I would like to invite you to a neighborhood meeting that will occur on Thursday, August 4,
2022, at 6:30 pm at the John Hensel Government Center (Clay Township Trustee’s Office),
located at 10701 N. College Avenue, Carmel, IN 46280 (317-846-2773).
During this neighborhood meeting we will review a rezone application filed by Estridge
Development Management, LLC who is requesting rezone approval to the “96th and Haverstick
Planned Unit Development Ordinance” in order to develop a for-sale residential townhome
community. Enclosed with this letter is a project description, site location map and other exhibits
that detail the request.
Following our neighborhood meeting, this rezone request will appear before the City of
Carmel Plan Commission for a Public Hearing on August 16, 2022 at 6:00 pm at Carmel City Hall,
Council Chambers, One Civic Square, 2nd Floor, Carmel, IN 46032, and a separate Notice for this
Plan Commission meeting will be mailed to you via regular mail. Of course, you are welcome to also
attend the Plan Commission public hearing and any other hearings thereafter occurring.

scheduled for Thursday, August 4, 2022, at 6:30 pm at the John Hensel Government Center

PROJECT DESCRPITION
The applicant, Estridge Development Management, LLC, (“Estridge”) has filed a rezone
application pertaining to a parcel of real estate that consists of approximately 2.67 acres which
parcel is located north of 96th Street, between Haverstick Road and Wild Cherry Lane (the “Real
Estate”). The Real Estate is shown on the enclosed site location exhibit and is currently zoned S-2
Residential.
Estridge is seeking to rezone the Real Estate to the “96th and Haverstick Planned Unit
Development Ordinance” in order to develop a well-designed, high-quality for sale townhome
community on the Real Estate that will consist of 33 for-sale residential townhomes with expected
prices ranges from the low $500,000’s to the low $600,000’s. Estridge believes the Real Estate
presents an appropriate opportunity for a unique transitional development of for-sale residential
development along the north side of a major throughfare.
Enclosed is the proposed conceptual site plan. Items of note regarding the site plan include:
(i) access to the townhome community will be from an entry drive on Haverstick Road and a right-
in/right-out access onto 96th Street; (ii) front and side elevations of the townhomes face 96th Street,
Haverstick Road and Wild Cherry Lane; (iii) each townhome will accommodate 2 cars in the
garage, as well as additional guest parking spaces throughout the site; and (iv) landscaping in the
form of foundation plantings, street trees and tree preservation are also provided.
Perspective renderings and elevations of the townhomes are also enclosed. Items of note
regarding the townhome building design and elevations include: (i) primary building materials
consisting of brick, hardi-plank and significant window treatment. The proposed ordinance includes
specific architectural design requirements to ensure that the townhome design is unique and attractive.
Additionally, the standards of the Ordinance require substantial compliance with design as shown in
the enclosed illustrations.
The 96th and Haverstick PUD Ordinance includes provisions specifically regulating the
development standards and architectural design requirements for this townhome community,
including but not limited to: (i) building height and setback standards; (ii) site landscape, foundation
landscape, tree preservation and street tree requirements; (iii) parking requirements; (iv) and detailed
architectural design requirements (Exhibit D to the ordinance).

NOTICE IS HEREBY GIVEN that the City of Carmel Plan Commission will conduct a meeting on
the 16th day of August, 2022 at 6:00 o’clock p.m., at the Carmel City Hall, Council Chambers, One Civic
Square, 2nd Floor, Carmel, IN 46032, to hold a Public Hearing regarding an application identified by Docket
Number PZ-2022-00117 PUD (the “Request”). The subject real estate consists of approximately 2.7 acres, is
located at the northwest corner of 96th Street and Haverstick Road, Carmel, IN 46280 and is identified by the
Auditor of Hamilton County as Tax Parcel Identification Number 17-14-07-03-09-012.000 (collectively, the
“Real Estate”). Enclosed is a site location map.
The Real Estate is zoned S-2/Residence and the application filed by Estridge Development
Management, LLC seeks to rezone the Real Estate to the “96th and Haverstick PUD Ordinance” to permit the
development of residential community consisting of approximately 33 for-sale townhomes. Enclosed is a
project description, concept plan and townhome renderings.
The Request and the associated plans and exhibits may be examined on the City’s website, through
Public Documents – Laser Fische.
This Plan Commission can be viewed online via the City’s website or on Carmel TV. Further, all
interested persons desiring to present their views on the above Request are encouraged to submit written
comments, up to 4:00 p.m., the day of the meeting, via email to Joe Shestak administrative assistant:
jshestak@carmel.in.gov and/or present their comments in-person by attending at this Plan Commission meeting.
The Public Hearing may be continued from time to time as may be found necessary.

Notice is hereby given that the Board of Public Works and Safety for the City of Carmel, Hamilton
County, Indiana will receive sealed bids for the above described “Project” at the office of the Clerk of the
City, One Civic Square, Carmel, Indiana (City Hall) until 10:00 a.m., local time, on Wednesday, August
3, 2022. Commencing as soon as practicable thereafter on the same date, bids will be publicly opened and
read aloud by the Board of Public Works and Safety in the Council Chambers of City Hall. No late bids will
be accepted.
All bids and proposals shall be properly and completely executed on the proposal forms provided
with the plans and specifications. The bids must be sealed and be clearly marked with the words “BID
ENCLOSED – Clay Township Center – <<bid package>>” on the outside of the envelope. The name of
the specific bid package MUST be clearly marked on the outside of the envelope. If you are bidding on
