The City has received your comment letter and drawings dated September 26, 2005 based upon the City
review of August 30, 2005.
The comments from the City review have been satisfactorily addressed with the following except~ons:
CONSTRUCTION DRAWING COMMENTS
16. Please indicate and label the curb return radii at each of the intersections. On Sheet C302, the
curb return radii are not labeled at the intersections with Castlebar Boulevard. The curb
return radii at the intersection of Carlow Run and Tullamore Court are not labeled.
22. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for IS-foot travel lanes on the property side of Towne Road and 141stStreet.
Auxiliary lanes shall be measured from the edge of the IS-foot travel lane. Please add a note t~ the
site plan that all existing pavement shall be sawcut to a clean edge where new pavement (for
widening or for auxiliary lanes) is to be installed adjacentto existing pavement. Any new
pavement placed in the Towne Road or 141st Street rights-of-way for widening, for auxiliary lanes
and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5
inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53
stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate this section
with hatching on the plans and appropriate reference in the legend. Perimeter Road Note Ion
CIOl, CI02, C301, and C304 refers to "x-section on P801." There is no sheet P801 in this set
of plans and there is no cross-section that details the widening on sheet C801.
Based on additional review, the City provides additional comments:
5. Sheet C301, Entrance Plan, Boulevard Cross-section- revise "80' right-or-way" to "80' right-of-
way." This has not been revised.
These comments represent the Department of Engineering's third review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other conunitt.:e meetings.

The City has received your comment letter and drawings dated August 18,2005 based upon the City
review of July 15,2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
CONSTRUCTION DRAWING COMMENTS
13. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets. :>
Repeat this comment.
15. Where is the horizontal curve data located on the construction plans? Please provide horizontal
curve data on appropriate sheets of the construction plans.
16. Please indicate and label the curb return radii at each of the intersections. You stated that the
curb return radii are labeled on the intersection details. We did not find them labeled on the
intersection details.
18. At the entrance, you may provide a maximum width of 10 feet for the median and a maximum
width of 18 feet for each of the lanes. Please indicate and label these widths on Sheet CI01.
19. On street plan-profile sheets, please add the Department's standard cover note. The note added is
not the current note. Please see the attached copy of current backfill and cover
reg uiremen ts.
20. Please show water mains, sanitary, and storm on profiles. There is a water line crossing on
Murphy Hall Circle West between Sta. 7+00 and Sta. 7+30.62 that isn't shown on the profile.
There is a water line crossing Castlebar Boulevard that isn't shown on the profile.

23. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please
develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this
plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend. Please revise Perimeter Road
Improvements Note 3 - entire width of existing pavement is to be milled, not just 1 inch at
the edges.
28. Please add the Department's standard backfill and cover requirements to the water and sanitary
plan-profile sheets. Your response of 8-16-2005 stated these notes have been add~d. Please
explain in writing where they are located.
31. Please add the following note to the sidewalk detail on Sheet C801: "SIDEWALK BUILT WITH
DRIVEWAYS SHALL HAVE MINIMUM THICKNESS OF 6" OR THICKNESS OF
DRIVEWAY, WHICHEVER IS GREATER." Your response of 8-16-2005 stated this note has
been added. This note has not been added.
32. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way. Please change the word "STALL" to
"STAFF."
33. Please remove Sheets LIOI-LIOS, and L201-L204 from plans submitted to Department of
Engineering for approval.
Based on additional review, the City provides additional comments:
1. Please specify the material for the subsurface drain to be double wall 6" Hancor Hi-Q or
equivalent.
2. Please provide cross-sections for 141s1 Street and Towne Road indicating the existing half
pavement width, the widening, the #73 stone shoulder, and other improvements referenced to the
existing pavement centerline. Please place Section A-A at a location where the auxiliary lanes are
at full width.
3. Sheet C304 - Please add edge lines for the east side of Towne Road and the south side of 141 sl
Street along the property frontage.
4. Sheets C601 - C605 Please remove references to granular backfill in the legend at the bottom of
these sheets. This is superceded by the Department's standard backfill requirements.
5. Sheet C301, Entrance Plan, Boulevard Cross-section - revise "80' right-or-way" to "80' right-of-
way."

