The City has received your comment letter and drawings dated June 10,2005 based upon the City review of May 9,
2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
22. Sheet C803-Landscape Plan
. Please remove the landscape plan from this set of plans. Approval of the landscape plan does not
come from the Department of Engineering.
Please provide revised Heather Knoll, Section 1 drawings that address the comments issued via e-mail on December
13,2004.
Please address the remaining drainage review comments directly with Crossroad Engineers.
These comments represent the Department of Engineering's third review of the construction plans for this project. We
request that all responses to our comments be provided in writing. Failure to provide written responses may result in
delay of the review process.
It is critical that this office be made aware of all modification made on the plans being resubmitted, particularly if any
such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all
revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan
Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (ifrequired) must be posted prior to Engineering Department approval. Also,
Board of Public Works and Safety approval and any other governing agency approvals (ifrequired) must be obtained
prior to Engineering Department approval.

This project seems to be less than 1 acre and is part of a larger plan of development. A comprehensive Storm Water
Pollution Prevention Plan is not required. The plan does need to meet the requirements of327 lAC 15-5-7.5. These are
the minimum requirements for projects less than acre but part of larger plan of development. I would include these
requirements on the plan.
A stone construction entrance should be shown on the plan.

The City has received your comment letter and drawings dated April 28, 2005 based upon the City review of December
29,2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS
12. Sheet C200-Site Development Plan
. At the entrance, please label the back of curb to back of curb width of Heather Knoll Parkway, the
width of each lane on each side of the median, and the width of the median so that these may be
reviewed and comments provided if necessary.
. If Street A will not be constructed to City standards, please connect the SSD on Street A to
Structure 153. Considering the SSD lateral connections to the Lots, the Department is of the
opinion that the SSD serving Street A is too long to be effective in draining the pavement subgrade.
. Please define MFPG's for the lots adjacent to Lake No.3.
. Please define MFPG on the legend as follows: "Minimum flood protection grade 2' above 100-yr
flooding source (lowest structure opening permitted: window, door, etc.)
. Please label existing and proposed right-of-way.
. Wi II Structures 169 and 170 have solid castings or will they be grates?
. Please continue the curb across the Block "A" entrance as a depressed curb and continue the SSD.
How wide is the drive aisle?
. The Department recommends constructing Street A to City standards. If the minimum street width
cannot be provided, the Department recommends changing the inverted crown to a normal crown
and adding an additional inlet.
14. Sheet C402-Entrance Plan
. The entrance is too wide. Please locate the left turn bay in front of the median island and reduce the
24-foot exit lane to be I8-foot maximum.
. Please indicate widening for a IS-foot travel lane. The I2-foot auxiliary lanes shall be measured
from the IS-foot travel lane.
. How much of the right-of-way was accommodated in the drainage design? Would it be possible to
accommodate the detention of the full thoroughfare right-of-way in the detention pond design?
. Please indicate edge, lane and center striping for the entrance.
. Please show the installation of a SSD under the gravel shoulder adjacent to the auxiliary lanes.
. Thank you for delineating the new paving in the right-of-way with hatching. Please add the -
hatching to the legend with reference to the required pavement section.
. Please revise the "Road Cross-Section" to show 27-feet of new pavement, not 24-feet.
IS. Sheet C403-Entrance Plan
. There is a discrepancy with the symbols for structures 174 and 175.
17. Sheet C600-C602 Storm Sewer Plan & Profile
. The pipe cover at Structures 149, 150,165,166,178, 179,181,182 and 204 does not meet the
minimum requirement. Please revise to provide a minimum cover of2'-I" from the finished
pavement surface to the top of the pipe.
. Please show the SSD's on the profile benveen Structures 153-154, 153-156 and 153-152.
. Please demonstrate on plans or in the Drainage Report that unmatched pipe crowns does not have a
negative effect on the HGL and that the HGL remains below the top of castings for the design
storm.
19. Sheet C800
a. Revise bedding detail ~nd any specifications on the sheet to incorporate the following requirements
as they relate to Final Backfill under pavement: "Bedding, haunching and initial backfill materials,

