9. Docket No. 06020005 OA: Michigan Rd Overlay
The applicant seeks to amend the Zoning Ordinance in order to amend the development
standards in Zoning Ordinance Chapter 23C .
Filed by the Carmel Department of Community Services.
The public hearing for this item was held at the February 21 Plan Commission meeting. One
person spoke in opposition and was concerned about how this language would affect the long
term use and value of the designated properties. At the March 7 Subdivision Committee, the
proposed changes to Zoning Ordinance Appendix A were sent back to the Commission
separately, leaving the proposed Michigan Rd amendments in Committee.
As stated at the last Committee meeting, the purpose of these amendments is to enable a
transition from larger, more intense commercial uses, to smaller buildings with mixed uses as
Michigan Road travels northward.
The ordinance proposes zoning ordinance amendments of the following nature:
CHAPTER 23C: US 421 - MICmGAN RD OVERLAY ZONE
1. Limit retail uses to 75% of the gross floor area of projects in B-3 located north of 106th
St.
2. Allow residential uses up to 50% of a project's gross floor area in the overlay.
3. Require each lot to contain a building with a minimum of 2,500 s.f. of gross floor area.
4. Establish a maximum gross floor area of 85,000 square feet north of 106th Street.
The Department recommends that the Subdivision Committee forward this item back to
the full Plan Commission with a positive recommendation after all comments and concerns
are fully addressed.
