The comments from the City review have been satisfactorily addressed with the following exceptions: CONSTRUCTION DRAWING COMMENTS 16. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of-way. This note is incorrect on Sheet CaOl in that it refers to contacting the Street Department rather than the Department of Engineering. Please revise the note. 17. Please add the following notes to the sidewalk details on Sheet C80 1 "SPACING BETWEEN TRANSVERSE JOINTS SHALL NOT EXCEED 1.25 TIMES SIDEWALK WIDTH" and "SIDEWALK BUILT WITH DRIVEWAYS SHALL lIA VE MINIMUM THICKNESS OF 6 INCHES OR THICKNESS OF DRIVEWAY, WHICHEVER IS GREATER." The note about the depth of the transverse joints is incorrect. Please revise so that it is "1/4 of the walk thickness" rather than "~" of the walk thickness." These comments represent the Department of Engineering's second review of this project. We request that all responses to our comments be provided in writing. Failure to proved written responses may result in the delay of the review process. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan 'Commission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans. The proposed project falls in the incorporated area of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Elliott Creek Regulated Drain Watershed. 4. This project will be a Hamilton County Regulated Drain Subdivision, subject to approval of the Hamilton County Drainage Board. As per the prior agreement for the Village of West Clay, the underdrains win not be part of the regulated system. 5. Please submit the following procedural items to this office, petition for regulated subdivision, non-enforcement request for subdivision, outlet permit (Elliott Creek Drain), engineer's estimate, and all associated bonds for 120% of construction cost. The HCSO prefer they are centered in the lot so conflict do not occur, unless the housed are predetermined on the garage location. The Elliott Creek - Towne Pointe Ann (temporary site outlet) will need to be connected into the new stonn drainage system with this section as the current pipe will need to be removed with this section. Also, this does not appear to be addressed in the drainage calculations, even though this has been know about for over a year. 8. The landscape plan shows 3 trees along pipe run 696 to 700 that are to close to the stonn sewer. Please shift these trees at least 15 feet ftom the centerline of the pipe. 9. The rear on lots 19 and 20 drain in a south-west direction. Will they be able to drain over the walking path to structure 691 or will a pipe need placed under the walking path? 10. Please address the comments by Crossroads Engineering, on July 7, 2005, in the next submittal to our office 11. Please note the additional comments may be warranted at a later date. Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and by Carmel Utilities. The eight-sets will then be sent to the Hamilton County Surveyor's Office for approval and signatures. Three approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The Developer, the Engineer and the Contractor will each receive one-set. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way will require a Consent to Encroach Agreement with the City of Carmel's Board of Public Works and Safety. 6. Individual Performance Guarantees will be required for the following subdivision improvements: . Streets (Base, Binder and Surface. The asphalt surface may not be bonded separately from the stone base and asphalt binder). . Curb & Gutters . Water Mains (Off site water may be bonded separately, if applicable) . Street Name Signs . Sidewalks/Asphalt Paths within dedicated right of way. Interior (builder's lots) sidewalks and exterior sidewalks/asphalt paths (concrete sidewalks/asphalt paths within dedicated right of way and adjacent to common areas or perimeter roads) may be bonded separately. . Perimeter Road Right of Way Improvements if applicable. Storm sewer/storm drainage bonding (including sub surface drains) will be under the jurisdiction of the Hamilton County Surveyor's Office. They will also require bonding for Monuments & Markers and Erosion Control). Sanitary sewers are under the jurisdiction of the Clay Township Regional Waste District. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Ene:ineers Estimates for each improvement includine: unit costs. Quantities. materials and types of materials. etc. This office is to be provided with this detailed estimate prior to or in coni unction with submission to the Owner/Developer. Upon completion and release of individual Performance Guarantees, a three- year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Perfortnance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's Checks, Certified Checks or Official Checks. Please reference the enclosures for more detailed explanation of our procedures. .' o o AVAILABILITY AND CONNECTION FEES 10. Water Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage for the development at the current rate of $1,010.00 per acre (Water Availability Fee). Based upon the secondary plats indicated acreage, the following Water Availability Fees would apply: 13.087Acres @ $1,01O.00/Acre = $13,218.00 Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Water Connection Fees are paid on a oer-lot basis. . If an irrigation system, swimming pool or clubhouse is planned for these, or any future section of the development, additional Water Connection Fees will be assessed based upon the recommendation of the Director of Carmel Utilities. 11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted for review to this office. We will share Crossroad's comments as they are received. CONSTRUCTION DRAWING COMMENTS 12. Any off-site easements necessary for installation of utilities must be secured prior to the Department of Engineering approving the drawings. 13. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets. 14. All lots adjacent to side yard easements shall be wide enough to accommodate the anticipated house model and any planned driveways such that there is no encroachment into the easements. 15. Please revise the Typical Street Cross-section on Sheet C801 to require the following pavement section for the paving of the proposed interior public streets: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone. Please add a note that all paving must be completed in one paving season. 16.
