Statement of Special Exception Request Corey Humphress, owner of the property located at 4423 E 116th St, would like to renew her existing exception to the requirements UDO 5.72 to periodically use her entire dwelling for short-term residential rental. Statement of Support 4423 E 116th St is a 3-bedroom, 3.5 bath residential property located near the intersection of 116th Street and Grey Road. I, Corey Humphress, the sole owner of this property, am requesting to renew my special exception to the UDO Section 5.72 per the September 2020 approval of Docket No. PZ-2020-00133 SE to allow for the use of the entire dwelling as a short-term residential dwelling for approximately 90 days per year. My property, located on 116th St, is an ideal setting for short-term rental guests. It’s in a mostly residential area of town with easy access to walking and bike trails. The sidewalks in front of my home frequently play host to folks out for a stroll or ride, and the neighbors in the area are accustomed to this. My home is not subject to any restrictions or covenants, such as an HOA. I have ample parking on my property, including a 2-car garage and plenty of space for 3 additional cars to park and maneuver easily in my driveway. The area is well-lit with street lights, and my property has exterior lights on the front and back porches, as well as on the garage. Over the past year, I have hosted numerous guests in my home with the help of a highly rated professional short-term rental management company, Chapman Property Management. This has been highly successful: -My home has a near perfect review score from my guests (4.96 overall) and has seen absolutely zero complaints or even concerns registered by neighbors. -You can see in the reviews listed below how often my guests are taking advantage of all Carmel has to offer, from restaurants to breweries around the Arts District to parks and the Monon Trail. I truly do believe my home has brought significant tourism dollars to Carmel. -My home has also served as a way to make Carmel a viable destination for families traveling in for many central Indiana activities -- everything from soccer tournaments at Grand Park in Westfield to college visits in downtown Indy. Over the past year, I have also made the following improvements to my home and property using the revenue from short-term rental: -Repairs and upgrades to the home’s original plumbing, including sewer main clearing and inspection and upgraded toilets. -Repairs and upgrades to the home’s original electrical system, including fixed electrical outlets and wiring, addition of overhead lighting in several rooms, and upgraded bathroom fans to maintain dryness. -Replacement of old door frames and thresholds and upgrades to the crawl space. -Upgraded landscaping through the property.
