TAC recommends approval of technical aspects of proposed variance

Docket No. S 37-87 Special Use Application. Petitioner seeks to con-
struct 14,760 sq. ft. church facility and 476 sq. ft. storage building
on a 4.5 acres.
PETITIONERS PRESENT: Jane Merrill, Larry Pensinger, Ron Adams
Plat must be vacated prior to building permit being issued
and record off site drainage easement.
° Detention facility must be 15' from road right-of-way.
Petitioner will be improving off site drainage.
° Recommend risers every 300' along off site drainage facility
to outlet.
° Petitioner is still awaiting word from county on what they
will require as to road improvements.
° Full depth concrete curbs around parking lot proposed.
Petitioner will submit details on drainage facility from
parking lot to detention facility.
° All comments from TAC members have been resolved.

addition to the existing Stewart Law office. Site is zoned B-7 and located
at 931 S. Range Line Road in Carmel, IN. (BZA Variance is required).
PETITIONERS PRESENT: Mr. Phillip Stewart; Mr. Jim O'Bara
o Petitioner proposes to add 2,900 sq. ft. addition to existing law
office building
o Parking variance proposed; 32 spaces required, 22 spaces proposed
o Greenbelt width variance also requested from required 30 ft. to
22 ft. East side
o Side yard setback variance on North side from required 10 ft. to
6.7 ft.
o Parking area in rear will be depressed 3 feet; pine trees in rear
have been planted.
o Per B-7 Ordinance requirements, parcel is being overdeveloped and,
therefore, the above variances are requested to allow additional
development on existing parcel
o City Engineer needs letter on additional sewer and water
availability operations which must be approved by the Carmel Board
of Public Works „
o Basement will be storage only; no offices
o Exterior of addition will match existing buildings
o Petitioners must have recorded 10 ft. perimeter drainage easement
on East and South side and 6 ft. on the North; must be submitted
to City Engineer and Department of Community Development prior to
any permit being issued
o Sump pump discharge must tie into storm sewer
Technical aspects of proposed project as presented meet ordinance
requirements. •Need variance approval by Carmel Board of Zoning Appeals and

o Two divided entrances proposed
o Property will be served by Clay Regional sewer district (77,000
Gal.) and Indianapolis Water
o Mr. Nelson is to contact Mr. Stan Valinet concerning dedication of ad-
ditional right-of-way for off -site road improvement
o Storm drainage improvements: On -site retention -detention pond, per
ordinance requirement, proposed off -site drainage facilities and
easements have been approved by County Surveyor Kent Ward
o Letter of non -opposition to annexation by City of Carmel on file
o For any development of this property TAC would recommend the fol-
lowing off -site road improvements:
o 116th Street dedication of road right-of-way per the thorough-
fare plan: 50 1/2 ft. right-of-way; four paved lanes for
adequate traffic movement
o Upgrading of 116th Street and Spring Mill Road intersections:
-Add right turn lane - minimum of 200 ft. storage capacity
--Close dead-end segment of Spring Mill Road/116th Street inter-
section (to West).
--Widen Spring Mill Road from 30 ft. to 100 ft. South from center
of intersection of 111th and 100 ft. North of 116th street in-
tersection
--Upgrade roadside drainage, install intersection signals as
needed to control traffic flow
--Spring Mill Road: Dedicate road right-of-way per official
thoroughfare plan
--lllth Street/Spring Mill Road intersection: upgrade to insure
adequate site distance
--lllth Street: Dedicate road right-of-way per official thorough-
fare plan
--Add enough pavement on 111th St. to provide for three lanes of
traffic
--May need signals at 111th Street and U.S. 31
--TAC feels the road improvements must be made before any oc-
cupancy or development on this property or any adjacent
property
