Lots 69 and 70 combine to cover 2.7 acres of land. Said overall development is located on the east side of Springmill Road between Illinois Street and 106th Street. The revisions to the lots are located on the east end of Sanner Court. Refer to Figure 1.1. The proposed development is on a site at a Latitude of N 39° 56' 21" and Longitude W 86° 09' 45", falling within Clay Township. The site is generally located in the Northwest Quarter of Section 11, Township 17 North, and Range 3 East, in Hamilton County, Indiana. Floodzone: Based upon a scaled interpretation of the Flood Insurance Map No.18057C0208G dated November 19, 2014 for Hamilton County, Indiana, the lots to be revised ARE NOT located within Zone AE (Special Flood Hazard Area inundated by 100-year flood-Base Flood Elevations determined). Refer to Figure 1.2. The Reserve at Springmill Weihe Engineers, INC. 8/4/2022 Pre-Developed Conditions: Lots 69 and 70 of the Reserve at Springmill had previously been covered with 3 buildings used for multiple purposes, asphalt drives and parking lot, sidewalks, playground, tennis court, shuffleboard, a pool, and concrete pool deck. Beginning in 2017, the various improvements listed above started to be demolished in phases. The demolition of the improvements was completed in 2019. The land is now covered with grass and trees that were salvaged from the demolition activities. Refer to Figure 1.3. The tract consists of the following soil types: Crosby Silt Loam-Urban Land Complex and Miami Silt Loam-Urban Land Complex. A soil map has been included with this report. An abbreviated NRCS Soils Report can be found in Section 1 of this report. Detailed topography from survey work by Weihe Engineers, Inc. was used to determine the Existing Conditions Exhibit. The existing high point on the lots is at elevation 845, near the center and southeast corner of the combined lots. A portion of the combined lots drain to the north to the perimeter of the overall development. The remainder of the combined lots drains to 3 existing rear yard inlets located along the eastern and southern boundary lines. These 3 existing inlets drain to the existing wet detention basin in the northwest corner of the overall development, adjacent to Springmill Road. The Reserve at Springmill Weihe Engineers, INC. 8/4/2022 Post-Developed Conditions: The proposed changes to Lots 69 and 70 include splitting the 2 lots into 6 lots. The 6 new lots will be numbered 75-80. This proposed change will require Sanner Court to be extended approximately 200’ to the east. Storm sewer inlets and piping will be installed to drain the proposed improvements. The pipe will flow south from Sanner Court, between Lots 75 and 76, and connect over the existing storm sewer pipe that flows west in the rear yard. The proposed storm sewer calculations will be provided for review at the time of construction plan submittal. Additionally, existing lots 68 and 71 will be replatted because of the change in the Sanner Court right of way from the movement of the cul-de-sac. Lot 68 has an existing house and driveway and 71 is vacant. Per correspondence with the City of Carmel, an impervious area comparison was created to show the maximum allowed impervious area of existing Lots 69 and 70 to the maximum allowed impervious area of proposed Lots 75-80. Included in the calculation for Lots 69 and 70 is the area of the existing cul-de-sac proposed for demolition, sidewalk around the cul-de-sac, and 35% maximum impervious area of the two lots. Included in the calculation for Lots 75-80 is the area of the road proposed for construction, sidewalk along the road and around the cul-de-sac, and % of maximum impervious area of the six lots. Lots 75, 76, 79, and 80 were calculated to have 35% maximum coverage, Lot 77 will have 32%, and Lot 78 will have 28%. The maximum impervious coverage of Lots 77 and 78 were reduced because they are the two largest of the six lots. The resulting change in impervious area is a reduction by 107 sf. This net reduction in maximum impervious area shows that the proposed changes to the lots will not have a negative impact on the existing drainage infrastructure. See calculation later in report. Storm Sewers: The storm sewer system will be designed to convey stormwater at a minimum velocity of 2.5 feet/second through reinforced concrete pipes while maintaining a hydraulic grade line (HGL) elevation below the top of castings during a 10-year storm event. Storm sewers that will be constructed with this development are included in Section 3 of this report, see Figure 3.1 for inlet basin delineations. Water Quality: A mechanical stormwater quality unit will be installed downstream of the proposed Sanner Court curb inlets. The unit will be proposed to be an inline unit with an internal by-pass. The unit was sized according to the standards in Chapter 700 of the City of Carmel Stormwater Technical Standards Manual. The resulting size of the structure is a Hydro International First Defense High Capacity 4 ft Structure.
