Do...~ket !y'o.j)j)OJ0002p: ~Qld Meri!!,ian Place Rezone 7 The applicant seeks to rezone 3.084 acres fromOld Meridian Single Family Attached (OM/SFA) to Old Meridian Mixed Use (OM/MU) for the purpose of creating mixed use structures along Old Meridian Street. This project is in conjunction with the proposed Old Meridian Place development. The site is located at 12852 Old Meridian Street and is zoned OM/SFA. Filed by Lawrence Kemper of Nelson and Frankenberger for Centex Homes. The applicant seeks approval for 208 residential units and a mix of retail and office uses. Additionally the applicant seeks a rezone for 3.084 acres to allow flexibility in their design. Please see the original informational packets prepared by the applicant for an overview of the project. The public hearing for the project's DP/ADLS and Rezone were held at the December 20, 2005, and February 21, 2006 Plan Commission meetings respectively. No one spoke in opposition. Given the scope of this project staff is still reviewing some aspects of the proposed layouts, structures, and urban design. At the committee level, it will be crucial to focus discussion on design elements and alterations that bolster street life for this future urban node. Traffic circulation (both pedestrian and automobile), parking, and architecture each playa significant role in the viability of such a proposal. Staff will continue to work with the petitioner to address items and identify concerns prior to the Committee meeting. At this stage, the petitioner is redesigning' a portion of the project (part of which is being rezoned to accommodate this proposed plan). At the meeting the petitioner will present the project and give a timeline for submitting finalized details on this proposal. Some design alterations (in terms of layout and building design) are anticipated after City Engineering fully reviews finalized plans. Staffs initial concerns are as follows: 1. The residential architecture proposed for the townhome component of this proposal is very monotonous - is there a way to include some of the products that Centex is CD u proposing for the Midtown Village project? 2. All buildings fronting Old Meridian must be pulled up to the right of way. Parallel on street parking along Old Meridian should be the only parking that is in front of these structures. Staff would also like to see street level elevations that depict distance and height between the building facades and the street traffic way. 3. Petitioner should explain which sections and buildings of this development will be constructed by Centex. For these buildings the petitioner should provide 4 sided elevations (in color). Building material samples should also be provided. 4. As this plan progresses the applicant will need to address initial T AC comments from staff and Carmel Engineering. 5. The applicant must provide an engineered landscape plan for review by the Urban Forester. This plan must be approved prior to this petition moving forward from committee. 6. Petitioner must commit to required upgrades to any rights of way identified on the thoroughfare plan that are adjacent to or on the interior of this project. These upgrades can be constructed or funded (for future construction). The petitioner is required to coordinate with City Engineering to determine these improvements (or cost thereof), and commit to construction or funding prior to approval. This commitment must be recorded. The Department recommends that the Special Studies Committee continue the request to the March 30th meeting to allow additional time for the petitioner to resolve all outstanding issues. Q.)
