Dear Mr. Crosby:
The City has received your comment letter and drawings dated September 19, 2005 based upon the City
review of August 15,2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COMMENTS-CONSTRUCTION PLANS
12. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
Still did not find anything indicating ADA ramps. Please explain how these are designated
and on which sheets they are shown.
14. Please remove Sheets LlOI-Ll04 and Sheets L201-L203 from the sets submitted to the
Department of Engineering for approval. The Department of Engineering does not approve these
sheets. Please be sure to also remove these items from the index on the title sheet. Repeat this
comment. The Department of Engineering does not approve the landscap~ plan and if they
are attached to what is approved by this office, approval of the plan will be inferred.
16. On street plan-profile sheets, please delete any backfill general notes. The details should be
revised to incorporate the City's backfill specification. Also, please add City of Carmel standard
minimum cover note to each sheet. Please add current City of Carmel standard minimum
cover requirements - see attached copy. . ..
21. Please add the City of Carmel standard backfill requirement and standard minimum cover
requirements for the installation of these utilities under City streets to the water and sanitary plan
sheets, or to the appropriate details on the Detail sheets and delete all generic granular backfill
references on these sheets. Please add current City of Carmel standard minimum cover
requirements.
22. Please add the City of Carmel standard backfill requirement and minimum cover requirements for
the installation of storm sewers under City streets to the storm sewer plan-profile sheets, or to the
appropriate details on the Detail sheets and delete all generic granular backfill references on these
sheets. Please revise to include the current minimum cover requirements.
Based upon additional review, the City provides additional comment:
1. Please add the following note to the subsurface drain detail "THE PIPE FOR ALL
SUBSURFACE DRAIN IS TO BE DOUBLE WALL HANCOR HI-Q OR EQUIVALENT."
These comments represent the Department of Engineering's second review of the construction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in the delay of the review process.

It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews.

have been revised according to the review TAC comments. The
revisions and responses corresponding to your comments are as
follows:
Plat
1. The docket number has been added to the plat.
2. The flood statement has been added to sheet 3 of the plat.
3. The covenants need recorded before that number is available to
inset and usually done in the same process. The survey will be
recorded and the number inserted prior to the mylars being
prepared for signatures.
4. The zoning and set back information has been added to sheet 2 of
the plat.
5. The Right-of-way has now been labeled.
6. Any signage will be permitted as required.

Dear Gary,
The Secondary Plat and Construction Plans have been revised according to
the T AC comments. The revisions and responses corresponding to your
comments are as follows:
General Information
1. The site will be designed to meet the City of Carmel standards.
2. The jurisdictional requirements of Carmel will be followed as well as the
requirements for the Hamilton County Surveyor.
3. Board Works:
a. Water and sewer availability has been requested.
b. Water availability will be requested for any irrigation system.
c. No curb cuts are planned for amenity areas.
d. A Consent to Encroach Agreement for anything in the right-of-
way will be prepared for approval.
e. The Secondary Plat will be approved by the Board of Works.
f. No right-of-way dedication other than what will. be shown on the
secondary plat is planned.
g. The Board of works schedule will be followed for submittals.
4. All comments will be answered in writing and the seven construction sets
will be submitted after approval.
5. Any improvements in easements or right"'of-way will be included in a
consent to encroach agreement.

6. Carmel Utilities has been provided with the plans plat for review and their
comments will be addressed directly.
7. Carmel utilities will be contacted for waterline locations.
8. I have copies of the procedural information.
Bondina Reauirements
9. Bonds will be provided by the developer. Final Engineers Estimates for
the improvements have been submitted. The Hamilton County Highway
Department will be involved with any improvements on 146th Street.
10. A copy of the revised plans and drainage report has been sent to
Crossroads Engineering along with the revisions and response letter to
their concerns.
Availabilitv and Connection Fees
11. Availability and connection fees will be paid by the developer/builder.
Connection fees will be required for irrigation.
Proiect Comments - Construction Plans
12. The handicapped ramps are shown.
13. The curve data tables have been copied to the street plans.
14. The landscaping plans are required by Carmel and many TAC members
review them for various purposes. Please ignore them if you do not want
to see them.
15. The corner lots will fit the homes being designed for this site.
16. The cover note has been added to each street profile. No backfill notes
are on the street profiles.
17. The island and lane width dimensions are shown shown on the entrance
. plan. The auxiliary lanes on 146th Street have been worked out with the
Highway Department.
18. A maintenance of traffic plan has been added to sheet C301.
19. The sign ordinance note has been added.
20. The note has been added to the respective sheets.
21. The backfill requirements have been added to the specifications and
details were applicable.
22. Same as 21.
23. The pavement sections have been updated.
24. The sidewalk detail has been replaced.
25. Yes. The entire common area is a platted drainage easement.
26. We agree with your previous letter and will be improving any downstream
conditions considerably in all storm events by adding detention and by over
detaining the standard amounts required.
27. The details have been revised.

