Dear Mr. Fleming:
The City has received your comment letter and drawings dated August 30,2005 based upon the City
review of July 11, 2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-SECTION 2 CONSTRUCTION PLANS
13. At the median islands at the intersection of Windy Knoll Lane and Sunnyvale Lane, please
indicate and label the widths of each lane and median. Thank you for labeling the widths of
each lane and median. Now that we see the dimensions, please confirm with the Fire
Department that 13 feet is acceptable to them. Typically 16 feet is the minimum lane width
at a median.
16. Please increase the radius of the horizontal curve in the vicinity of Lot 210 on Cupertino Lane to a
minimum of 150 feet. Section 6.03.15 of the Subdivision Control Ordinance requires a
minimum horizontal curve radius of ISO feet. The reduced radius may work as a traffic
calming measure if all motorists realize that the radius is reduced. The Department's
opinion is that motorists would perceive the horizontal curve as being consistent with the
majority of horizontal curves throughout the city and drive it at a speed appropriate for a
curve with a ISO-foot radius. If this were the case, then providing the 100-foot radius would
be a violation of driver expectancy and what was intended as a traffic calming measure
could become a hazard. We have confirmed with DOCS that neither a waiver or variance
was granted for this reduced radius and that this horizontal curve needs to be constructed to
the required standard. Please revise to provide a horizontal curve radius of at least 150 feet.
Based upon additional review, the City provides additional comments:
1. Add a note with the subsurface drain detail that all subsurface drain is to be double wall Hancor Hi-
Q or equivalent.
2. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made.
These comments represent the Department of Engineering's second review of this project. We request that
all responses to our comments be provided in writing. Failure to provide written responses may result in
the delay ofthe review process. .
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (ifrequired) must be obtained prior to Engineering Department approval.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on July 5, 2005 for this project and have the following comments:
1. This proposed project falls within the corporate limits of the City of Cannel.
2. This proposed project DOES NOT fall within a Cannel Wellhead Protection
Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision, along with
the other sections of this development.
4. Please submit the following procedural items with the construction plans to this
office, engineer's estimate, and aU associated bonds for 120% of construction
cost. The applications are available on our website at

S. The SSD lateral for lot 173 is covered by the ROW width arrows; please move so
it is visible. Also, a few of the SSD laterals on lots 190 to 195 and 128 do not
appear to be centered in the lot. Please center these laterals so they do not end up
under the driveway of the homes.

6. Where does the rear of lots 132 to 144 drain? The comer elevations on these lots
are lower then the pond TOB of914.3 and no swales or inlets are shown to take
the water. Please review and revise to provide dTainage for these lots.
7. Windy Knoll Lane slopes down as it heads east to tie into proposed Ridge at
Hayden Run Section 3, which means the SSD does not have a positive outlet until
the future development is constructed. This will leave lots 187 to 189 without a
positive outlet for sump pumps. These SSD runs will need to be temporary
connect to provide a positive outlet.
8. The rear yard swale on lot 187 to 193 will need to have a positive outlet and be
addressed with the development oftbe Ridge at Hayden Run. HCSO does NOT
want this water draining into the wooded area of Shelbome Park, as our office and
the City of Cannel ~eive regular calls about water standing in this wooded area.
9. The HCSO would request that structure 154 be lowered to provide an outlet point
for the wooded areaofShelbome Park. An invert of910.5 (approximate) would
allow for that pipe to extend in the future, to drain the area better. Please try to
accommodate.
10. The SSD that crosses the Townhome entrance will need to continue across and
not follow the curb lin~ to allow the flow to continue. This will also need to be
upgrade to double wall smooth bore perforate pipe (HOPE) across the entrance at
minimum.
11. The SSD laterals are missing on lots 109 and 210. Please show.
12. Please label structure 169 on sheet C201.
13. Please remove the generic manhole detail, 4342 detail, 3S01-L2 detail, and special
stnlcture 148 detail from the construction plans. All casting details will be
replaced with HCSO Standard Casting Details.
14. Common Area 2A contains regulated drain that was installed with Section 1 and 3
and part of one ofthe lakes for this development. Either all of this common area
needs dedicated as D.E. or easements will need to be shown to cover the existing
regulated drains and the lake. Please revised and submit a copy of the plat for our
review .
15. No landscape planting will be permitted or allowed within the proposed regulated
drainage easements per Indiana Code 36-9.27-33(d). In common areas that are
dedicated as Drainage Easementst no trees will be allowed within IS feet in each
direction from the centerline of pipe. Any street trees should be behind the
sidewalks to prevent the root infiltration into the SSDs under the curb line.

16. The HCSO has new standard details for the required castings. The details are
available for download on our website at http://www.co.hamilton.in.us. go to
Departments, Surveyor, and Documents for Download. The details are CT ~ 1, CT-
2, CT-4, CT-S, CT-6, CT-?, CT-8, and CT-I0. These are our required casting and
any other casting must be approved by this office.

