CARMEL PLAN COMMISSION
TUESDAY, JULY 19, 2022 I MEETING MINUTES

Declaration of Quorum:President Grabow: 8 members present,we have a Quorum
Approval of Meeting Minutes:A Motion made by Rider and seconded by Kirsh to approve the June 21,2022,PC meeting
minutes.Approved 8-0,absent Buckler.

1. Outcome of Projects at Committees:

2. Save the Date for 5th Tuesday Dialogue Dinner on August 30th
3. Need to suspend the Rules of Procedure for PZ-2022-00090 DP/ADLS due to the Petitioner sending out the
mailed public notice without Certificates of Mailings.They sent out by first-class mailing.
A Motion made by Kirsh and seconded by Rider to suspend the Rules of Procedure in order to hear PZ-2022-
00090 DP/ADLS at tonight's public hearing. Approved 8-0,absent Buckler
Public Hearings:
1. Docket No.PZ-2022-00090 DP/ADLS: Lakefront Ct.Lot 2 Medical Office Building
The applicant seeks site plan and design approval for a multi-tenant medical office building on a 0.95-acre vacant
parcel. The site is located at the southwest corner of Carmel West Drive and Lakefront Court.It is zoned M-
3/Manufacturing Park District. Filed by David Rausch with David Rausch Studio LLC,on behalf of the owners.
Petitioner: David Rausch
• Presented an aerial view and site plan, we have 3 street frontages
• Primary parking for the visitors and patients will be on the south side of the building
• We are meeting all landscaping requirements per the zoning district
• Presented elevations, we will have two primary tenants in this building
• Presented building materials, primary material will be Norman-style brick,windows with bronze framing and
clear glass,and fiber-cement material for the screening of the mechanical units
• Presented dumpster enclosure elevations, dumpster will not be visible from Carmel W.Drive
• Presented floor plans,photometric plan, landscape plan, all will meet the zoning requirements

• This site has 3 street frontages
• 32 parking spaces will be located behind the building.27 spaces are required per UDO.
• 4 bicycle parking spaces will be located by the front door
• The faux wood screening system will help screen all the rooftop mechanical units
• Numerous windows will be provided throughout the building
• Staff believes this building is well designed and will fit into this area
• The Urban Forester has already approved the landscape plan
• The Petitioner is proposing 1 wall sign to face Cannel Dr. and 2 wall signs to face east to Lakefront Ct.
• The DP will need final signoff from Cannel Engineering
• Staff asks that you approve contingent upon approvals from Planning Staff and Engineering Dept.
Committee Comments:
Josh: Is the adjacent Dental officed building two or three stories? David Rausch: Two stories.
Christine:Are the major surgeries for any outpatients or overnight patients?David Rausch:No overnight patients,
observational space only.
Brad: Is the pedestrian crosswalk necessary to access this building from Lakefront Court?Alexia Lopez: We asked for
another sidewalk connection to the north to get from Cannel Drive to the multi-use path,but we did not ask for a
crosswalk at Lakefront Court.Josh: My thought is that anyone walking to this would be using the path on Cannel Drive.
David Rausch: We looked at every option,and from the building standpoint it is not optional.There's a fairly large grade
change and there's not enough space to do a connection at Lakefront Court,presented Site Plan.
Josh: Has there been any consideration of including any covered bike parking?Your patients will probably not be
driving,but your staff might ride their bikes. Burke Chegar,owner: I actively engaged with my Staff in the design of this
building and none of them expressed the interest in riding their bikes to work.
Brad: Will sign location be practical when the trees along Cannel Drive are mature?David Rausch: We think so. There
will be a point in time that the red oaks will be tall,and their canopies will be much higher than the sign.Kevin: Can we
ask the Urban Forester to pick trees that will not grow large enough to block or cover the signage?A tree should never
block any sign.Alexia Lopez: I will have the Urban Forester look over this. Carrie: This presents a tricky corner,and the
monument sign for the Orthodontal Office is necessary.David Rausch: Our wall sign will help with the visibility from
the west.We can work with Planning Staff and the Urban Forester with the trees along Cannel Drive and whether or not a
wall or monument sign is needed.
A Motion made by Rider and seconded by Kirsh to suspend the Rules of Procedure in order to vote on this item at
tonight's meeting. Approved 8-0,absent Buckler
A Motion made by Rider and seconded by Kirsh to approve Docket No.PZ-2022-00090 DP/ADLS with condition
of final approvals from Engineering Department and that the Landscaping and Signage is worked out with
Planning Staff and the Urban Forester. Approved 8-0,absent Buckler.
2. TABLED TO AUGUST 16: Docket No.PZ-2022-00121 PPA: Johnson Addition,Replat Lots 29 and 30