Dear Greg,
The Secondary Plat and Construction Plans for Grandin Hall, Section 1
have been revised according to the review T AC comments. The
revisions corresponding to your comments are as follows:
1. The project is in Carmel's jurisdiction.
2. Please indicate if any special requirements are needed.
3. The outlet request and fees have been submitted.
4. A copy of the letter from the City Engineer is attached indicating our
ability to use the platted drainage easement in install drainage
improvements.
5. The landscaping is absent directly over the storm sewers. The nice
wide flat area along the north side of the Woodfield lake is the best
access area to the outlet and the offsite storm sewer and could also be
used to get to the Freemont-Randal Drain that begins at the south end
of the Woodfield lake. The legal drain would be best accessed from
the streets in Woodfield however.
6. Your comments were provided by email and responded to.
7. The comments from Carmel and Crossroads Engineering will be
addressed.
8. Any further comments will be addressed.

Dear Greg,
The Secondary Plat and Construction Plans for Grandin Hall, Section 1
have been revised according to the review TAC comments. The
revisions and responses corresponding to your comments are as
follows:
1. Plans have been revised to show the 2-year, 10-year, 1 OO-year and
bottom elevation for the lake.
2. The critical elevations have been added to the lake detail as
requested.
3. The site is on the south side of 146th Street. The right-at-way tor
146th Street is already full developed with 5 lanes and curb and gutter
and the entire R/W is accommodated by storm inlets.
4. The basin areas have been converted to acres.
5. The pipe to Str 120 has been revised in the future section's design.
6. The hydraulic grade lines have been added.
7. Inlet capacity and gutter spread calculations have been added.
The requirements are met.
8. Drainage arrows have been added.
9. Elevations at all grade breaks are on the plans and tlow arrows
have been added.
10. The project name has been corrected.

12. The storm sewers have been revised to meet the maximum
velocity requirement.
13. The note and the flood protection grades have been added.
14. Spot elevations in addition to the previous note have been added
to the spillway and the drainage narrative has been revised to include
the spillway.
15. Structure 166 is now a beehive inlet.
16. The discrepancies between the report and plans have been
corrected.
17. The discrepancies between the inverts in the plans and those in
the report have been corrected.
18. The future storm structures are not shown. The inlet spacing for
Structures 120 and 121 has been accounted for and the storm sewer
spread sheets have been revised.
19. The pipe cover has been corrected in all areas except at structure
101 where we are picking up and existing swale in a homeowner's
back yard and can not meet the requirement right at the inlet. The
cover is present a few feet away from the inlet.

The City has received your comment letter and drawings dated September 19, 2005 based upon the City
review of August 15,2005,
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COMMENTS-CONSTRUCTION PLANS
12, ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
Still did not find anything indicating ADA ramps. Please explain how these are designated
and on which sheets they are shown.
14, Please remove Sheets 1101-1104 and Sheets L20l-L203 from the sets submitted to the
Department of Engineering for approval, The Department of Engineering does not approve these
sheets. Please be sure to also remove these items from the index on the title sheet Repeat this
comment. The Department of Engineering does not approve the landscape plan and if they
are attached to what is approved by this office, approval of the plan will be inferred.
16, On street plan-profile sheets, please delete any backfill general notes. The details should be
revised to incorporate the City's backfill specification. Also, please add City of Carmel standard
minimum cover note to each sheet Please add current City of Carmel standard minimum
cover requirements - see attached copy. ' . ..
21. Please add the City of Carmel standard backfill requirement and standard minimum cover
requirements for the installation of these utilities under City streets to the water and sanitary plan
sheets, or to the appropriate details on the Detail sheets and delete all generic granular backfill

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on August 3, 2005 for this project and have the following comments:
1. This proposed project falls within the incorporated area of the City of Cannel.
2. This proposed project DOES fall within a Carmel Wellhead Protection Zone.
3. This proposed project fall in the Freemont Randall Regulated Drain Watershed.
4. An off-site easement or acknowledgment letter wilt be required for the site outlet
that runs south. It appears this common area is still owned by Langston
Development.
5. It appears the landscaping block access for maintenance work on the site outlet
pipe for this site. I would guess that Carmel Engineering Department will
comment on this. The Hamilton County Surveyor's Office would ask that a
maintenance path will be thought about for the City of Cannel and us to access
the Freemont Randall Drain.
6. Further discussion will need to take place that might help provide an emergency
overflow for the Woodfield Lake south ofthi& property. I will contact you at a
later date about this issue.

3. Board of Public Works and Safety Requirements:
. Water Availability and Sanitary Sewer approval from the Board is based upon the total
number of single-family residences @ 1.0 EDU/single family residence. If a community
swimming pool or bathhouse is planned, additional Water and Sanitary Sewer Availability
approval from the Board will be required and additional Water and Sanitary Sewer
Connection Fees will be assessed. If entryway or other community irrigation systems are
planned, these will also require additional Water Availability approval from the Board and
additional Water Connection Fees will be assessed.
. Commercial Curb Cut approval will be required for the Community Amenity Area (Common
Area E).
. Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements within the subdivision. This approval would require a
Consent to Encroach Agreement between the Owner and the City of Carmel. Irrigation
systems or other improvements installed in the right of way of l46th Street will require
approval of the Hamilton County Highway Department.