This letter is in response to your Secondary Plat Application for Stanford Park, See 2. It is anticipated that you will
be heard at the July 20 T AC meeting, where additional comments may be voiced. Please complete the following:

changes have been made and comments addressed, please produce a Mylar copy for signature by this Department.
Two paper copies of the plat must be filed with the Mylar prior to recording, and three paper copies and a Mylar of
the recorded plat must be submitted following recording. Our approval of the secondary plat (signature) will be
forthcoming upon revision of the plans according to the items listed above.
Also, the staff has been advised that we cannot present a Secondary Plat to the Director for signature from this point
forward until Terry Krueskamp (tkrueskamp@carmel.in.gov) in Information Systems has received an e-mail with an
electronic file attached (Micro Station .dgn is preferred, or AutoCad .dwg of the subdivision) and it (the e-mail) has
been copied to Matt Griffm (mgriffm@carmel.in.gov) and myself (aconn@carmel.in.gov). (Also, Matt Griffin
would also like a .pdf file, as we move toward a paperless office.) If you have any questions or if I may be of

Dear Mr. Fleming:
We have reviewed the drawings submitted for this project for the July 20,2005 Technical Advisory
Committee meeting. We offer the following comments:
GENERALINFO~ATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way- City of Carmel.
. Water-CityofCarmel.
. Sanitary Sewers - Clay Township Regional Waste District
· Storm SewersJDrainage - Hamilton County Surveyor's Office / City of Carmel.
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
· Water Availability based upon the total number of lots in the subdivision.
· If an irrigation system is planned for this development, additional Board of Public Works and
Safety Water Availability approval will be required and additional Water Connection Fees
will be assessed.
· Ifa swimming pool andlor,a clubhouse are planned, additional Board of Public Works and
Safety Water Availability approval will be required and additional Water Connection Fees
will be assessed.
· Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
· Please be advised that any open cuts of dedicated streets will require separate Board of
Public Works and Safety approval
· Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements. This approval would require a Consent to Encroach
Agreement between the Owner and the City of Carmel.
. Secondary Plat approval.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).

We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues and all
Hamilton County Surveyor issues have been resolved. The design engineer must certify all
drawings submitted for fmal approval. Because of the dual jurisdiction between the City of
Carmel and the Hamilton County Surveyor, this office will require a minimum of eight-sets of
drawings for approval after all issues have been resolved. The drawings will be stamped as
approved and will be signed by the City Engineer and the Director of Carmel Utilities. The eight
sets will then be sent to the Hamilton County Surveyor for approval and signatures. Three
approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor will retain
two sets. The Developer, Engineer and Contractor will each receive one set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a
separate review regarding these issues.
7. Carmel Utilities subscribes to "Holey Moley" and should be contacted directly for all water main
locations.
8. Copies of the following have been provided to the Developer and the Engineer previously and will
not be duplicate with this correspondence unless requested:

BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (Base, Binder and Surface. The asphalt surface may not be bonded separately from
the stone base and asphalt binder)
. Curb & Gutters
. Water Mains (Off site Water Mains may be bonded separately, if applicable)
. Street Name Signs
. Sidewalks/Asphalt Paths within dedicated right of way. Interior (builder's lot) sidewalks and
Exterior sidewalks/asphalt paths (sidewalks/asphalt paths within dedicated right of way and
adjacent to common areas or perimeter roads) may be bonded separately).
. Perimeter Road Right of Way Improvements if applicable.
Storm Sewer/Storm Drainage bonding (including sub surface drains) will be under the jurisdiction
of the Hamilton County Surveyor's Office. They also require bonding for Monuments & Markers
and for Erosion Control. Sanitary Sewers are under the jurisdiction of Clay Township Regional
Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Enl!ineers Estimates for each improvement
includinl! unit costs. Quantities. materials. sizes. types of materials. etc. This office is to be
provided with this detailed estimate prior to submission to the OwnerlDeveloper. Upon
completion and release of individual Performance Guarantees, a three-year Maintenance
Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other
improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable
Letters of Credit or Cashier's/Certified/Official Checks. Please reference the enclosures for more
detailed explanation of our procedures.

AVAILABILITY AND CONNECTION FEES
10. Water Availability (acreage) Fees must be paid after all other Engineering Department
requirements have been satisfied and prior to start of construction activities. Availability Fees are
based upon total platted acreage for the development at the rate of$I,OlO.OO per acre for Water
Availability. Based upon the secondary plat indicated acreage and upon acreage exempted by the
Board of Public Works and Safety on November 3,2004 for the Carmel Dad's Club Amenity
Area, the following Availability Fees would apply:
Water - 31.302 Platted Acres less 10.207 Exempted Acres = 21.095 Net Acres
21.095 Acres @ $1,OlO.OO/Acre = $ 21,306.00
Water Connection Fees are currently $1,310.00 per single-family residence. Connection Fees
are paid when the infrastructure has been completed, satisfactory test results obtained and the
subdivision has been released for permits. Connection Fees are paid on a ~ basis.
. If an irrigation system is planned for this, or any future section of the development,
additional Water Connection Fees will be assessed based upon the recommendation of
the Director of Carmel Utilities.
11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office. We will share Crossroad's comments as they are received.
COMMENTS-SECONDARY PLAT
12. Please provide monuments at external comers.

Department of Engineering approving the drawings.
15. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
16. Please increase the radius of the horizontal curve in the vicinity of Lot 210 on Cupertino Lane to a
minimum of 150 feet.
17. Wherever D occurs in horizontal curve data in plat and construction plans, please change this to
the delta symbol. This horizontal curve element is a deflection angle, not degree of curvature.
18. Please make the M.F.P.G. more prominent in the legend and provide the definition of the
M.F.P.G. that has previously been discussed.
19. Please indicate and label the curb return radii at each street intersection. The curb return radius
should be a minimum of 20 feet.
20. All lots adjacent to side yard easements should be wide enough to accommodate the anticipated
house model and any platted driveways such that there is no encroachment into the easements.
21. Sheets C600 and C601, Storm Plan & Profile - please remove "FULL DEPTH GRANULAR
BACKFILL" note and replace with City's standard Bedding, Haunching, and Initial Backfill and
Final Backfill specifications.
These comments represent the Department of Engineering's initial review of this project. We request that
all responses to our comments be provided in writing. Failure to provide written responses may result in
the delay of the review process.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