Please submit a revised Secondary Plat after the T AC meeting with the above-mentioned changes. Once these
changes have been made and comments addressed, please produce a Mylar copy for signature by this Department.
Two paper copies of the plat must be filed with the Mylar prior to recording, and three paper copies and a Mylar of
the recorded plat must be submitted following recording. Our approval of the secondary plat (signature) will be
forthcoming upon revision of the plans according to the items listed above.
Also, the staff has been advised that we cannot present a Secondary Plat to the Director for signature from this point
forward until Terry Krueskamp (tkrueskamp@carme1.in.gov) in Information Systems has received an e-mail with an
electronic file attached (Micro Station .dgn is preferred, or AutoCad .dwg of the subdivision) and it (the e-mail) has
been copied to Matt Griffm (mgriffm@carme1.in.gov) and myself (aconn@carme1.in.gov). (Also, Matt Griffm

Dear Angelina,
The Secondary Plat and Construction Plans for Murphy Hall, Section 1
have been revised according to the review T AC comments. The
revisions and responses corresponding to your comments are as
follows:
Plat
1. The docket number has been added to the plat.
2. Copies of the transmittal letter to the T AC members are attached.
3. Non access easements have been added on both perimeter roads.
4. As discussed, the lot monumentation is noted rather than shown
because of the legal implications of showing monuments that can not
be set due to conflicts with sidewalks or storm sewer structures etc.
The monumentation report that we record identifies any such conflicts.
5. The half designation has been added to the R/W labels.
6. The zoning and setback information has been added to the plat.
7. A flood statement has been added to the plat.
8. The space for the instrument number of the covenants is on the
plat. These get recorded just before the plat and the number can be
written in at that time.
9. Any subdivision,signs will be approved with a sign permit.

Dear Greg,
The Secondary Plat and Construction Plans for Murphy Hall, Section 1
have been revised according to the review T AC comments. The
revisions and responses corresponding to your comments are as
follows:
1. The project is in Carmel's jurisdiction.
2. No well head protection areas affect this site.
3. The required forms for the regulated drain have been submitted.
4. A copy of the Engineer's estimates is attached.
5. The 1 OO-year elevation of Lake 1 has been corrected on the plans.
6. The top-of-bank for Lake 1 is more than 2' above the 100-year
elevation.
7. The SSD stubs are typically not right on the lot line, but at least 5'
off the lot line leaving room for the pedestals and transformers yet
keeping within the side yard set back. The sump pump lines typically
run around the house from the side or the back. The sewer and water
laterals are both in the center of the lot to avoid the driveway and the
need for the SSD connection to cross them.
8. The dip in the path at the location mentioned is shown as the
emergency overflow for Lake 1. ".' .
9. The flood routing from Heather Knoll will generally follow the storm
sewers picking up the low area where the drain t,i1e crossed on to the
site. Flood routing arrows have been added.
10. The abandon notes have been added to the plans with a specific
note for the Towne Road crossing. ' .

14. The structure number on sheet C603 has been corrected.
15. Structure 158A has been added.
16. The current SSD standard is shown on the plans.
17. Gutter spread calculations have be,en completed and no streets
have less than a 10' clear width.
18. The landscaping has been relocated as needed to provide 15'
separation from the trees to the storm sewers. The flood routing is
also along the storm sewers where the trees have been removed.
19. We are required to use the latest details from the Hamilton County
Surveyor's office. These details have the casting notes on them. A
note has also been added to each profile sheet.
20. Any further comments will be addressed.

The Secondary Plat and Construction Plans have been revised according to
the T AC comments. The revisions and responses corresponding to your
comments are as follows:
General Information
1. The site will be designed to meet the City of Carmel standards.
2. The jurisdictional requirements of Carmel will be followed as well as the
sewer requirements for Clay Township Regional Waste and the drainage
requirements of the Hamilton County Surveyor.
3. Board Works:
a. Water and sewer availability has been requested.
b. The curb cut will be requested with the pool construction plans.
c. Any temporary entrance at locations other than the proposed
entrance will be approved at the Board of Works.
d. A request for the 141st Street cut will be submitted.
e. A Consent to Encroach Agreement for anything in the right-of-
way will be prepared for approval.
f. The Secondary Plat will be approved by the Board of Works.
g. No right-of-way dedication other than what will be shown on the
secondary plat is planned.
h. The Board of works schedule will be followed for submittals.
4. All comments will be answered in writing and the eight required
construction sets will be submitted after approval.
5. Any improvements in easements or right-of-way will be included in a
consent to encroach agreement.

