DEPARTMENT REPORT

4. Docket No. PZ-2022-00167 Z: 1st Avenue SE C2 Rezone.
The applicant seeks to rezone 4 parcels from the B5 Business, R2 Residential and R3 Residential Districts within
the Old Town Overlay Character Subarea to the C-2 Mixed Use District. The site is generally located on the west
side of 1st Avenue SE, between 1st Street SE and Supply Street. Filed by the Department of Community Services
on behalf of the Carmel Plan Commission.
Project Overview:
The site is generally located on the west side of 1st Avenue SE, between 1st Street SE and Supply Street (former 2nd Street
SE). The purpose of this proposal is to extend the C2 district eastward to include the entire block between Range Line
Road and 1st Avenue SE – across Range Line from the Indiana Design Center. The west half of the block (along Range
Line Rd) is already zoned C2, so this rezoning would allow for a redevelopment proposal encompassing the block to be
reviewed under a singular zoning district and process. Please view the informational packet for the site location and

Carmel Redevelopment Commission Site Information:
As mentioned in the information packet, the City Council recently approved the Carmel Redevelopment Commission to
proceed with the acquisition of all the parcels in this block for a proposed redevelopment project. During the discussion at
the August 1st Council Meeting (agenda item 14.a.), information was shared about a potential mixed use building at 111 S.
Range Line Rd with plans for the 1933 Lounge restaurant concept and upper-story offices. A conceptual site plan for the
entire block was also shown during the meeting which included townhomes on the eastern half of the block; however, the
plan has not been designed or approved by the CRC, nor has it been filed with DOCS for review and public hearing.
Public Comments:
A few public comments have been received with suggestions regarding the conceptual site plan that was shown at the
Council meeting. The Redevelopment Department has received these comments as well, and will take them into
consideration as they work with the developer on the design of the townhomes. After design, the project will go through
the City’s planning process as outlined below for the C2 District.
C2 District:
As is standard for the C2 District, a proposal would be reviewed by TAC, the CRC Architectural Committee, and a
DP/ADLS public hearing by the Plan Commission Hearing Officer with all the same methods of public notice
(publication, signs, letters) as public hearings held by the full Plan Commission.
The standards of the C2/Mixed Use District are established in Article 2, Sections 2.35 & 2.36 of the Carmel Unified

Recommendation:
The Department of Community Services recommends the Commission votes to suspend their Rules of Procedure, and
then votes to send this item to the City Council with a Favorable Recommendation.