service laterals under and within 5-feet of pavement shall be in accordance with the standard
practice of the utility that has jurisdiction over the installation. Final backfill for water mains, water
service laterals, sanitary mains and sanitary service laterals under and within 5-feet of pavement
shall be B-Borrow for Structure Backfill meeting the material requirements of the INDOT and shall
be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for the entire
depth of the material placed. The backfill for the top 6-inches of the excavation below the start of
the aggregate subbase of the pavement shall be No. 53 Stone meeting the material requirements of
the INDOT and shall be compacted to not less than 95% Standard Proctor Density. If the standard
practice of the utility that has jurisdiction over the installation has a more stringent final backfill
requirement, the more stringent requirement shall govern."
20. Sheet C80 I
a. Revise Rigid Pipe Bedding Detail to incorporate the following requirements: "Bedding, haunching,
and initial backfill for all RCP installations shall be B-Borrow for Structure Backfill meeting the
material requirements of the INDOT. Bedding shall be placed in the trench bottom such that after
the pipe is installed to grade and line, there remains a 4-inch minimum depth of material below the
pipe barrel and a minimum of 3-inches below the bell. For pipe sizes 66-inches and larger, the
minimum depth of material below the pipe barrel shall be 6-inches. Bedding, haunching and initial
backfill shall be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density
for the entire depth of the material placed. The backfill shall be brought up evenly on both sides of
the pipe for the full length of the pipe. Haunching shall extend to the springline of the pipe. The
limit of initial backfill shall be 6-inches above the springline. Minimum trench width shall be the
outside diameter of the pipe plus 18-inches. Final backfill for all RCP installations under and within
5-feet of pavement shall be B-Borrow for Structure Backfill meeting the material requirements of
the INDOT and shall be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor
Density for the entire depth of the material placed. The backfill for the top 6-inches of the
excavation below the start of the aggregate subbase of the pavement shall be No. 53 Stone meeting
the material requirements of the INDOT and shall be compacted to not less than 95% Standard
Proctor Density. Final Backfill for all RCP installations greater than 5-feet of pavement shall be
clean fill material free ofrocks larger than 6-inches in diameter, frozen lumps of soil, wood or other
extraneous material, compacted in 12-inch maximum lifts to not less than 90% Standard Proctor
Density for the entire depth of the excavation."
21. Sheet C802-Street Details
. Subsurface Drain Detail- Please replace this detail with the City of Carmel standard.
22. Sheet C803-Landscape Plan

All paving within the existing and proposed City right-of-way shall 'conform to the requirements ofthe Department of
Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to
schedule a pre-construction meeting to review the Department's construction requirements, staff notification
requirements, required inspections for certain stages of the work and to review the authority of the Department as it
relates to work within the existing and proposed City right-of-way.

We have reviewed the construction plans submitted the December 15th Technical Advisory Committee and offer the
following comments:
GENERAL INFORMA nON
This information was supplied with our initial review of the primary plat.
I. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way- City of Carmel (Interior Streetsll41,t Street).
. Water - City of Carmel.
. Sanitary Sewers - Clay Township Regional Waste District
. Storm Sewers/Drainage - Ha~lton Courtty Surveyor's Office I City of Carmel (Review).
. Regulatedl Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water Availability
. If an irrigation system is planned for this development, additional Board of Public Works and Safety
Water Availability approval will be required. This also applies to planned swimming pools and/or
clubhouse.
. Temporary Construction Entrance (if applicable and if located at a location other than planned
. permanent entrances) .
. Please be advised that any open cuts of dedicated streets will require separate Board of Public Works
and Safety approvaL
. Any permanent improvement (including jrrigation systems) to be installed within dedicated right of way
or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.

I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for
your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board reqllires prior approval by the Carmel Clay Plan Commission amI/or the
Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee.
All written reqllests to be placed on the Board's agenda must in elude the appropriate Docket Number and
the date (or dates) of approval by the Plan Commission amI/or the Board of Zoning Appeals (if applicable.
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department and Utility Department issues have been resolved. The design
engineer must certify all drawings submitted for final approval. This office will require a minimum of four-
sets of drawings for approval after an issues have been resolved. The drawings will be stamped as approved
and win be signed by the City Engineer and the Director of Carmel Utilities. The Owner win receive one-set

which is to be maintained on the construction site at all times. Carmel Utilities will receive one-set, our
Public Works Inspector will receive one-set and one-set will be maintained in the Engineering Department.
We wilI approve an additional two-sets of drawings, totaling six-sets if desired. The additional sets must be
provided with the minimum four-sets.
5. Please be advised that any instalIation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements wilI require a Consent to Encroach Agreement with the City of Carmel's Board of
Public Works and Safetv.
6. Carmel Utilities should be provided drawings for review of water issues. They wilI provide a separate review
regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for alI water main
locations.

BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:

. Water Mains
. Street Signs
. Sidewalks and/or Asphalt Paths (builders lot sidewalks, right of way sidewalks adjacent to common
areas and perimeter right of way sidewalks/paths may be bonded separately). Asphalt paths and/or
sidewalks located within common areas are not required to be bonded.
. The Hamilton County Surveyor wilI require bonding for Storm Sewers and Monuments & Markers. We
will not require duplicate bonding for these items. Sanitary Sewers are under the jurisdiction of Clay
Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
oflabor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amo.unt is based upon 15% ofthe
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/Certified/Official Checks. Please reference the enclosures for more detailed explanation of our
procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after alI other Engineering Department requirements have been
satisfied and prior to start of construction activities (the exception is that you are alIowed to move dirt on
site). Availability Fees are based upon total platted acreage for the development at the current rate of
$1,010.00 per acre for Water Availability. Based upon the primary plat indicated acreage, the following
Availability Fees would apply:

Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid

turning difficulties. We are requesting a design showing a cul-de-sac replacing the hammerhead
for easier access for fire department apparatus.
3. Our office, in conjunction with the Department of Community Development, are requesting in
newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant. This will allow the fire department to more easily spot fire hydrants during an
emergency.

Office on December 1, 2004 for this project and have the following comments:

2. The proposed project DOES NOT falJ in a Cannel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. The proposed project falls in the Stultz and Almond Regulated Drain Watershed.

6. This proposed project contains the Stultz and Almond Amt 1 Regulated Drain
across the parcel. Please show the location and easement tor the regulated drain

Ann 1 Regulated Drain be vaoated seross this parcel. The drain will need to have
a b~ather set on the east property line of this project and it will need to be

8. The Stultz and Almond main drain crosses the south-west comer of the site and
will be vacated at an upcoming drainage board meeting. This tile will also need
crushed or removed across this site and under the 141 It Street ROW. Any
connection the Stamper parcel bas to any remaining section of the drain will need
to be provided a new outlet (most likely directly into the lake). Please show this
drains and easement on the existing conditions sheet.
9. The HCSO believes that private tiles from this sit run east and connect into the
Stultz and Almond tile. Any of these tiles will need to be located, breathers set at
the east property line, and crushed or removed across this site. If any of these
tiles extend beyond the limits of Heather Knoll. they will need to be provided a
positive outlet and allowed to continue to function.
10. The existing well and septic field with the old house will need to be properly
abandon and shown on the demolition plan.
II. The SSD on the private drive (Street A) is over 800 feet in length from structure
154 to 149, with no additional access points. There is no possible way to
maintain an underdrain ofthat length, especially with a hammerhead at the end of
the street. Also. it appears there may be a contlict with the underdrains and the
pipes from structure 153.
12. The structure on the SW comer oflot S9 should be #145, not 144.
13. No SSD lateral is provided for lot 70. Please show this lateral.
14. Structure 172 is shown as in end section inlet tor the swale behind lots 70 to 73,
but because of the invert elevatiollt it wiU act as an outlet for Lake #3 at the 2 year
storm event. The will NOT be allow and a different way to collect the in this
swale win need to be found (IE nm a pipe ftom structure 161 and set a beehive
inlet at the lot line of 71.72).
15. Structure 148B will surcharge water before the 100 year flood event into the
ROW of1411t Street. Is the City of Carmel acceptable this that scenario?
16. The SSD laterals to the lots appear to be shifted to one side of the lot, which could
put them under the driveways. Our preferrecllocations in the center of the lot or
S' from one of the property lines. The current location is acceptable with us if the
house orientation has been predetermined so that the driveway location is known
and the SSD laterals do not conflict. If they are predetermin~ please submit a
letter in writing from the developer or home builder that this is the c:ase.
17. The SSD at the curb tumout for the amenity area cannot dead end like shown
because the flow nms ftom north to south. If'the curb does not continue across
the entrance, the SSD must continue across it and be upgraded to double-wall
HDPE.