6. Carmel Utilities has been provided with the plans plat for review and their
comments will be addressed directly.
7. Carmel utilities will be contacted for waterline locations.

Bondina Reauirements
9. Bonds will be provided by the developer. Final Engineers Estimates for
the improvements will be submitted once the plans are approved.
10. A copy of the plans and revised drainage report has been sent to
Crossroads Engineering along with the revisions and response letter to

Availability and Connection Fees
11. Availability and connection fees will be paid by the developer/builder.
Connection fees will be required for irrigation.
Construction Drawina Comments
12. Offsite Easements are not required.
13. The handicapped ramps are shown on the plans.
14. The street width and RIW width are labeled.
15. Curve data is shown on the plat.
16. The curb radii are labeled on the intersection details. They are all the
same (20'R) except for the entrance.

21. The decel taper has been revised.
22. The street widening is indicated on the plans. See perimeter road

has been corrected.

improvement notes. A striping plan has been added and the thermo
plastic has been indicated.

Dear John,
The Secondary Plat and construction plans have been revised according to
your comments. The revisions corresponding to your comments are:
1. The basin area is the temporary swales. There are temporary swales
collecting some offsite runoff and several acres of future lots that may also
be used for a stock pile area. The basin detail is relatively inexpensive but
still an effective way to trap any sediment that does accumulate there even
if it is minimal. The temporary swales will be able to store considerable
runoff.
2. Inlet protection has been added at the IS" culverts on Towne Road.
3. The sediment basin outlet is the protection for Str 126A. The additional
inlet protection is now called out.
4. A new detail has been created for the culvert/end section protection.
One set of the revised construction plans are enclosed for you review. Please
approve these revised plans or call me if you have any questions.

We have reviewed the construction plans submitted for this project for review for the August 17, 2005
Technical Agvisory Committee. We offer the following comments:
GENERALINFO~ATION
1. The project site is located within current City of Carmel Corporate Limits.

. Water Availability approval from the Board is based upon the total number of single-family
residences @ 1.0 EDU/single family residence. If a community swimming pool or bathhouse
is planned, additional Water Availability approval from the Board will be required and
additional Water Connection Fees will be assessed. Ifentryway or other community
irrigation systems are planned, these will also require additional Water Availability approval
from the Board and additional Water Connection Fees will be assessed.

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department, Carmel Utilities and Hamilton
County Surveyor's Office issues have been resolved. The design engineer must certify all

Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings

9. Upon initial review, it appears the following bonding requirements may apply to this project:

Individual Performance Guarantees will be required for the following subdivision improvements:
. Interior Streets (Base, Binder and Surface. The asphalt surface may not be bonded separately
from the stone base and asphalt binder.) .
. Perimeter Roads/Streets Right of Way Improvements if applicable (right of way pavement
including accel, decel, passing blister, widening, stone shoulders, striping, etc.)
. Curb & Gutters
. Water Mains (Off site Water Mains may be bonded separately if applicable).

. Sidewalks/Asphalt Paths may be bonded separately as follows:
Interior - Builders lots concrete sidewalks within dedicated right of way

adjacent to common areas and/or perimeter streets.
Storm Sewer/Storm Drainage bonding (including sub surface drains) will be under the jurisdiction
of the Hamilton County Surveyor's Office. They will also require bonding for Monuments &
Markers. Sanitary sewers are under the jurisdiction of the Clay Township Regional Waste
District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Eneineers Estimates for each improvement
includine unit costs. Quantities. materials and types of materials. etc. This office is to be
provided with this detailed estimate prior to submission to the Owner/Developer. Upon

