utility that has jurisdiction over the installation has a more stringent cover requirement, the more stringent requirement shall govern." . Please demonstrate on plans or in the Drainage Report that unmatched pipe crowns does not have a negative effect on the HGL and that the HGL remains below the top of castings for the design storm . Structures 674 and 675 cannot be constructed with 6" from top of pipe to top of concrete portion of structure. . Please show the water main crossings on these sheets. 19. Sheet C701-C702 . Please revise note regarding placement of valves in pavement to include sidewalks and curbing. . Water Distribution The potable water to the site will be provided by the City of Carmel Utilities. be made at the following location: . An 8" water main will be extended from an existing 20" water main located on the south s Street. . Approval for the extension of water mains will be required from the Indiana Department of Environmental Management, and all mains will be designed and installed in accordance with the City of Carmel Utility's rules and regulations. 2. Sanitary Sewer Sanitary sewer effluent for the site will be accepted by the Clay Township Regional Waste District (CTRWD). A lift station is proposed along the Eastern boundary of the site which will pump effluent via a force main into the existing 18" interceptor located in Springmill Road. Two additional lift stations are proposed within the Village of West Clay to serve areas which cannot be served by gravity sewers. One will be placed within the common area located along Hoover Road, South of the Claridge Farm entrance. It will serve the Southern third of the project, and will pump North into the gravity system described above. The station is temporary in nature, and will be taken off line upon extension of the interceptor proposed to the South and East shown in the CTRWD's master plan. The second station is also temporary, and is located along the project's Westernmost boundary near l26th Street. The station will also pump to the gravity sewers to the East, and it serves the portion of the project located West of Towne Road. Proposed Section 10012 will connect to an existing 8" main located within the section that was constructed by Towne Point Subdivision. The 8" main will be branched off to service future sections of West Clay. Approvals for the design and construction of the sanitary sewers must also be obtained, from CTRWD, it's consultant and from the Indiana Department of Environmental Management. 3. Storm Sewer The surface runoff on the site will be conveyed by a system of swales and pipes to a network of retention lakes within the Village of West Clay. In accordance with the requirements of the Hamilton County Surveyor's requirements, the retention lakes will provide storm water management control in order to restrict the discharge rates onto the site's various outfall points. The discharge points for the site are as follows: . Elliot Creek; which traverses the site along the Northern third, then crosses 131 st Street and leaves the site just East of the existing 8.5 acre lake on the Perez parcel. . Claridge Farms Legal Drain; which was sized per the County Surveyor's calculations, to accept a 146 acre drainage area that lies within the boundary of the Village ofWestClay. Connection onto the Claridge Farm drain will be made at an existing 36" concrete pipe just South of the existing mound bordering the Perez property, and will address drainage problems evident at that location. . Clay Creek; Which traverses the site along the Southern third, then crosses Hoover Road near the proposed common area South of Claridge Farm entrance. . Brendle Legal Drain; which flows along the site's Western boundary, then crossed l26th Street West of N:\ 1238\1 0 12\docs\sewreprt.doc .. :"- Q o Towne Road. The connection point for the proposed section 5002 is to an existing pond built with existing Section 5003 as well as existing storm sewer in Sections 5003 and 5001. It is the intent that all main storm sewer lines and all lines interconnecting lakes and serving as outlet points be petitioned to be accepted by the County Surveyor as regulated drains. A limited portion of the storm sewers that serve to drain rear and side yards may remain within the maintenance jurisdiction of the project's homeowner's association; however, most storm sewers and all retention lakes will be maintained by the County Surveyor. Subsurface drains, or pavement base drains, are proposed to be installed under the street curbs, in order to provide an outlet point to home sump pumps, and in order to intercept groundwater seepage before reaching and compromising the pavement stability. 4. Erosion Control During all phases of the construction the Site General Contractor and all Subcontractors shall exercise measures to prevent the erosion of soils due to the action of water and wind. All erosion and sediment control measures shall be implemented prior to earth moving activities. Sediment in run-off water shall be trapped by the use of such methods as debris basins, siltation sumps and silt fences until the disturbed area is stabilized. These shall be in place before any land alterations/grading. Trapping devices shall be periodically inspected during dry periods and after each rainfall event by the Site Contractor. Trapping devices shall be replaced if determined to be incapable of performing intended function of sediment trapping. The Contractor shall have available on the construction site a water source capable of applying water to dry exposed soil in order to prevent wind erosion. The application rate and manner shall be such that soil moisture is attained and no surface run-off is created.