A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was
previously sent for your use. Please use the Engineering Department deadlines for submissions to
the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board o/Zoning Appeals (ifapplicable) and completion o/review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Carmel Utilities issues have been
resolved. The design engineer must certify all drawings submitted for fInal approval. We will
require a minimum of fIve-sets of drawings for approval after all issues have been resolved. The
drawings will be stamped as approved and will be signed by the City Engineer and by Carmel
Utilities. One set will be distributed to the Owner/Developer to be maintained on the construction
site. Two sets will be distributed to Carmel Utilities and two sets to the Engineering Department.
If the Owner/Developer wishes to have additional signed and approved sets, we will approve an
additional two sets or a total of seven sets. The additional sets must be submitted with the
required fIve sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way (excepting l46th Street) or dedicated easements will require a Consent to Encroach
Agreement with the City of Carmel's Board of Public Works and Safety.
6. Carmel Utilities should be provided copies of all drawings and revisions for review of water and
sanitary sewer issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main and sanitary sewer locations.
8. I have sent copies of the following previously and will not send additional copies unless requested
to do so:

BONDING REQUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:

Individual Performance Guarantees will be required for the following subdivision improvements:
. Interior Streets (base, binder and surface).
. Curbs (interior streets)
. Water Mains
. Sanitary Sewers
. Storm Sewers
. Street Signs
. Monuments & Markers
. Sidewalks may be bonded separately as follows:
Interior - Builders Lots
Exterior - All other including sidewalks/paths in dedicated right of way adjacent to common
areas. Sidewalks and/or Asphalt Paths in the right of way of l46th Street are not bonded with
the City of Carmel.
The amount of the Performance Guarantee is based upon a certifIed Engineer's Estimate for 100%
of the cost oflabor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees

enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way of 146th Street is under the jurisdiction of the Hamilton
County Highway Department
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide 2-sets of
plans and calculations to allow us to send the extra set to Crossroad to save some time in the
review process.
AVAILABILITY AND CONNECTION FEES
11. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Availability Fees are based
upon total platted acreage for the development at the current rate of$I,01O.00 per acre, Water
Availability Fee and $1,365.00 per acre, Sanitary Sewer Availability Fee. Based upon the primary
plats indicated acreage, the following Availability Fees would apply:
Water- 39.08 Acres @ $1,OlO.OO/Acre = $39,471.00
Sanitary Sewer- 39.08 Acres@$1,365.00/Acre= $53.344.00
Total Availability (acreage) Fees $92,815.00
Connection Fees are currently $1,310.00 for water and $795.00 for sanitary sewers (total
$2,105.00) per single-family residence. Connection Fees are paid when the infrastructure has been
complete, satisfactory test results obtained and the subdivision has been released for permits.
Water and Sanitary Sewer Connection Fees are paid on a per-lot basis.
. If an irrigation system, swimming pool or clubhouse is planned for this, or any future .
section of the development, additional Water and Sanitary Sewer Connection Fees will
be assessed based upon the recommendation of the Director of Carmel Utilities.

15. As stated at the primary plat review, all lots adjacent to side yard easements should be wide
enough to accommodate the anticipated house model and any planned driveways such that there is
no encroachment in the easements.
16. On street plan-profile sheets, please delete any backfill general notes. The details should be
revised to incorporate the City's backfill specification. Also, please add City of Carmel standard
minimum cover note to each sheet.
17. At the entrance, please indicate and label the width of the entrance and exit lanes and the median
island. The City will defer to the Hamilton County Highway Department for any comments they
may have related to the entrance configuration and median island width and need for auxiliary
lanes.
18. Please provide a maintenan~e of traffic plan for any work at the 146th Street entrance.
19. Please add the following note to Sheet C303: "ALL SIGNS ARE INSTALLED BY THE CITY
AND REQUIRE AN ORDINANCE."
20. Please add the following note to the water, sanitary, and storm plan sheets: "THERE ARE TO BE
NO WATER VAL YES OR MANHOLES WITHIN THE PA YEMENT, CURBS, OR
SIDEWALKS" except curb inlets.

26. The Department would expect that the storm water collection, conveyance, and detention system
has been designed in accordance with the letter from the Department of Engineering dated May
11,2005 and previous discussions related to upstream and off-site drainage areas, and the
restrictions and concerns of the downstream receiving system.
27. Details 8/C802, 5/C802, and "Typical Water Main Detail" on C703 shall be revised to conform to
City backfill requirements under City streets.

This letter is in response to your Secondary Plat Application for Grandin Hall, Sec 1. It is anticipated that
you will be heard at the August 17 T AC meeting, where additional comments may be voiced. Please