completion and release of individual Performance Guarantees, a three-year Maintenance
Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other
improvements. Performance Guarantees may be Performance or Subdivision Bonds or
Irrevocable Letters of Credit. Please reference previous enclosures for more detailed explanation
of our procedures.
Right of Way Permit and Bonding
\ _ Any work in the dedicated right of way of Towne Road or 1415t Street will require a Right of Way
Permit. If the work is included in the scope of work of a posted Performance Guarantee, no
additional bonding will be required. If it is not included, a License & Permit type Right of Way
bond will be required in the amount of $2,000.00 per instance of work in the right of way. Any
open cut in the pavement of either Towne Road or 14151 Street will require separate Board of
Public Works and Safety approval.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
We understand that you have submitted construction plans and drainage calculations directly to
Crossroad Engineers.
AVAILABILITY AND CONNECTION FEES
11. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Availability Fees are based
upon total platted acreage for.the development at the current rate of$I,010.00 per acre (Water
Availability Fee). Based upon the secondary plats' indicated acreage, the following Water
Availability Fees would apply:
32.679 Acres @ $1,OlO.OO/Acre = $33,006.00
Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees
are paid when the infrastructure has been complete, satisfactory test results obtained and the
subdivision has been released for permits. Water Connection Fees are paid on a per-lot basis.
. If an irrigation system, swimming pool or clubhouse is planned for this, or any future
section of the development, additional Water Connection Fees will be assessed based
upon the recommendation of the Director of Carmel Utilities.
CONSTRUCTION DRAWING COMMENTS
12. Any off-site easements necessary for installation of utilities must be secured prior to the
Department of Engineering approving the drawings.
13. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
14. Where is the horizontal curve data located on the construction plans?
15. Please indicate and label the curb return radii at each of the intersections.
16. All lots adjacent to side yard easements should be wide enough such that there is no encroachment
in the easements.
17. Sheets ClOl and ClO2 Under PERIMETER ROAD IMPROVEMENTS, Note 1 refers to x-
section on Sheet P801. We did not fmd the cross-section on Sheet C80!. Referring to Note 2, the
stone shoulder is not part of the IS-foot widening as this note implies. The 3-foot wide shoulder is
in addition to the IS-foot widening for a total of 18 feet. Referring to Note 3, the entire Towne
Road roadway (not just the edge) along the property is to be milled 1 inch and resurfaced with 1.5
inches of#l1 surface.
18. On street plan-profile sheets, please add the Department's standard cover note.
19. Please show water mains, sanitary, and storm on profiles.
20. One of your primary plat responses was "The northeast comer indicates right-of-way to be
dedicated to allow an entrance across from the Saddle Creek entrance for the remaining acreage
north of this project and south of 146th Street. This was a specific requirement of the DOCS."
Please ascertain from the DOCS information about who is required to build the auxiliary lanes at
this entrance and provide this information in writing to the Department of Engineering.

21. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for 15-foot travel lanes on the property side of Towne Road. Auxiliary lanes
shall be measured from the edge of the 15-foot travel lane. Please add a note to the site plan that
all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for
auxiliary lanes) is to be installed adjacent to existing pavement. Any new pavement placed in the
Towne Road right-of-way for widening, for auxiliary lanes and for each entrance up to the
mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2
\ . inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or
match existing, whichever is greater. Please delineate this section with hatching on the plans and
appropriate reference in the legend. Please provide a cross-section of Towne Road which shows
these features and dimensions.
22. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please
develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this
plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend.
23. Please provide a Maintenance of Traffic plan.
24. Please add the following note to the Traffic Control Plan: "SIGNS ARE INSTALLED BY THE
CITY AND REQUIRE AN ORDINANCE."
25. Please add the following note to the water plan: "THERE ARE TO BE NO WATER VAL YES
OR MANHOLES WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS."
26. Please add the Department's standard backfill and cover requirements to the water and sanitary
plan-profile sheets.
27. Please revise the pavement section on Sheet C801 to the following: 1.5 inches HMA #11 surface
on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone.
28. Please add the following note to the sidewalk detail on Sheet C801: "SIDEWALK BUILT WITH
DRIVEWAYS SHALL HAVE MINIMUM THICKNESS OF 6" OR THICKNESS OF
DRIVEWAY, WHICHEVER IS GREATER."
29. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
30. Please remove Sheets L1 01, L1 02, and L201 from plans submitted to Department of Engineering
for approval.
These comments represent the Department of Engineering's initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews and on the
grading and drainage system upon receipt of drainage calculations. These comments may affect the
drainage system layout presented on the construction plans.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on July 7, 2005 for this project and have the following comments:
1. This proposed project falls within the incorporated area of the City of Cannel.
2. This proposed project DOES NOT fall within a Carmel Wellhead Protection Zone.
3. This proposed project fall in the Stultz and Almond Regulated Drain Watershed.
4. Please submit the following procedural items to this office, engineer's estimate and
all associated bonds for 120% of construction cost. The bonds must cover the storm
sewers, SSD, erosion control, and Monumentation for section 1 of this project.
S. The 100 year elevation on lake #1 in the constnlction plans does not match the 100
year elevation in the drainage calculations. Please review and revise.
6. The TOB of lake #1 needs to be 2 feet about the 100 year elevation per HCSO
Standard Detail D-7.
7. The HCSO prefers the SSD laterals to be centered in the lot, to avoid conflicts,
unless the builderpredetennined the handing of the homes. The locationjust of the
lot lines is usually obstructed with utilities (transfonners, phone pedestals, and cable
boxes) and the driveway can be right there to. Please move to center oflot or
provide convincing argument that the current location is best for Estridge.

8. Please show an emergency overflow (at the 100 year) and flood routing for lake #1.
The HeSO would recommend the existing 15" CMPs under Towne Road as the
emergency routing for this development and the project west ofMUlphy Hall. The
10' asphalt path will need to "dip" in this location or pipes will need to be installed
under it (just like on the other side of Towne Road).
9. How will the flood routing from the neighboring Heather Knoll Section 2 be passed
through the site? I think some changes have been made to Heather Knoll flood
routing, but it will need to be conveyed to the lake (either by surface or thm stonn
sewer). This flow will exit the pond tJuu the emergency overflow on the Murphy
Hall Lake.
10. The Stultz and Almond Arm #1 tile will need to be crushed or properly abandon
across this site. The tile will need to be abandon up to the manhole on the east side
of Towne Road, near the twin 15" CMPs. The proper abandonment of the tile under
Towne Road will need to be approved by the City of Cannel Engineering
Department. This may include crushing the tile or grouting the tile full to prevent
future problems within the ROW.
II. Since water is being discharges in the twin IS" CMPs from the roadside drainage,
the HCSO will require the casting on the manhole east of Towne Road to be
changed to a Neenah 4342 or equivalent. This is to allow the water to enter the tile
rather then continue across the surfacet which has created flooding problems in the
past.
12. The easements for the regulated drains in common area "P't need to be labeled on
the plat.
13. The following structures will require debris guards: 102, 126A, and 184.
14. One sheet C603, structure 113 drains into structure t 06, not 108 (miss labeled).
I s. Pipe run 1 S9 to 158 exceeds the 400 foot maximum allowed by HCSO. Please add
a structure in the middle to shorten the maximum pipe length.
16. HeSO will defer to the SSD standard of the City of Cannel. Our new standard for
SSD has not taken affect yet, but we will soon be requiring double wall smooth bore
SSD (HOPE) for all regulated SSD pipe.
17. The drainage calculations do not include gutter spread calculations. Please provide
them for review or certify that the required inlet spacing will not allow for a clear
lane width narrower then 10 feet in a 10 year stonn event.
18. Several conflicts with the landscaping and regulated drains are shown in the
landscape plans. HCSO does not allow trees within the regulated drain easement or
within 15' from the centerline of pipe in the common areas. Please review and
revise. Also, the landscaping cannot block the emergency overflow from Heather
Knoll Section 2.

23. The City typically requires 1" milling with 1.5" HAC. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please
develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this
plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend. -
24. Please indicate the curb return radius at the entrance. The curb return radius must be a minimum
of 40 feet.
25. Please provide a Maintenance of Traffic plan.
26. Please add the following note to the Traffic Control Plan: "SIGNS ARE INSTALLED BY THE
CITY AND REQUIRE AN ORDINANCE."
27. Please add the following note to the water plan: ''THERE ARE TO BE NO WATER VALVES
OR MANHOLES WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS."
28. Please add the Department's standard backfill and cover requirements to the water and sanitary
plan-profile sheets.
29. Please revise the pavement section on Sheets C30l and C80l to the following: 1.5 inches HMA
#11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone.
30. The location of the subsurface drain in relation to the joint between the mainline pavement and
curb is shown incorrectly on the typical cross-section. Please revise so that it conforms to the City
standard detail.
31. Please add the following note to the sidewalk detail on Sheet C80l : "SIDEWALK BUILT WITH
DRIVEWAYS SHALL HAVE MINIMUM THICKNESS OF 6" OR THICKNESS OF
DRIVEWAY, WHICHEVER IS GREATER."
32. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
33. Please remove Sheets LlOl-Ll05, and L20l-L204 from plans submitted to Department of
Engineering for approval.
These comments represent the Department of Engineering's initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews and on the
grading and drainage system upon receipt of drainage calculations. These comments may affect the
drainage system layout presented on the construction plans.
